    Statewide coalition working collectively to advocate for state level policies and
    resources that will advance LGBT health.
    Over 60 organizations participate: community centers, clinics, researchers, advocates

    manner that promotes health and wellness as part of the movement for LGBT equality.
    The Network seeks to:

    Nicholas Hatten
    Executive Director, San Joaquin Pride Center
    Nicholas Hatten is the founder and Executive Director of the San Joaquin
    Pride Center. In addition, Hatten works as a political/governmental
    relations consultant. Past clients include US Representative Jerry
    McNerney, Stockton Mayor Michael Tubbs, NASA astronaut Jose Hernandez
    and Stockton Unified School District. He has served on the Board of
    Directors for AIDSWalk SJ and Charterhouse for Families and is a passionate
    advocate for equality for all.
    LCAP
    Local Control and Accountability Plan - The LCAP is a three-year plan that
    describes the goals, actions, services, and expenditures to support positive
    student outcomes that address state and local priorities. The LCAP provides an
    opportunity for local educational agencies (LEAs) to share their stories of how,
    what, and why programs and services are selected to meet their local needs
    The Local Control Funding Formula (LCFF) calls for school districts to set both
    district-wide and school-wide goals (the LCAP) and spells out the specific action
    steps needed to achieve those goals for all students but especially for English
    Learners, foster youth, and low-income students.
    All members of the school community must be involved in developing, reviewing
    and supporting the LCAPs: parents, students, community members, school
    employees and other stakeholders.
    The LCAP is designed to provide school districts and their communities with more
    local control and make it easier to respond to the needs of their students.
    The LCAP also makes school districts more accountable to provide the necessary
    programs and resources to create a level playing field for all students.
    The LCAP gives parents access to the school districts budget and planning process
    and allows parents to help determine its local priorities and approach.
    Requirements/Priorities
    Parent and Community Engagement: Statute requires the inclusion of parents,
    including parents or legal guardians of targeted disadvantaged pupils in the
    planning and implementation of the LCFF. School districts need not establish new
    parent advisory groups if the Local Educational Agency (LEA) has previously existing
    groups that satisfy the new requirements

    The Legislative Session ended September 15. Governor
    Brown has until October 15 to sign or veto bills.
    Instructional Quality Commission voted on
    recommendations for textbooks, including LGBTQ history.
    MHSOAC closed comments on its Prevention and Early
    Intervention Regulations, and Innovation Program
    Regulations, which includes new requirements to collect
    sexual orientation and gender identity (SOGI) data.
