General Condition of Contract
• General condition of contract & special condition of contract will remain same as defined in Punjab
Transparency in Public Procurement Act-2019 & Punjab Transparency in Public Procurement Rule -
2022, if there is any discrepancy between the provision of the Act and the Rule and this bid to
selected agency the provision of the act and the rule shall prevail.
• NIT floated in this tender is part of this contract.
• Governing law , code of integrity and fraudulent practice procedure for settlement ofdispute , liquidity
damaged , force majeure , termination will be applicable as per Punjab Transparency in Public
Procurement Act-2019 & Punjab Transparency in Public Procurement Rule - 2022 preparation of
bidding document.
• Payment:- The firm will raise the bill within 15 days after the third-party monitoring of works and will
be payable within one month after the receipt of bill.
SCOPE OF WORK
The scope of work will include but not necessarily limited to the following
1. .Independent Quality control over material and construction activity during execution of works.
2. The consultant shall monitor the quality of works in a time bound manner to ensure that these works are executed as per
the approved designs ,drawings specifications ,sound construction procedures/practices and good
workmanship.Consultant will ensure the quality of work as per approved designs, drawings and specifications
3. During site visits the consultants will perform field tests as per the following tentative list but not necessarily limited to the
list so as to ensure adequate quality control.

4. Apart from field test it is incumbent on the consultant to assess the requirement to ensure the quality of materials as per
specifications and codal provisions and to undertake laboratory test from accredited NABL laboratories or as desired in
consultation with the department for particular materials as follows:
(a) SAND
• Fineness Modulus (IS : 2386 (PART I) : 1963)
• Gradation (IS 1542 : 1992)
(b) CEMENT
• Fineness (IS 4031 : 1988)
• Consistency (IS 4031 : 1988)
• Initial and Final Setting Time (IS 4031 : 1988)
• Soundness Test (IS 4031 : 1988)
• Compressive Strength (IS 4031 : 1988)
(c) Bricks
5. Consultant will provide report of field test performed for particular size within week of visiting the site
6 Reports of laboratory test, if any, will be sent to the employer by the consultant within a week ofcompletion of test as
per time specified for the particular test in its code.
7 The consultant will establish fully equipped laboratory with testing facilities and managed by
engineers/technician. Test equipment, furniture, vehicle units and the personnel including facilities required
as the case may be, will be deployed by the consultant
8 The consultant will provide transport cum carrier vehicles for movement of inspectionteam and
transportation of samples collected from site to lab with proper locking arrangements for protection from
rain/theft/tampering etc.
9 The consultant will take sealed samples of material item at work site
10 The Consultant shall evaluate the quality of R.C.C Pipes (one of the major items of works under project on continuous
basis to determine acceptability of its paramaters in accordance with IS 3597:1998 and IS 458:2003.
11 Any deviations in the quality of the construction materials, construction equipment, non-adherence to the specifications or
methodology and deviations in sampling or performing tests shall bepromptly within 24 hours by e-mail / fax / letter bring
such variation / cases events to the notice of the Contractor as well as to the Engineer-in- Charge for recommending
stoppage of use of such materials
13 The consultant shall ensure that the periodic calibration of their measuring and testing equipment are
adhered to and shall furnish such reports to the Engineer-in- Charge every week.
14 The consultant shall abide by any other matter within the preview and in interest of theworks as guided by
the Engineer-in-charge /review committee for continuous quality management and evaluation.
