    EXECUTIVE ORDER No. ___

    AN EXECUTIVE ORDER REORGANIZING THE LOCAL AIDS COUNCIL (LAC) OF THE


    MUNICIPALITY OF SAN AGUSTIN, ROMBLON, IN COMPLIANCE WITH MUNICIPAL
    ORDINANCE NO. 2020-09 PROMULGATING POLICIES AND MEASURES FOR THE
    PREVENTION AND CONTROL OF STI/HIV AND AIDS IN THE MUNICIPALITY, AND
    STRENGTHENING THE ADVOCACY AGAINST HIV/AIDS

    WHEREAS, Municipal Ordinance No. 2020-09 was enacted to promulgate policies and
    measures for the prevention and control of Sexually Transmitted Infections (STI), HIV, and AIDS
    in the Municipality of San Agustin, Romblon, aimed at improving public health and reducing the
    prevalence of these diseases;

    WHEREAS, the need to strengthen the local government’s capacity to address the increasing
    concerns surrounding STI, HIV, and AIDS requires the proper reorganization of the Local AIDS
    Council (LAC) to ensure more effective program implementation and community engagement;

    WHEREAS, the reorganization of the LAC will enhance its role in promoting awareness,
    prevention, and treatment of HIV/AIDS, as well as provide a more structured and coordinated
    approach to addressing the health challenges posed by HIV/AIDS in the municipality;

    NOW, THEREFORE, I, ESTEBAN SF. MADRONA JR., Mayor of the Municipality of San
    Agustin, by the powers vested in me by law, do hereby issue the following Executive Order:

    SECTION 1: REORGANIZATION OF THE LOCAL AIDS COUNCIL


    The Local AIDS Council of San Agustin, Romblon, shall be reorganized with the following
    composition:

    SECTION 2: MANDATE AND RESPONSIBILITIES


    The Local AIDS Council shall:

    1. Develop and Implement Policies: Formulate, review, and implement policies related to
    the prevention, treatment, and control of STI/HIV and AIDS within the municipality,
    consistent with the guidelines set in Municipal Ordinance No. 2020-09.
    2. Strengthen Advocacy and Awareness: Conduct regular information campaigns to
    raise awareness on HIV/AIDS, reduce stigma, and provide accurate information on HIV
    testing, prevention, and treatment.
    3. Coordinate Programs and Services: Facilitate and coordinate HIV/AIDS prevention
    and treatment services, ensuring accessibility for all residents, especially marginalized
    communities.
    4. Monitor and Evaluate HIV/AIDS Programs: Regularly assess the effectiveness of
    HIV/AIDS programs and provide feedback to the Local Health Board and Sangguniang
    Bayan for necessary adjustments.
    5. Mobilize Resources: Identify and secure funding sources from the local government
    budget, national agencies, NGOs, and other stakeholders for the implementation of
    HIV/AIDS programs.
    6. Support and Care for Affected Individuals: Ensure access to care, treatment, and
    support services for individuals living with HIV/AIDS, and encourage their inclusion in
    community-based support programs.

    SECTION 4: MEETINGS AND REPORTING

    The Local AIDS Council shall meet regularly, at least quarterly, to assess the progress of
    ongoing initiatives, plan new programs, and discuss any concerns related to HIV/AIDS
    prevention and treatment. The LAC shall submit quarterly and annual reports to the Municipal
    Health Board and the Sangguniang Bayan, summarizing activities, achievements, challenges,
    and recommendations.

    SECTION 5: FUNDING AND RESOURCE ALLOCATION


    The Local AIDS Council shall ensure that sufficient funds are allocated from the local
    government’s annual budget to support HIV/AIDS prevention and control activities, in line with
    the municipal development goals.

    SECTION 6: EFFECTIVITY
    This resolution shall take effect immediately upon approval.
