3. It must be noted that there are different criteria that each Engineering
College must satisfy for them to be provided with affiliation/
accredition to Anna University and AIl India Council for Technical
Education (AICTE) such as Infrastructure, lab facilities and sufficient
number of qualified teachers. Based on declaration by the college and
verification of them through inspection by Anna University (Center for

in collusion with Anna University and AICTE involved in a major
malpractice inorder to fake the sufficiency of qualified people that has
a direct impact on the quality of Education to Children. This is a
complete breach of trust, fraud and cheating by the involved
Engineering Colleges, involved professors and involved public
servants of Anna University and AICTE. This requires the urgent
intervention of you to save the future of thousands of students if not
lakhs who will be directly affected by this illegality and fraud.
6. From the available data, it has been observed that about 353
individuals are present as full time faculty members in more than one
engineering college at the same point of time in the year 2023-24. This
was verified by identifying the photographs, date of birth and their
educational qualification. There are a few professors who are faculty
members of about 11 engineering colleges for the academic year 2023
-24. The below table shows the list of all professors who claims to be
working as full time faculty members in different colleges at the same
point of time. The same person is being claimed to be working in their
college as fulltime faculty members by different colleges at the same
point of time. It must be noted that Anna University’s CAI has visited
these colleges and has confirmed that the professors are working in

of time as well. This shows how rot and deep the collusion is.

4. It must be noted that the above table shown is only for professors
who are shown to work in 5 colleges or more. The entire list attached
in Annexure 1 shows that there are a total of 353 such
professors/Assistant Professors/ Associate Professors who are being
claimed by more than 1 college to be working with them as full time
faculty member.
6. Out of the 353 such persons, 175 persons have completed PhD in
Engineering. This shows that this malpractice is primarily taking
place not just at entry level lecturers or so but at the level of
Professors. It is extremely important for Engineering Colleges to have

qualified professors who could teach the concepts of Engineering
with clarity amongst students. But instead of recruiting such
qualified people fulltime, the bulk of the above colleges seems to have
been involved in a massive fraudulent activity to avoid salary
expenses and instead portray the availability of these ghost
professors who appear only on paper and not in reality. Innocent
parents and students who want their children to undergo quality
education are swindled lakhs of rupees in the name of providing
quality education by showcasing these Doctorates while in reality
they are being taken for a ride by the management of the private
colleges.
7. It must also be noted that it is not just the Colleges and these ghost
Professors who are cheating the poor parents and students of
TamilNadu. Anna University and AICTE which provides affiliation
and accreditation to these colleges has a major role in this fraudulent
activity as well.

b) Process of affiliation
Every year,
i. An Inspection Committee constituted as per the
Regulations and AICTE norms shall inspect and submit the
report to the University in the specified format - Section 7.3
of Anna University Statutes and Regulations 2004 (as
amended on 21-02-2007)
ii. The Inspection Committee shall verify the summary sheet of
the faculty members working in the college, generated from
the web portal duly attested by the Principal of the College.
iii. In the physical Inspection, the Inspection team needs to
verify the Aadhar, PAN, experience certificate and
genuineness of the PhD degree certificate of the faculty
members.
iv. The Standing Committee on Affiliation constituted as per
the Regulations and AICTE norms shall scrutinize the
application for affiliation and review the reports of the
Inspection Committees and make appropriate
recommendations on affiliation of academic programme(s). -
Section 7.4 of Anna University Statutes and Regulations

v. The decision on grant of affiliation to an academic
programme shall be made by the Vice-Chancellor taking
into consideration the recommendations of the Standing
Committee on Affiliation. - Section 7.5 of Anna University

of the colleges were inspected. The RTI information is attached in
Annexure 4.
11. A comparison with the duplication data of the Professors in
different colleges and the date of inspection revealed the following
information which proves the role of the inspection teams in the
approval process as well. Two inspections of two different colleges on
the same date has confirmed in the inspection that the same full
time faculty member is working in both the colleges. This shows that
the inspection teams have also played hand in glove with the
Colleges.

12. Annexure 5 shows the evidence from the Anna university CAI
website on how the above faculty members are shown to be present
in both colleges.
13. Even if the inspection dates are different, one could argue that
the Colleges may cheat the Inspection team by making the faculty
members available in 2 different locations on 2 different dates. But
you can clearly see from the above table that even when the

Inspection date is the same, 2 different colleges have claimed to have
the same full time faculty member and the Inspection teams claims
to have verified their certificates, PAN, AADHAR etc for the same
person in 2 different colleges on the same date. This prima facie
proves that the Inspection teams of Anna University’s CAI are also
hand in glove in the above illegality.
14. It must be observed from the above table that persons like
Dr.S.Kannan has been verified by 2 different Inspection teams
during their inspections on the same date 18/05/2023 that Dr S.
Kannan is working in both Madha Engineering College,
Kancheepuram and Kathir College of Engineering, Coimbatore.
15. A mere verification of records of faculty members across
different colleges by the standing committee on affiliation or the Vice
Chancellor could have easily revealed the extent of duplication.
Prime facie, inspection members and other senior officials of Anna
University’s CAI are responsible for commission and omission of
their official duties before providing with the affiliation approval for
the colleges during the year 2023-24.
16. The scale and extent of this malpractice is huge. There are
many colleges where a number of faculty members are claimed to be
working with other colleges. The following table shows that 34 of the
full time faculty members of Dhanalakshmi Srinivasan College of
Engineering and Technology and 33 full time faculty members of TJ
Institute of Technology, Chengalpet are shown to be working with
other colleges as full time faculty member at the same point of time
in 2023-24. The below table shows the list of all colleges which has
5 faculty members or more who are shown to be working in colleges
other than this college. It must be noted that we have identified a
total of 224 colleges who have such repeat fulltime faculty. The
complete list of such colleges is enclosed in Annexure 6.
17. Our data finds that out of the total Engineering colleges of 480
in Tamilnadu, duplication of faculty members have been found in
224 colleges. This shows that this malpractice, fraud, conspiracy and
cheating of the colleges in collusion with the Centre for Affiliation is
happening in nearly 47 % of the colleges affiliated to Anna University.

ranging from 4 to 12 digits, some are prefixed with 1 followed by
hyphen, some are suffixed with the word ‘Degree’. While the IDs of
over 30,000 faculty members are updated, it is raising huge
suspicion on why over 13,000 faculty member IDs’ are not available
and some random dummy numbers are updated against them; and
also why the IDs of the rest of the members are not largely consistent
in format as well.
21. Parents trust AICTE and affiliation to Anna University and
admit their wards to these colleges based on the trust they have in
these institutions. Despite spending huge money as college fees and
4 years in college, students are deprived of quality education due to
lack of qualified faculties in many of these colleges. Such students
for no fault of them turn out unemployable by the Industry and end
up doing other jobs that are not related to Engineering.
22. Apart from the above, it is also common knowledge that many
colleges are also paying one time amounts to qualified people to
appear before the inspection committee on the date of inspection
alone to showcase as though they have enough faculties. Therefore,
even the non duplicate faculty members need to be properly
scrutinized to check whether they actually work in the college or not.
23. Therefore, it is extremely important that this complaint is taken
seriously and a proper and fair investigation takes place. It is also
important that the Chief Minister, Governor, AICTE, Syndicate
members of Anna University, public servants of Anna University,
Colleges and faculty members to understand that such scams play
with the lives of innocent students of Tamilnadu who on one side pay
hefty fees to join such colleges and on the other side have to bear the
brunt of poor quality Education due to such scams. The collusion
and conspiracy of various people mentioned in the above complaint
including the public servants of Anna University cannot and should
not go unpunished and it is extremely important for accountability
to be fixed.

24. Therefore, we Request that
a. An investigation into the fraud, malpractice and scam against
those who have wilfully contributed to it takes place
immediately. The investigation has to cover the role of the
following people
i. The members of the Inspection Committee and the
Standing Committee of the Anna University who failed to
do their scrutiny right
ii. The Vice-Chancellor who has granted the affiliation to the
fraudulent colleges
iii. The members of the Expert Visit Committee of the AICTE
who have not performed periodic monitoring of
compliance to AICTE norms by the technical institutions,
and any of those who wilfully ignored the violations and
provided approval to the colleges for technical education
iv. The engineering colleges who have enlisted faculty
members who are not full timers of their respective
colleges to get affiliation and approval
v. The faculty members who are parties to this collusion
and fraud, by appearing in person in all such colleges
during the verification process while granting approval to
affiliation.
vi. Any middlemen involved in this process.
vii. Other public servants who are involved in the process of
decision making.
b. The Affiliation of the colleges involved in this fraud should be
cancelled as per section 7.9 of CAI Statutes and Regulations
2004 (Amended in 2007)
c. Faculty members involved should be debarred from working in
any AICTE accredited/ Anna University affiliated colleges.
d. Immediate corrective measures to ensure that this massive
fraud affecting ordinary students does not continue from this
year.
e. Apart from criminal action, departmental action also should be
initiated against all public servants involved in the scam.
