Conclusion / Recommendation
Conclusion
The establishment of a new substation or additional power equipment of
the existing substations in NGCP will start from the assessment of the
load growth primarily based on the latest peak demands and maximum
load projections of power customers as well as the added power
generations of the connected power plants in the area.
The proposed additional 100MVA Power Transformer Project under the
Luzon Substation Expansion of the 2020 NGCP’s Transmission
Development Plan (TDP), is a compliance to the provisions of Republic
Act 9136 in ensuring network reliability and provide the level of power
quality in Western Pangasinan.

Project Design Criteria
In order to come up the most efficient, reliable, cost effective
design scheme and equipment selection/specification, the designer have
been guided by the design criteria based on electrical codes, standards,
site investigations, technical/engineering studies, availability of
electrical equipment materials and devices, and inputs from the
Owner/Client and local authorities
Conclusion
Electrical Design Calculation
The installed protective devices are adequate to perform safely and
interrupt the fault currents passing through it. The results show that all
the circuit breaker device ratings exceeded the values of calculated faults
and capable to withstand faults in the system. The device ratings of the
installed circuit breakers are too high and some are over rated as
compared to computed values.
For economical reason it is recommended that the specifications of these
protective devices be check and align to the computed values of the study
before procuring.

Protection Coordination
Transformer primary protection time-overcurrent element shall be set in
accordance with 2017 Edition of PEC requirement page 385 usually at
600% of the primary rated current. Transformer primary protection
instantaneous element shall be set in accordance with the
recommendation of 2017 Edition of PEC to avoid false tripping on
energization inrush and on a low side bus fault while still providing
sensitive protection for severe internal faults

The maximum touch voltages within the switchyard, around transformer, entry gates,
nearby substation fence are below the safety limit.
Recommendation
NGCP should speed-up the project implementation of the proposed
additional transformer capacity in Balingueo Substation.
During the feasibility and design process, all units of the company
should work together to come up with the best design option. Also, the
designers should consider the latest breakthrough in technology to
improve the reliability, safety, security, and operational performance
once the substation is completed.
Engineers involve in the design of similar facilities should adopt a new
philosophies and methodologies by conducting research, asking the
experts, and by attending related seminars to enhance their skills in
such field of work.
