    Year 2024

    A RESOLUTION DECLARING THE ENTIRE PROVINCE OF BATANGAS


    UNDER A STATE OF CALAMITY DUE TO THE EFFECTS OF SEVERE
    TROPICAL STORM “KRISTINE”.

    WHEREAS, pursuant to Provincial Disaster Risk Reduction and Management Council


    Resolution No. 29 Year 2024 entitled “Resolution recommending to declare the
    entire Province of Batangas in a State of Calamity due to the effects of Severe
    Tropical Storm “Kristine”, and duly endorsed by its Chairperson the Honorable
    Governor Hermilando I. Mandanas;

    WHEREAS, the Province of Batangas has been gravely affected by Severe Tropical Storm
    “Kristine”, Dr. Amor B. Calayan, Provincial Disaster Risk Reduction and
    Management Officer, presented to the August Body the magnitude of the
    displacement and damage to infrastructure, property and casualty;

    WHEREAS, Section 16 of Republic Act 10121, otherwise known as the “Philippine


    Disaster Risk Reduction and Management Act of 2010” empowers the local
    sanggunian, upon the recommendation of the LDRRMC, based on the results of
    the damage assessment and needs analysis, in the declaration of the state of
    calamity;

    WHEREAS, pursuant to Memorandum Order No. 60 series of 2019, dated June 17, 2019,
    otherwise known as the "Revised Guidelines for the Declaration of State of
    Calamity", when two or more municipalities or cities are affected by a disaster, the
    Sangguniang Panlalawigan, upon recommendation of the Provincial DRRM
    Council, may declare the entire province under a State of Calamity;

    WHEREAS, the Municipality of Cuenca and Agoncillo have been placed under a state of
    calamity by their respective Sanggunian;

    WHEREAS, the declaration of a state of calamity aims to facilitate the immediate and
    coordinated response measures to address the urgent needs of affected
    communities in the Province of Batangas.

    NOW, THEREFORE. on motion of Honorable Board Member Aries Emmanuel D.


    Mendoza, unanimously seconded by Honorable Board Members present,

    RESOLVED, as it is hereby RESOLVED to DECLARE THE ENTIRE PROVINCE OF


    BATANGAS UNDER A STATE OF CALAMITY DUE TO THE EFFECTS OF
    SEVERE TROPICAL STORM “KRISTINE”.

    RESOLVED FURTHER, to AUTHORIZE the utilization of the Forty One Million Eight
    Hundred Thirty Nine Thousand Six Hundred Thirteen Pesos and 52/100
    (PhP41,839,613.52) from the 30% of the 5% Calamity Fund for Quick Response
    Fund of the Province, subject to existing laws, rules and regulations governing the
    same.

    APPROVED: Friday, 25 October 2024 at Batangas City.


    I HEREBY CERTIFY to the correctness of the foregoing Resolution No. 1565, Year
    2024 approved by the Sangguniang Panlalawigan ng Batangas during its 3rd Special Session
    held on October 25, 2024.
