CONDITIONS TO BE ISSUED IN CONSENT CERTIFICATES

(GENERAL, UNDER VARIOUS ACTS, SPECIFIC)


(Note: Modifications, as required, in specific cases shall be incorporated)

I. GENERAL CONDITIONS

Consent to 1. This consent is granted on the basis of the application, site plan, affidavit and other
Establish documents furnished by the applicant. The consent is liable to be revoked if the
documents submitted are forged and/or in case of non compliance with the Board’s
norms.
2. This consent unless withdrawn earlier and subject to condition no. 1 shall be valid for....
years from the date of issue. At the end of the validity period if the construction is in
progress, consent to establish shall be renewed. If the construction is yet to be started,
the applicant shall apply afresh for Consent to Establish.
3. The application for renewal of consent shall be submitted online two months in advance
of the expiry date of the validity of the consent. Late application will be accepted only
with a fine as applicable.
4. The applicant shall comply with the instructions that the Board may issue from time to
time regarding the prevention and control of air, water, land and sound pollution.
5. The location of the establishment/ outlet shall be as per the site plan attached. No change
or alteration of the unit is to be made without the prior written permission of the Board.
Any change in the particulars furnished and/or in the identity of the occupier/authorised
agent is to be intimated to the Board forthwith.
6. Consent to Operate / Authorization shall be obtained, before commissioning the industry,
under the Water (Prevention and Control of Pollution) Act 1974, the Air (Prevention and
Control of Pollution) Act 1981 and the relevant Rules under Environment (Protection) Act
1986.
7. For the rented building, consent will be valid only during the period the rent agreement
is valid. The rent agreement shall be renewed from time to time.
8. Statutory clearance required for operating the unit shall be obtained from the concerned
departments before commissioning the unit.
9. The consentee shall put up a sign board of size 6x4 ft. near the main entrance of the
plant to display the name of the unit and important consent conditions.

Consent to
Operate 1. This consent is granted on the basis of the application, site plan, affidavit and other

agent is to be intimated to the Board forthwith.

7. In case of discharge/apprehended discharge of any water/air pollutant or hazardous waste
due to any accident or other unforeseen act or event, it shall be immediately intimated to
the Board and the consentee/authorisee shall make all possible efforts to
mitigate/prevent/remediate the discharge.
8. Pollution control equipments shall be operated with backup power during power
failure.
9. If operations are done with backup power, the generator shall have adequate capacity to
run all associated pollution control devices.

II. CONDITIONS UNDER VARIOUS ACTS

Consent i. Conditions as per Water (Prevention and Control of Pollution)Act, 1974


to Establish
1. Sewage Treatment Plant (STP) /Effluent Treatment Plant (ETP) consisting of
treatment units having adequate capacity shall be made functional / Arrangement
for sewage treatment shall be provided, as per the proposal submitted along with the
application, before commissioning of the establishment. The treatment units consist
of ---------------------------------------------------------------------------------------------.
2. Additional facilities required, if any, to achieve the standards laid down by the
Board u/s 17(1)(g) of the Water Act shall also be made along with.
3. The characteristics of sewage after treatment shall confirm to the following tolerance
limits:

7. The STP shall satisfy distance criteria and setback as per the norms of the Board.
8. There shall be easy access to each and every treatment unit for inspection.
Sufficient sampling points shall be provided to facilitate collection of samples.
Lighting arrangements shall be provided in the sewage treatment plant area. Each
and every sewage treatment unit shall be labelled.
9. TOD type energy meter shall be installed exclusively for sewage treatment plant
and reuse system. Water meter shall be fixed to record consumption of water and
treated effluent. Time of Day meter installed for the effluent treatment and reuse
system.
10. Soak pits shall be provided for the disposal of excess treated water. Soak pit shall
have concreted bottom, honey comb brick work or perforated ring side wall, 75cm
thick 2mm sand envelope outside it.

ii. Conditions as per Air(Prevention and Control of Pollution)Act, 1981

1. Adequate air pollution control measures shall be provided before commissioning of


the industry. Additional facilities required, if any, to achieve the standards laid down
by the Board shall also be made along with.

2. The D. G. sets shall be provided with a minimum chimney height 0.2 * sq.root (kVA)
meters above roof level of the highest nearby building (Where kVA is the highest
capacity of the DG sets). The D. G. sets shall be placed at a minimum distance of
sq.root of (kVA/2) metre from the neighbouring residences / worship places /
institutions (where kVA is the capacity of DG sets).
5. The DG set shall be provided with acoustic enclosure/acoustic treatment.
3. All operations likely to produce dust or noise shall be carried out within sufficiently
closed and insulated premises.
4. The ambient air quality measured at the boundary of the premises shall not exceed
the National Ambient Air Quality standards applicable to the adjoining area.
5. The sound level (dB(A) Leq) measured 1 m outside the boundary of the premises
shall not exceed ambient standards in respect of noise specified for that area
6. There shall be no fugitive emissions from the premises.
7. DG sets shall have emission control measures as specified in circular number
KSPCB/517/2023/ SEE-3 dated 15.05.2023.

iii. Conditions as per Environment (Protection) Act, 1986

1. Necessary arrangement for collection, segregation, storage, handling and disposal of


solid waste including garbage shall be provided in accordance with the provisions of
the Solid Waste Management Rules, 2016.
2. Biodegradable waste shall be segregated from non biodegradable waste at source.
Facilities namely bio-bins/aero-bins/biogas plant shall be provided for the
biodegradable waste. Facility shall be provided for the disposal of non biodegradable
wastes to authorised collectors namely Haritha Karma Sena for the disposal of wastes
for authroised treatment.
3. Plastic Waste Management Rules, 2016 and amendments shall be followed for the
management of plastic waste. Single use plastic ban as per notifications and orders
for Kerala shall be strictly be followed.
4. Construction activities shall be carried out strictly in compliance with Construction
and Demolition Rules, 2016.

5. Waste batteries shall be disposed of as per the Battery Waste Management
Rules,2022.
6. E-wastes shall be disposed of as per the provisions of E-waste management Rules,
2016 and amendments.
7. The provisions of the Noise Pollution (Regulation and Control) Rules 2000 shall be
followed with.

8. Hazardous waste generated if any, shall be disposed of in compliance with the


provisions of the Hazardous and other Wastes (Management and Trans boundary
Movement) Rules, 2016.
9. The hazardous waste generated in the unit shall be sent to the authorised recycler/
CTSDF owned by KEIL for disposal and shall not be stored in the unit beyond the
period specified in the rules.
10. Hazardous waste manifest in Form 10 as specified in the rules shall be submitted
through online, -------------------.
11. A board displaying the details of hazardous waste viz. category, quantity, mode of
storage and disposal shall be provided at the entrance of the unit.

12. Environmental Clearance as per EIA notification, if required, shall be obtained


before commencing construction activities.

13. Adequate safety measures shall be provided in accordance with fire safety
regulation.
14. Trees and curtain plants shall be planted within and along the boundary of the
premises and shall be maintained with due care.
15. Water and energy conservation measures shall be adopted.

16. Rainwater harvesting and utilization of harvested water shall be done.

17. Environmental statement shall be submitted in Form V for each financial year
ending on March 31st. Annual reports under Bio medical Waste Management
Rules, 2016; E Waste Management Rules 2016; Plastic Waste Management &
Handling Rules, 2016; Solid Waste Management Rules 2016; Construction &
Demolition Waste Management Rules, 2016; Hazardous & Other waste
(Management & Transboundary Movement Rules,2016 shall be submitted on or
before 30th June, 30th June, 30th April, (Local bodies to PCB-31st June; 30th June,
30th June respectively.

ii. Conditions as per Air(Prevention and Control of Pollution)Act, 1981

2. All operations likely to produce dust or noise shall be carried out within sufficiently

4.Periodical reports, as applicable, as detailed below shall be submitted to the respective
District Office of the Board.
a) Emission analysis report shall be analyzed as per the Air (Prevention and Control of
Pollution) Act 1981 and submitted to District office of the Board as per Board’s norms.
5. The DG set shall be provided with acoustic enclosure/acoustic treatment.
6. DG sets shall have emission control measures as specified in circular number
KSPCB/517/2023/ SEE-3 dated 15.05.2023.

iii. Conditions as per Environment (Protection) Act, 1986

III. SPECIFIC CONDITIONS

1.ALUMINIUM POWDER COATING


Consent to 1. There shall not be any fugitive emission from the unit.

in the unit.
3. No other raw material shall be processed and no additional equipments shall be installed
without prior consent of the Board.

7.CATTLE FARM

Consent to 1. Wastewater treatment plant consisting of treatment units listed below shall be provided :

4. The bio gas plant shall be of adequate size.
5. Dung (manure) pit shall be constructed with roof and must be above floor level with
concrete flooring and drainage facilities. Manure should be removed at least once in three
months. Compost pit (Dry pit) for manure/fodder or feed waste shall be provided with a
roof
6. Soak pit shall be with concreted bottom, honeycombed/perforated sidewall, and 45 cm
thick 2 mm sand envelope around the sidewall.
7. Hygienic conditions shall be maintained in the farm and premises to abate any

possibility of pollution and complaints. Chances for mosquoti breeding, spillage of cow dung,
urine, etc from the storage tank shall be avoided.
8. The number of animals shall be limited to ...... at a time.
9. Slaughtering shall not be done at the farm without prior consentof the Board.
10. Roofing for the shed shall be made leak proof.
11. Proper storage tank with roof shall be provided for collection and storage of cow dung
and cow dung shall be disposed periodically.
12. There shall not be any nuisance due to odour from the unit.
13. Slaughtering activities shall not be carried out in the farm.
14. Proper housekeeping for pig shed and premises shall be done.
15. Appropriate odour control measures shall be provided to control odour nuisance.
16. Arrangement shall be made for the proper use of gas generated in the biogas plant and gas
shall not be vent in to the atmosphere.
Consent to 1. Wastewater treatment units shall be maintained properly.
Operate 2. Manure should be removed at least once in three months.
3. Hygienic conditions shall be maintained in the farm and premises to abate any
possibility of pollution and complaints. Chances for mosquito breeding, spillage of
cow dung, urine, etc from the storage tank shall be avoided.
4. Discharge of effluent shall be made only through the soak pit provided or shall
be utilized for irrigation purpose.
5. There shall not be any nuisance due to odour from the unit.
6. Slaughtering shall not be done at the farm without prior consent of the Board.
7. Proper storage tank with roof shall be provided for collection and storage of cow dung
and cow dung shall be disposed periodically.
8. Periodical removal of excreta generated in the farm shall be ensured.
9. The dewatered sludge and other solid wastes shall be disposed off safely.
10. Appropriate odour control measures shall be provided to control odour nuisance.
11. Arrangement shall be made for the proper use of gas generated in the biogas
plant and gas shall not be vent in to the atmosphere.
8.CEMENT GODOWN
Consent to 1. Cement bags shall be stored in an enclosed shed with adequate pollution control measures.
Establish 2. Cement bags shall be transported with proper cover to prevent spreading of dust during
transportation.
3. Unit and the premises shall be kept clean and facility for regular cleaning and wetting of
the ground shall be provided
5. .Loading and unloading of cement bags shall be done in fully enclosed premises.
Consent to 1. Unloading and storing of cement bags shall be done in a fully enclosed building with
Operate opening for movement of vehicles into and out of the building only.
2. Good housekeeping shall be maintained in and around the godown.
3. Enclosures of the godown shall be properly maintained and damaged sheets or openings in
the sheets shall be replaced or closed immediately.
9.CHICKEN STALL
Consent to 1. Appropriate odor control measures shall be provided to control odor nuisance.
Establish 2.Septic tank and soak pit of adequate capacity shall be provided for treating the wastewater
from chicken / fish stall. Ensure that wash water and solid wastes hall not enter the public
drain or nearby water body or land. Traps shall be provided in the wastewater drain for

collecting the solid wastes in the wastewater.
3. Chicken dressing and cleaning area shall be well lighted, ventilated and hygienic. Cleaning
and dressing shall be done only at specified area marked for the purpose.
4. An agreement shall be executed with rendering plant having valid consent from Pollution
Control Board for the effective utilisation of chicken dressing wastes generated in the stall.
5. A copy of consent of the collecting unit shall be submitted along with CTO application. .
6. Hygienic conditions shall be maintained in the chicken stall and premises.

Consent to 1.Appropriate odor control measures shall be provided to control odor nuisance.
Operate 2.Septic tank and soak pit of adequate capacity shall be provided for treating the wastewater
from chicken / fish stall. Ensure that wash water and solid wastes hall not enter the public
drain or nearby water body or land. Traps shall be provided in the wastewater drain for
collecting the solid wastes in the wastewater.
3.Chicken dressing and cleaning area shall be well lighted, ventilated and hygienic. Cleaning
and dressing shall be done only at specified area marked for the purpose.
4. An agreement shall be executed with rendering plant having valid consent from Pollution
Control Board for the effective utilisation of chicken dressing wastes generated in the stall.
5.A copy of consent of the collecting unit shall be submitted along with CTO application.
.6.Hygienic conditions shall be maintained in the chicken stall and premises.

10.CHICKEN PROCESSING PLANT& AGRO FOODS


Consent to 1. Hygienic conditions shall be maintained in the poultry processing unit and premises.
Establish 2. Proper segregation, collection and utilisation of blood shall be carried out.
3. The poultry processing unit, effluent treatment plant and soak pit shall be constructed at a
minimum clear distance of 25 m from the nearby residence.
4. Stomach and intestinal contents shall be removed before washing the floor and shall be
disposed of through the treatment system provided.
5. Screening system shall be provided to separate hair, feathers and solids from waste water.
6. The number of birds brought to the poultry processing unit premises shall not exceed the
following:......
7. 1) Air pollution control measures such as cooling condenser and Biofilter shall be
provided to eliminate the foul smell generated during the rendering process.
2) Brine solution shall not be used in the unit.

Consent to 1. Hygienic conditions shall be maintained in the poultry processing unit and premises.
Operate 2. Proper segregation, collection and utilisation of blood shall be carried out.
3. The poultry processing unit, effluent treatment plant and soak pit shall be constructed at a
minimum clear distance of 25 m from the nearby residence.
4. Stomach and intestinal contents shall be removed before washing the floor and shall be
disposed of through the treatment system provided.
5. Screening system shall be provided to separate hair, feathers and solids from waste water.
6. The number of birds brought to the poultry processing unit premises shall not exceed the

11.COLD STORAGE
Consent to 1. The waste water generated during cleaning of brine tank, spillages, discharge of mould

2. If there is any discharge from the cooling section, it shall be collected in a collection tank
and reused with appropriate treatment.
3. The storage containers of ammonia shall conform to the safety precautions land under the
Department of Factories and Boilers.

collected each day & its source including the time of collection.
11. Separate enclosed area shall be provided for storage of food waste/feeds.
12. Proper cleaning, disinfection and hygiene shall be practiced to control foul
smell from the unit

33. PLYWOOD
Consent 1. The boiler shall have a chimney height 30 m above ground level. Emission

submitted by the applicant stating the same.

11. Deodorants and disinfectants shall be stocked and applied in the premises regularly.
12. The farm shall be established fully complying with the distance criteria of the Board
and as per the drawing attached. The location of the farm & waste disposal facilities

vapours and it shall be diverted to the bio filter by adequate blowers
