    Major Project Citations Under Digital India / Smart City Initiative…..

    Ministry of Agricultural Ishan takes pride in winning and successfully executing first phase of e-NAM project which
    would catalyse the digital India initiative of the respectable Prime Minister. e-NAM project is a
    – e-NAM Project
    pan-India initiative for creating an electronic trading platform which networks the existing APMC
    mandis to create a unified national market for agricultural commodities. Ishan provided IT and
    Connectivity Infrastructure(Dark Fiber/Lease Line) for the first 40 APMC’s in Gujarat.

    Junagadh Municipal Providing Wi-Fi for the historical city and a tourist location, Junagadh in Saurashtra region of
    Gujarat, under PPP mode. This was again a successful project and was inaugurated by hon. Chief
    Corporation – Public
    minister Shri. Vijay bhai Rupani on 9th of November in Junagadh. The project was executed by
    Wi-Fi communication arm of Ishan Group.

    Surat Municipal Ishan is currently successfully executing project for implementation of lease line/ dark fiber /
    MPLS for 800 locations for Surat Smart City Development Ltd under smart city project.

    Leasing of Full Network vs Part Network

    • We propose to take on lease all 08 pairs of spare fibres across OPGW network of HVPN
    preferably for long term lease period (20 – 25 years)

    Benefits for HVPN of leasing entire OPGW Network to a single bidder

    • Better revenue realization


    • Makes it easy for HVPN to delegate O&M for entire OPGW network to the successful bidder
    • High availability of network for its internal communication requirement
    • Long term (20 - 25 years) will be preferred choice to lease fibres on OPGW network

    O&M Activities and Schedule for OPGW network

    Following activities will be performed for maintaining OPGW network of HVPN:

    • Visual inspection of OPGW and related accessories in regular intervals


    • Testing of fibers on OPGW network after regular intervals
    • In case if there is any breakage in OPGW, re-splicing of fibers will be done by the bidder. However, the
    replacement CAPEX cost have to be borne by HVPN
    • Loss measurement of fiber
    • Updating the service logs periodically
    • Attending utility’s service request for any fault within stipulated time as per agreed SLA
    • Utility shall arrange for Right of Way, shutdown, etc. required to carry any maintenance activity for OPGW
    • Monitoring of reliability index and maintain them

    O&M Parameters to be monitored

    • Optical Loss Limit @ 1550 nm: >0.25 dB/Km


    • Section loss at 1550 nm: >0.28 dB/Km
    • Span Loss during operation @ 1550nm:
    >0.35dB/Km
    • Availability of network : 24hrs X 365 Days
    • Planned outage: 08:00hrs to 18:00hrs
    • SLA to be maintained: >99 %
    • Mean time to Restore (MTTR) Fault: 4 Hrs (during
    day light)
    • Regular Preventive maintenance
    • FODP access 24Hrs
    • Restoration teams shall be stationed at
    appropriate locations for O&M activities which will
    be confirmed after detailed survey of HVPN’s
    transmission lines
