Appointed as CEO 2 of VPC Alliance Pj under the Property Management Division in charge of
rebranding the PM/FM division into a higher profile position with a portfolio of commercial and
industrial properties including large integrated developments align with the property scene in
Greater Kuala Lumpur.
Job scope includes developing work processes and enhancing operational effiencies within
the division and in the process creating an effective modus operandi to undertake tasks and
appointments in the most efficient and expedient way.
Overall, the above efforts will ultimately create a higher profit margin and position the property
management division into a standing equivalent to the bigger international companies.
2021-2022
Matthias Loui was the Director and HOD of Property Management with Savills Malaysia.
A Chartered Surveyor with more than 25 years of professional experience in the property industry
in Malaysia, he has worked in multinational companies, property developers and professional
chartered surveyor companies. Matthias specialises in property/facilities management and
commercial/office leasing activities and has developed an excellent portfolio of Class A buildings
and commercial establishments which are MSC accredited and Green-rated as well as high-end
residential buildings.
Matthias has actively participated in refurbishment exercises and site/ground inspections, and truly
believes on a hands-on approach. He has also successfully formulated and implemented improved
building operational procedures to meet the aspirations and requirements of the clients. An active
committee member of the Malaysia Institute of Professional Property and Facilities Managers,
Matthias is also a professional trainer for CPD (Continuous Professional Development) for MIPFM
members via seminars and workshops on the subject of building operations and management.

• At that particular period Matthias remained a shareholder for both companies and was a
Board Member of Knight Frank Property Management Sdn Bhd.
Achievements
➢ Developed the business of Property Management practice from a support business for the
main service lines of Agency and Advisory/Valuation into a profit center generating the
second largest income for the company.
➢ Software systems and online mobile apps (IoT) were developed and constantly develop as
part of the management tools for this ever-changing profession.
➢ Since 2008 , under the stewardship of Matthias and together with the rest of partners and
team, had multiplied the company income many folds and appeared then to be increasing
at a positive annual rate.
➢ Throughout the business and in sync with the Advisory/Valuation and Agency under Capital
Markets, had develop a healthy network business of related fields and with increasing

• Hap Seng Land Sdn Bhd is the Construction & Property Management arm under Hap Seng
Consolidated Bhd.
• Job scope;
Key scope includes the acquisition of real estate properties for both investment and development,
including land for development. Hap Seng Land is earmarked for listing exercise and is required to
increase the land bank to meet the requirements of securities commission. Investment properties
are to generate attractive yields and with potential capital growth and gain. As a property manager,
also required to manage all the properties under the portfolio.

Reason for leaving: Career progression. At Hap Seng Land, Matthias was only handling small number
of buildings/properties and the planned expansion program was happening very slowly.
Achievements
Office building
• Implementing strategies and promotional activities for the marketing and leasing
programme of office and retail space of Menara Hap Seng.
• Achieved 100% occupancy of both the office building and retail podium. This is
achieved after targeting the right tenants and developing an appropriate tenant mix
that is considered feasible in view of the limitation of the location. Success was also
attributed to the post-mortem analysis carried out after periodic review of leasing
status.
• IGB CORPORATION Bhd is the developer of Mid Valley City with a mixed development of
office buildings, retail malls and hotels, service apartments

Key scope includes the leasing and management of the office buildings and retail malls in Mid Valley
City. Directly involved in the strata requirements of the development and the coordination of the
operation of all the development under the asset management arm of IGB corporation. Also
managed the collection and apportionment of all the service charges and compliance of the
statutory requirements by the authorities.
In addition, also managed all the office buildings under the portfolio of Tan & Tan group which were
part of the merger exercise of Tan & Tan Group and IGB Corporation Berhad.

and maintenance staff to be eventually placed in Sierramas Homeowners Berhad , which is the
residents association responsible for the operation and management of the Sierramas estate .
In addition to the above, to undertake the management and enforcement of the construction
guidelines (also known as Property Development and Construction Guidelines) as enshrined under
the Deed of Mutual Covenants ( DMC ) signed along with the Sales & Purchase Agreements by all
purchasers. The purpose of these guidelines is intended to reinforce the original objectives of the
DMC and to ensure that any buildings constructed pay due respect to both their neighbours and the
common public spaces in the interest of an harmonious community. Matters include the following: -
Maximum building height, elevated structure, filling of lot, boundary setbacks, Minimum building
size and value, fencing etc.

• Work closely with the landscaping contractor and nurseries converting the gullies,
and lakes into a beautiful and pleasant place to live in.

and an investment company for office buildings and other prime properties.

Key scope included the management and leasing of the office buildings of Menara Tan & Tan and
Ampwalk and retail segment of Ampwalk. Other high-end condominiums and apartments are also
part of the portfolio malls.
Reason for leaving: Career progression was limited due to the family set up and many long serving
staff holding senior positions.
