workers and shift up the global value chain, the study
looks comparatively through the government's decision on
the Employer Mandatory Commitment (EMC) and

FINDINGS / RESULTS :

The government needs to have a comprehensive and well-rounded

plan to attain their objectives.

Without any appropriate ecosystem, the increase in levy hike would

definitely harm employers who sign up legal and documented migrants the
most while opening opportunities towards the illegal ones through the black
market

The raids carried out by the immigration department against

unregistered foreign labourers have left numerous local developments in
need of help and estates for all intents and purposes unattended to.
CONCLUSION:

A number of our economic sectors are excessively dependent

on foreign labourers. Malaysian employers' reliance on foreign
labourers has achieved a phase that an aggregate weaning
from outside work is soundly inconceivable.
RECOMMENDATIONS:

To do this, a
carrot-and-stick
method should
be employed;
recognition and
incentives could
be offered to
those who stick
by the law.

Suitable penalties are meted out to those who

dodge it and employers discovered contracting
or protecting overstayers or holders of fake
visas and travel papers will have their bank
accounts and assets seized or solidified.
