    HUMAN RESOURCE

    DEVELOPMENT MINISTRY

    INTRODUCTION
     The Ministry of Human Resource Development
    (HRD) is an Indian Government Ministry,
    responsible for the development of human
    resources.
     The ministry is divided into two departments:

     Department of School Education and Litracy


     Department of Higher Education
    o As of now the Ministry of Education functions

    under these two departments as of Sept. 26th 1985.


    INTRODUCTION
     The Ministry of Human Resource Development is
    headed by a minister of cabinet rank as a member
    of the Council of Ministers.
     Kapil Sibal is the current minister of HRD.
    INTRODUCTION
     The minister is further assisted by two Ministers of
    State; one for each department:
    - Ali Ashraf Fatmi (Ministry of State for School
    Education and Litracy)
    - Daggubatti Purandeswari (Ministry of State for
    Higher Education)
    DEPARTMENT OF SCHOOL
    EDUCATION AND LITRACY
     The Department of School Education and Literacy
    is responsible for primary education, both formal
    and non-formal.
     Its stated goal is the universalization of elementary
    education (UEE).
     The department originated as the Indian Education
    Department in the 1910 under the British Raj.
     After independence, the Ministry of Education,
    was created in 1947.
    DEPARTMENT OF SCHOOL
    EDUCATION AND LITRACY
     The Ministry of Education was merged with the
    newly-created Ministry of Human Resources
    Development in 1985
     The department aims

     to achieve universal access and enrollment


    universal retention of children up to 14 years of age,
     substantial improvement in the quality of education
    to enable all children to achieve essential levels of
    learning.
    DEPARTMENT OF HIGHER EDUCATION
     The Department of Higher Education is in charge of
    secondary and post-secondary education.

     The department is empowered to grant deemed


    university status to educational institutions on the
    advice of the University Grants Commission (UGC)
    of India, under Section 3 of the University Grants
    Commission (UGC) Act, 1956

     The department is divided into 8 bureaus, most the work of the
    department is handled through over 100 autonomous
    organizations under the these bureaus :

    1. University and Higher Education; Minorities Education:


     University Grants Commission (UGC)
     Indian Council of Social Science Research (ICSSR)
     Indian Council of Historical Research (ICHR)
     Indian Council of Philosophical Research (ICPR)
     38 Central Universities (including 15 new Central
    Universities which have been established w.e.f. 15.01.2009
    by an ordinance promulgated by President of India)
     Indian Institute of Advanced Studies(IIAS), Shimla
    DEPARTMENT OF HIGHER EDUCATION
    2 . Technical Education:
    - All Idia Council of Technical Education (AICTE)
    - Council of Architecture
    - 19 Indian Institutes of Technology (IIT)
    - 5 Indian Institutes of Science Education and
    Research(IISERs)
    - 7 Indian Institutes of Management ( IIMs)
    - 20 National Institutes of Technology (NIT)
    - 4 Indian Institues of Information Technology (IIIMs)
    - 4 National Institutes of Technical Teachers’ Training &
    Research (NITTTRs)
    - 4 Regional Boards of Apprenticeship / Practical Training

    UNIVERSITY GRANTS COMMISSION
    (UGC)
     The UGC is responsible for coordination,
    determination and maintenance of standards,
    release of grants.
     For this purpose it has established

    -Professional councils
    -15 autonomous institutions
    established by the University Grants Commission,
    responsible for recognition of courses, promotion of
    professional institutions and providing grants to
    undergraduate programmes and various awards
