UNHCR Delegate Study Guide

INTRO
I am Hussien, and I am the UNHCR chairperson, I wrote this study
guide for my delegates. This committee is called United Nations
High Commissioner for Refugees (UNHCR). Our committee’s
purpose is to safeguard the rights and the wellbeing of refugees all
around the world. We aim to ensure that all refugees can exercise
their rights, seek safety, and have the option to return to their home
country, settle, or relocate to a third country. This committee's topic
is for the delegates to focus and ensure refugees access to
healthcare and education, while tackling systematic inequalities.

CHAIR INTRO
As previously stated, my name is Hussien Mohamed Hussien, I was
born in New Zealand but originally from Sudan. I’m a student in the
10th grade studying in Al Hussan International School. I would like to
leave a message to my delegates, it's a beautiful quote I hear when I
was younger, “We now accept the fact that learning is a lifelong
process of keeping abreast of change. And the most pressing task is
to teach people how to learn.”-Peter Drucker, it's a message that I
want my delegates to learn from.

COMMITTEE INTRO
The main concept of UNHCR is to protect and safeguard the rights
of the refugees in countries all around the world. So far UNHCR
actively works in 136 countries. These countries protect refugees,
displaced and stateless people by advocating their rights. They work
with different governments and partners to advise on the strengthen
laws and national systems and help provide services. In the past
UNHCR has done many things to help refugees. One of the ways
was that they have created a Resettlement Program. That program
facilitated the resettlement of millions of refugees in third countries,
and providing a durable solution to their displacement. They also
created an Emergency Relief Operations, it consistently provides
emergency shelter, food, water, and medical care to refugees in dire
situations. In 2018 they made a Global Compact on Refugees, the
UN General Assembly adopted this comprehensive framework to
strengthen international cooperation and response to the refugee's
situation. That and many other examples are what the UNHCR have
done and are doing to help refugees with their situation.

TOPIC INTRO
The topic of this committee is “Focusing on ensuring refugees have
access to healthcare and education while tacking a systemic
inequality.” The main idea here is the as a delegate you should find
solutions to give refugees access to healthcare, education and the
other mentioned points. You should point out ideas and create
solution, and debate with other delegates about this topic.

HISTORY OF THE TOPIC


Over the decades, many different developments have shaped and
created UNHCR’s approach to healthcare and education for
refugees. The main causes of the problem are, Conflict and
Persecution, meaning that there are many countries that have many
conflicts between each other, which causes wars and other types of
disputes. Economic Disparities is also a main causing factor, many
refugees are placed in low-middle income countries which is not a
good solution for the refugees. An example of this is the conflict
between Russia and Ukraine. Ukraine had millions of refugees, the
refugees were transported to Germany, Poland, Czech Republic,
and even the United Kingdom. There are still other countries that
refugees went to.

THE CURRENT SITUATION

1. Global Overview
As of December 2024, the current global refugee crisis has
escalated beyond the scale of urgent requirement for international
response. There are over 35.3 million refugees in the world, with an
additional 5.4 million asylum seekers (UNHCR, 2024). Those
populations displaced by conflicts, climate disasters, and socio-
political instability still face myriad troubles that further marginalize
them through systemic inequalities and chronic shortages in
humanitarian funding.

1.1 Refugee Distribution


Low- and middle-income nations are the hosts that still shoulder
most of the burden of refugee hosting-an estimated 70% of refuges
live in these regions. Turkey leads the states with refugee figures at
3.6 million, followed by Iran at 3.4 million. Other countries where
refugees live are Uganda (1.5 million) and Pakistan (1.4 million).

One in three refugees actually lives in camps or informal


settlements, where primary services such as healthcare and
education often reach market failure. Yet, a growing number of
them are becoming urban dwellers, adding even more unreached
services and economic marginalization.

1.2 Access to Health Services by Refugees


Access to healthcare is one of the main issues associated with
displaced populations. Approximately 70% of refugees across the
world are reported not to have access to comprehensive health
services, with shortage in mental health and chronic diseases' care
being more severe. Refugee women are at a far greater risk, with
maternal mortality being much higher due to deficient prenatal or
emergency obstetric care.

In 2023, the vaccination rate against COVID-19 for refugees was a


mere 41%, which indicated gaps in equity of health care. Recently in
Kenya and Bangladesh, cholera and measles outbreaks in camps
drew attention to the continuing public health hazards presented by
overcrowded and unhealthy living conditions associated with
displacements.
