CHAPTER ONE

THE PPROBLEM AND ITS BACKGROUND

INTRODUCTION

Community according to dictionary.com(2011) “Community a social, religious,

occupational, or other group sharing common characteristics or interests and perceived or

perceiving itself as distinct in some respect from the larger society within which it exists”

The lesbian, gay, bisexual, transgender, quire + or probably known as LGBTQ+

or LGBT community is one of the famous communities of today, but for most people one

of their first impression for the LGBTQ+ community are gay people but in matters it not,

people in this community includes Lesbian, Gay, Transgender, Transsexual, Queer,

Questioning, Intersex, Asexual, Ally. Most of the people know this community but

doesn’t really understand them that’s why most of the time they are being discriminated

Since modern time the LGBTQ+ is one of the most famous community all around

thus, according to Wikipedia(2019) There are specific countries such as Argentina,

Austria, Australia , Belgium, brazil, Canada, Colombia, Denmark, Ecuador, Finland,

France, Germany, Iceland, Ireland, Luxembourg, Malta, Mexico, Netherlands, new

Zealand, Norway, Portugal, South Africa, Spain, Sweden, Taiwan, united kingdom,

united states, and Uruguay . supports the same sex marriage,” an thus given on the

statement many of the countries now supports the LQBTQ+ community on their same

sake marriage, while Independet.co.uk (2016) states that some countries prohibit

promoting LGBTQ+ community like Algeria, Egypt, Libya, Morocco, Nigeria, Somalia,

Tunisia, Iraq, Iran, Jordan, Kuwait, Lebanon, Qatar, Saudi Arabia, Syria, Lithuania and
Russia. In addition, countries like Sudan, Iran, Saudi Arabia, Yemen, Mauritania,

Afghanistan, Pakistan, Qatar, UAE, parts of Nigeria, parts of Somalia, parts of Syria and

parts of Iraq, being gay or bisexual is punishable by death.

Here in the Philippine we most common word we use to hear from the people to

this community are “Bakla” a Filipino term used for gay and “tomboy” Filipino term we

use for tomboy but the country still not legalized same-sex marriage , according to

Wikipedia(2019) “Although legislation supporting same-sex marriage in the Philippines

has been proposed several times in the Philippine legislature, none has been passed.”

prior to the statement the Rights of the LGBTQ+ community today fo their same sex

marriage has been proposed but none of them passed.

Now we slowly accept this community but the community itself has a problem

which they demand a 3rd sex restroom and also a deep acceptance to the society and one

of the controversial issues SOGIE bills an anti-discrimination act. According to the news

Rappler(2017) “MANILA, Philippines – A little over a year after Bataan 1st District

Representative Geraldine Roman delivered an emotional speech asking fellow lawmakers

to support an anti-discrimination bill, the House of Representatives on Wednesday,

September 20, passed it on 3rd reading. Voting 197-0, "House Bill Number 4982 or An

Act Prohibiting Discrimination on the Basis of Sexual Orientation or Gender Identity or

Expression (SOGIE) and Providing Penalties therefore," was approved on 3rd and final

reading. Those convicted of discriminating against a person as defined in the bill shall be

fined not less than P100,000 but not more than P500,000, or be imprisoned for less than

one year but not more than 6 years or both.” Given the statement our country is now

processing the SOGIE bills an anti-discrimination act which will give a proper right to
the LGBTQ+community, but many people are against, one of the reason is we slowly

accepts the community in or society which they are also considered one of our

“breadwinner”.

In line with the SOGIE bills many Filipinos are being discriminated for being part

of the LGBTQ+ community especially the Filipino youths in school reports claim some

of the students who are part of the LGBTQ+ community is being discriminated or

bullied, reports show that despite the ani bullying law many Filipino students are still

bullied because of their gender identity and sex orientation, and thus can lead to

depression.

Here in Tarlac, we have had numerous cliques of LGBTQ in our community, and

so far in our history, we haven't had any conflicts on this matter. Despite Tarlac being

considered the melting pot of our country. Here in Tarlac The LGBT community has

been living in unity through the diversity in Tarlac. In fact, there are gatherings and

seminars held in Tarlac specifically for the LGBTQ. There is even one annual festival to

acknowledge their presence in our open community. Tarlac is setting a good example for

treating their members with the respect they deserve and it is only right for the to do their

part in this community.

Prior to the statement the LGBTQ+ is already being accepted by each country

also other countries supports the community, but some still discriminate them. In line

with that this research aims to determine what rights does the LGBTQ+ wanted here in

the city of Tarlac and how should we treat and interact with them also this research will

help the society on how should they understand the community, how should they respect
the community and why does this community exist and lastly how should we deeply

understand the community.

REVIEW OF RELATED LITERATURE AND STUDIES

This chapter presents the related studies reviews for discovering fact about the

topic investigation. These related studies and literatures offered assessment and

enrichment in the conduct of this research work.

Related Literature

The LGBTQ+ community a rising community here in our society has stirred the

brains of some people who supports the community and some professionals that wants

the community to be recognized by others

We Want Equality (2017) Over the past decades, LGBTQ+ people have made a

significant legal and political gains in the United States, including the freedom to marry.

Despite the progress, federal law does not expressly prohibit discrimination based on

sexual orientation. Gender identity in fields like employment, housing, and access to

services, and fewer than half of the states offer explicit protections for LGBT people at

the state level. Without these protections, the LGBTQ+ people across the United States

will clearly lack of recourses and redress, and when they are fired or evicted or refused

service because of their gender identity. The freedom of religion, as well as

nondiscrimination, is a significant rights issue, and it is important that governments do

not unnecessarily burden the exercise of religious conscience. But when exemptions to

laws to accommodate religious beliefs or practices impinge on the rights of others or core

societal values like nondiscrimination, lawmakers should proceed with caution.

Proponents of these laws argue that they properly balance religious freedom with the
rights of LGBT individuals. Particularly in states that lack any underlying laws

prohibiting discrimination against LGBT people, many of the laws are not “exemptions”

so much as a license to discriminate.

The LGBTQ+ People's Rights (2015) The Supreme Court gave gays and lesbians

the right to wed. Corporate advocacy beat back state religious-freedom laws that would

have provided a defense for discrimination. But backers don’t expect the good news to

continue, at least in the short term. There are many good reasons for their pessimism, and

none of them are simple. Washington politics remains deadlocked, with Republicans

unwilling to back advocates’ next big goal: a law that would make it illegal to fire, evict

or expel LGBT individuals because of who they are. Local conservatives, meanwhile, are

preparing counter-assaults to mirror the one they led in November, when voters in

Houston stripped legal protections from LGBT citizens. campaign featuring the idea of

predatory men loitering in women’s bathrooms. To top it off, there are emerging

divisions among LGBT leaders on how best to maintain the momentum and who should

lead the next stage of the effort. Most advocates agree that the fight will have to take hold

outside Washington, where the discussion continues but little else is happening. There are

no federal non-discrimination laws for LGBT Americans, and the Supreme Court’s

marriage ruling only made things murkier.

The Record Growth of the LGBTQ+ in Television (2018) LGBTQ representation

on television hit a record high this year, with 8.8 percent out of 857 series regulars on

broadcast TV openly identified as on the gay, trans, or queer spectrum. For the first time,

LGBTQ people of color outnumbered white LGBTQ characters on-screen by 50 to 49

percent. Bisexual+ characters in television tend to be women who are often portrayed
through negative tropes like using sex as a manipulative tool. But beyond these numbers,

the nuanced and favorable depictions of LGBTQ characters continue to increase. The

study also says Netflix is still the best streaming platform for diverse representation of

LGBTQ characters, dominating outlets like Hulu and Amazon Prime. Filmmakers and

producers, on the other hand, are still failing to include LGBTQ characters in their work.

And even when they do, the roles are often thin and seem like afterthoughts. Many of

these roles were deemed “insufficient,” such as a quick reference in Get Out that the

housekeeper Georgina might be gay, and a postmortem revelation that two characters in

Alien: Covenant were a gay couple. In 2017 and 2016, shows also broke records, with 6.4

percent of characters identifying as LGBTQ in 2017, up from 4 percent in 2016. Progress

is incremental, but it looks like at least the TV showrunners are listening to social media

and Hollywood’s continued calls for diversity, even if film lags behind. It’s an interesting

study, demographically Transgender people are probably slightly over represented (3%)

whilst LGBTQ is still slightly under represented overall (9-11% estimated in the US).

Women are massively under represented (43%) whilst surprisingly Black characters are

over represented (22%), whilst Latinx are underrepresented at 8%. People with

disabilities are probably the most underrepresented at 2%.

Boy Erased (2018) It is New York's bestselling memoir about identity, love, and

understanding. A son of a Baptist pastir and deeply embedded in church life in small

town named Arkansas, a young man Garrard Conley was conflicted and terrified about

his sexuality. When Garrard Conley was a nineteen-year-old college student, he was

outed to his parents and was forced to make a life-changing decision: either to agree to

attend a church-supported conversation therapy program that promised to "cure" him off
of homosexuality; or, risk losing family, friends and the Gods that he had prayed to

every single day of his life. Through an institutionalized twelve-step program heavy on

Bible study, Garrard was supposed to emerge homosexual, ex-gay, cleansed of impure

urges and stronger in his faith in God for he brushes with sins. Instead, when faced with a

harrowing and brutal journey, Garrard found the strength and understanding to break out

in searching if his true self and for forgiveness. Garrard traces that the complex

relationships among family and community. Boy Erased is a testament to love that

survives despite all odds.

Modern HERstory (2018) Moderb HERstory is an inspiring and radical

celebration of women, girls, and, gender non-binary people who have changed (and those

who are still changing) the world, from the Civik Rights Movement and Stonewall riots

through the Black Lives Matter and beyond. With a radical and inclusive approach of/to

history, the book profiles and the celebration of the women and non-binary champions of

the Progressive Social change in a bold, colorful, lovely, and illustrated format for all

ages. Despite of making huge contributions of the liberation movements of the last

century and today, all of these trailblazers come from the background and communities of

that are traditionally overlooked: not only the women, but also the people of colors,

queer, trans, disabled, young, and the people of faith. Modern HERstar is authored by a

rising star activist Blair Imani, and, the Modern HERstar tells the important stories of the

leaders and the movements that are changing the world-- and it will also inspire you to do

the same thing right here and right now.

Local
Hundreds march in Bacolod's LGBTQ+ Pride Parade(2017). On the Twenty-Fifth

of June, hundreds of students in Bacolod proudly swung their jacks as they paraded

around their city with the determination to withstand caviling and openness to affirm

themselves. Also, this shows us that the Filipino nation is not blind in any issues if today

and that we can fight for our rights to be free to decide for our own. A program like this

marks a special milestone for the LGBTQ+, as this means they have successfully reached

out to both the Filipinos and Filipino youths. Gathering and sit-ins like this can also

influence the children of today. Protest similar to this can enlighten them to make a

difference in their world than flowing with the changes. The moratorium may remain

restricted as exceeding protests can also be a cause of turmoil for the youth. It is not

wrong to fight for equality, but we need to be knowledgeable and not let it cloud our

moral compass. The city celebrates LGBT diversity, inclusion(2018). The city of San

Fernando has celebrated its LGBTQ+ members coming out of the closets. Many people

in hiding at San Fernando has decided to come out because of the broader understanding

and warm acceptance they are getting from their fellow Fernandinos and the community.

Randy Ocampo, the Siwala president, even said: "There is no more discrimination, we

can feel the acceptance from our families, the community and also the strong support of

the city government to us. We can feel that we are included and deserving to be in a

society where everybody is.” They also held a talent show to showcase the gifts and

talents of the 400 members of their population's LGBTQ+. Lastly, they clarified that they

aim to build an accepting atmosphere towards the LGBTQ+ and not encourage the youth

to become one of them. Everyone has something to learn from this, like how we can

compose an atmosphere of openness without having to suppress anyone. Another is the

way we can involve the LGBTQ+ without encouraging the youth to be one of them.

LGBT victory: Tarlac university lets transgender students wear dresses in grad

rites(2019). Tarlac State University was getting on headlines when a group of transgender

students decided to make a quick change into dresses. Despite this, the school decided to

let them march in dresses. This move caught the attention of the media. Influential

companies like ABS-CBN and Manila Bulletin. They were victorious in their stunt and

pulled it off with flying colors. This is an example of an action with unknown motives.

In their actions, it didn't look like an act of justification for LGBTQ+ rights, rather it

came out as a publicity stunt. A valuable lesson we can take from this is to analyze how

we should convey our message to our audience and see what impact it will give the

people who will see your actions. Brigitte Bautista (2017) Don’t Tell My Mother Book,

Anvil Publishing, Inc. This book is about 19-year-old Sam who has nevermore had

difficulties steering through Christian morality before. But, all that changes when she

helps and becomes charmed with Clara, her widowed neighbor. When their friendship

grows into the “outrageous”, Sam is forced to question her upbringing and come to terms

with who she really is. This talks about a girl going into an identity crisis upon meeting

with another woman. This story perfectly captures the unsure and confusing dark times of

a person. Identity crisis is a time when one goes through a time of questioning oneself to

a point of despair and sorrow. One cannot truly understand what another person is going

through but the best we can do for them is support and patience. Sam went through this

fearing of what her mother will do to her or things that used to be her joy will change. In

this period in one's life. One must not forget hope, faith, and self-acceptance. A

caterpillar will go through a cocoon before becoming a butterfly. Ian Rosales Casocot
(2017) Don't Tell Anyone, Anvil Publishing. this book talks about how rampant sex is

and how compared to LGBTQ+, sex is more accepted in our society. This book opens up

many topics such as LGBTQ+ acceptance is still not universal. Being an LGBTQ+

doesn't make a person less of a human. In fact, it's what makes them human, it is their

flaw. It is not their fault that they find the same sex attractive. But it is their fault if

people judge them for unreasonable actions such as cross-dressing and having sex with

the same sex. Having something unique doesn't mean having an exemption to the rule.

The next thing the book touches on is the lack of morality and how that is accepted.

Norms are not what's right. We should be more open to people who aren't even to blame

for their sexualities rather than wrong things we consider norms

Dr. Charmaine grech, ddr. Roberta lepre, dr. Roselyn knight, dr marceline naudi,

ms. Gabi Calleja (2011) based on the study in Europe 60% of the respondents has

experience discrimination in their work due to sexual orientation despite equal treatment

by their work also I states that the life of an lgbt experience discrimination in all areas of

life. this a great example where the community is not deeply understood where they

discriminate them by their sexual orientation. Mary m Stanton (2012)studied on lgbtq

adults, some of the bisexual respondents whick said that they identified their sexual

orientation based on their homo sexual realationship and they are ask when did they

realize their sexual orientation, participants said that they realiezed it as early as four

years old to fourthy four and some reported because of the same sex school. Thus by
deeply understanding the community we can see there are many reason why they

identified their sexual orientation the way it was and what age di they realize about it

In education ECU(2009) conducted a research on students and staff, and shows

that the lgbt students receive negative treatment who are age 16-25 also same as the staff

in the curriculum the use of lgbt materials are highly valued by art students. The students

from different countries are being discriminated because of their gender orientation but

some school already supports the community by using lgbt materials as example.s

Mary Jean Denton (2009) that the life of the lgbtq people faces fear some of the

respondents faces fear from their parents cause they are punished for being out of the

gender or different gender, the life of being an LGBTQ+ person is very hard in different

countries were as even your parents can shame you without deepy understanding the

situation

Government equalities office(2018) conducted a research in UK in order to

understand the life of the lgbt people and most of the respondets are well educated and

ask them their life satisfaction rate and most of the respondents are less satisfied. Many

lgbt people are insecure of their souroundings on what people think about their sexual

orientation and mindset.

Local

In the Philippines, the Human Rights Watch a non-governmental organization that

a research and advocacy on human rights also do a study with a title “Just Let Us Be”,

(2017). Wherein there research talks about the treatment that the LGBTQ+ undergo in

school. Where it says that the said community experience bullying, discrimination and
other types of bullying. And according to their reports that the lawmakers and school

administration have recognize the bullying that the youth of LGBTQ+ community

undergo where according to them that the bullying is a serious problem. In the year 2012,

the Department of Education has declared a child protection policy where it addresses to

the bullying and discrimination happening in school where it includes the gender identity.

The study of the Human Rights Watch organization aims its reader to have a proper

treatment to the community of the LGBTQ+ and also tackled the effects of the improper

treatment to the said community.

The Bedan Journal Psychology (2016) the study of Ocampo, Kristel Anne

Alonso-Balmonte, Juli-ann. Also studied one gender in the said community, the

Bisexuals. Where they aim to study the experiences, perceptions and discrimination

among bisexuals. Their study is not only based on research but they also have a

respondents. Where according to their reports that five respondents answered that they

are being discriminated. And sadly some of them says that they experienced

discrimination by their own parents. But the study says that Franke & Leary (2004)

focused on the individual's self-acceptance. And the study also dictate the acceptance of

the family.

A report that was reviewed by UNDP and USAID. The reviewed report was

based on the observations of the author(s) of the Philippine National LGBT Community

Dialogue. It was held in Manila last June 2013. Where the report was all about being an

LGBT in Asian where it tackles more on human rights or the rights of the said

community. Where it brought fifty LGBT organizations to discuss the human rights of

the LGBT people under eight themes. And according to the report that the themes are
education, health, employment, family affairs, community, religion, media and politics.

And the report also dictated the effects of the laws to the community. And also the report

also include the history of the said community in the Philippines and the advocacy of the

LGBT community. The report is more likely to discuss laws under the said community.

Cristine S Pongasi(2018) In 2018 a research paper was presented by the faculty of

the senior high school department in Iligan City National High School. Where the

statement of the problem in the said report is about the approach and interaction of the

people in the third sex. And their scope and limitation is in the Iligan City National High

School, grade 10 and senior high school students and the teachers to be specified. And

the main focus of their study is attitude towards the LGBTQ+ community. And according

to their study that the focus of it is to discover how people deal and interact to the said

community.

Eric Julian Manalastas (2016) A paper was also presented by the LGBT

psychology in the Philippines in January 2016. The paper is all about the initial

developments towards an LGBT psychology. Where in the paper there are two main

critical events? were point out the Phycological Association of the Philippines against

anti-LGBT discrimination in 2011 and the institutionalization in 2014 of the PAP’s

LGBT Special interest Group. And according to their study that they focused in four

areas, research, education, advocacy and naturally occurring moments.

This study aims to know the implication of the LGBTQ+ to the society and what

are the problems that the community undergo. Just like in other study where it says that

the community undergo to a situation called discrimination. And we aim to discover more

about the LGBTQ+ community like discovering their feelings. And this study would like
to help the readers on what approach or communication should be taken to each

individual.

Conceptual Framework

Understanding the LGBTQ+ community is a way for the society to respect them,

especially nowadays they are accepted in most countries, also we should also hear the

voices of the community on how they feel about the society and for themselves also they

should be open for criticism in the society on how should they act, and the society also

must hear the voices of the community and also the church to the community. In this

regard this study will focus on how to understand the community by the people in Sto.

Cristo Tarlac City moreover this will also show on how does the citizen treat the

LGBTQ+ community and also their knowledge about the communi

METHODS OF RESEARCH AND SOURCES OF DATA

METHODOLOGY

This chapter presents the method used in the research, what and who are involve

and the analysis and data gathering procedure.

RESEARCH METHOD

The study used the descriptive method of research used to locate the problem

between the rising community or the LGBTQ+ community and the society. The research

described the cause and effect of the LGBTQ+ community to the society. The descriptive

method helps in describing and analyzing the problem statement that are not clear. Along

with the things that we see and observe the problem between the two party is treatment

and character.

RESEARCH LOCALE

The study was conducted at Barangay Santo Cristo Tarlac City that has a school

namely the St. Cristo Integrated School and the Don Bosco Technical Institute. The study

is conducted at the barangay and at the schools at the said barangay.

RESPONDENTS OF THE STUDY

The research was conducted to the people in Sto. Cristo Tarlac city with a

population of around 5000-6000 citizen using the solving formula to find the sample size

of the people in Sto. Cristo given the population of both the school and the barangay then

divide the sample by 3. Because we need 3 groups of people the one who support the

community, against the community and the LGBTQ+ community itself.

DATA GATHERING

The researcher requested a permission to the barangay captain to interview some

people in the barangay, the barangay captain agreed to the permission and the researcher

conduct the interview. Different sets of questions are asked by the different group who

supports the LGBT and the people against it. Then the LGBT community itself are asked

about the rights that they want to be heard. For the schools the researcher requested to

have an interview to the teachers. In Sto. Cristo the researcher asked the principal for

permission as well as for Don Bosco

The researcher recorded the interview with the people, after that the researcher

gather all the necessary data to complete. The researcher also use questionnaire to

identify the people on how well do they know the LGBT on a scale basis, after that the

researcher also educated the people who has a little knowledge about the Community by

describing the community and why does the community exist.

RESEARCH INSTRUMENTS

Fundamentally, the researchers relied on the interviews conducted on multiple

people with different points of view, one group that supported the LGBTQ+, one that was

against, and the LGBTQ+ themselves. These interviews had the primary goal of
attaining, from the respondents, extensive information on the opinion and stand of

people, both promoting or opposing and even the LGBTQ+. We asked the interviewees

about their verdicts on the LGBTQ+, whether they were immoral. These interviews

would take an hour per group. The researcher additionally utilized surveys to further

verify the results. Surveys used varied from scales from 1-10. Scales that determined

whether they were fine with LGBTQ+ being prominent in today's society. It also

determined how satisfied they were with how they treated and acknowledged. There

would also be a short essay that puts them in a high position and asked what would they

do to solve the conflict with the LGBTQ+. The respondents will be provided 1-2 days to

accomplish the survey. Once that is finished, the researchers would retrieve the data and

analyze the results.

STATISTICAL TREATMENT

Several statistical tools and some formulas to formulate data of the study will be

handled by the researchers. This will incorporate the information gathered from the scales

to find out the most numbers of responses on a specific answer within the survey issued,

these will have the purpose of determining the most productive way to helping all groups

to have a mutual understanding. The percentage will be computed as follows:

x
%= y
×100

Where:

x = No. of Answers

y = Total No. of Respondents

Results from the surveys will be shown in a table and all computations will be

done with the use of Microsoft Excel.
