Introduction
Organizations agents of change in society affect it and affected by it.

There is no doubt that the development of various forms processes need to be


dynamic, and speed in decision-making, and to the extent of flexibility .

identifying the most significant obstacles to making decisions on the basis of sound,

Organizational development is the effort has the support of senior management and
focus on the long-term solution for the development of the organization's

Through the above definition, we find that the solution to the problems related to the
organization in a manner in dealing with the threats and opportunities in the
surrounding environment process.
The study comes to learn about the effectiveness of the current organization of the
institutions of the Libyan-making and management decisions through a sample survey
of the managers of these institutions on the impact of the effectiveness of
administrative capacity at the level of organizational development and how to achieve
the goals put for her views.

Literature review
Organizational development:
Organizational development is defined as "a comprehensive and integrated
process for all aspects of the organization (members-working groups - the
same organization)(7 1999 )
Decision-making process is "an alternative to choose from among several
alternatives after extensive study and analysis of aspects of the problem of
the subject of the decision

1-concept of regulation: regulation is the backbone of the organization, which
in turn can be conducted by the organization towards achieving their desired
goals with the rest of the administrative process elements(1999 )
2-concept of organizational development
It is the organizational development of key applications to change the purpose
of renewal of the regulatory processes by focusing on organizational culture,
organizational behavior, and organizational structure, procedures and methods
of work(374 , 2001 ).

The concept of organizational development associated with many regulatory
processes and concepts such as organizational change and TQM

alternatives to confront or avoid future prospects (Abbas Barakat, 2001)

in the event of a dispute. 7. traditional decisions. 8-making non-traditional. 9.

Third, the decision-making stages:1. diagnose the problem.

3. Find alternatives to solve the problem.

been chosen sample of 160 organizations who fulfilled
the above criteria.
The researcher distributed a sample size of 38
exploratory questionnaire to the sister bar internal
consistency and stability of the questionnaire, and after
making sure of the sincerity and integrity of the
questionnaire was distributed to the test on a sample of
160 questionnaire study was obtained by questionnaire
.153 recovery 95.6%

the standpoint of the respondents have been using
