The

Executive Branch of the government is in


charge with the EXECUTION and
ADMINISTRATION of the countrys
POLICIES/LAWS.
In general, the executive branch sets the
direction of national policy.

The PRESIDENT of the Philippines


has the mandate of control over all the
executive departments, bureaus, and
offices. This includes restructuring,
reconfiguring, and appointments of their
respective officials. The Administrative
Code also provides for the President to
be responsible for the abovementioned
offices strict implementation of laws.

The President of the Philippines has the


power to give executive issuances,
which are means to streamline the
policy
and
programs
of
an
administration.

POLICY DISSEMINATION
it is the process of distributing, broadcasting
and spreading out the POLICY made by the
government.
the policy must be published before it has to be
implemented.
it is usually published in the Official Gazette
which is the official publication of the
government.

Structure to implement the policy


National Level:
President gives executive issuances.
ex. Administrative Order, Executive
Order, Special Order, Memorandum
Order, Proclamations
- responsible for the strict
implementation of laws.

Vice

President may concurrently assume


cabinet position should the
president offer.
- is mandated to assume the
presidency in case of death,
disability or resignation of
the incumbent president.

Cabinet Secretary act as alter ego of the


President, executing, with
his authority of the Office
of the President in their
respective departments.
* they possess the power to issue directives
relative to their departments, such as department
orders. These orders apply to offices under a
specific department under the cabinet secretarys
jurisdiction. They also act as advisors to the
president for their areas.

The Executive branch extends beyond the


national government. According to Article
X, Section 4 of the constitution, the
President of the Philippines is mandate to
supervise local government all over the
country. However, because of the RA 7160
otherwise
known
as
the
Local
Government Code of 1991, local
governments enjoy relative autonomy from
the national government.

Each local government has its own chief


executive.

1. Province Provincial Governor


2. City City Mayor
3. Municipality Municipal Mayor
4. Barangay Punong Barangay
* The Local Chief Executive have the power to
approve or veto local ordinances recommended
by the local legislators.

Roles of the Executive Body of Local


Government in the Implementation of the Policy
1. Exercise general supervision and control over
all programs, projects, service and activities of
the government.
2. Enforce all laws and ordinances, and
implement all approved policies, programs,
and projects.
3. Initiate and maximize the generation of
resources and revenues, to be used for the
implementation of policies and development
plans.
