the Advancement of LGU Minalabac)

DESCRIPTION AND PROGRAM/PROJECT COMPONENTS


For the past years of changing the leadership landscape, the LGU Minalabac major
development goal remains the same and that is the improvement of the municipality’s
basic infrastructure. Establishing such these infrastructures shall be the answer to
upgraded social development services, economic growth, and even environmental
protection and management. The current Local Chief Executive has even intensified
these projects converting it to a program entitled B.I.D.A nin LGU Minalabac that stands
for on Basic Infrastructure Development for the Advancement of LGU Minalabac. The
following program components are as follows:

Minalabac Water Works System


The Republic Act 7160 also known as the Local Government of 1991, Section 17
discusses the function of municipalities to provide basic services and facilities in its
juridical entity like water and soil resource utilization and conservation projects. Prior
to enactment of the Sustainable Development Goals (SDG) in 2012, the Municipality of
Minalabac has already established the Minalabac Water Works System in 2017 meeting
RA 7160 and Millennium Development Goals (MDG) of eradicating extreme poverty and
hunger. Its initial 20M investment has provided clean and safe drinking water to nearly
five hundred households. Despite the change in leadership, it’s aspiration to ensure that

every household in the municipality are connected with MMWS, the Municipality has
already spent 61.7M capital investment for the past sixteen years leading to half of the
total number of households connected in the MMWS. This is an answer to target 11.1 of
Goal 11 of the SDG which is to ensure access for all to adequate, safe and affordable
housing and basic services and upgrade slums by 2030 and sub-agenda 3.2 of the
National Urban Agenda which is the improvements to water supply, sanitation, and
drainage systems;

Target 11.2 of SDG is the provision of access to safe, affordable, accessible and
sustainable transport systems for all, improving road safety, notably by expanding
public transport, with special attention to the needs of those in vulnerable situations,
women, children, persons with disabilities and older persons by 2030. The municipality
is divided into cluster of barangays namely, Coastal Barangays, Lowland Barangays,
Upland Barangays, Coastal Barangays, and Poblacion Barangays. These areas remain to
be agriculture dependent while barangays along the coastal areas are dependent on
offshore fishery. It has been one of the major projects of the Municipality to improve
road connectivity from one barangay to the other and from farm and coastal areas to
the market. Despite its success for the past years, it still a challenge to ground
subsidence of some areas. The current leadership still looks at it as an opportunity due
to the Build Build Build and Build Better More program of the previous and current
administration respectively. The Municipality has already spent a total of
104,817,965.90 pesos on this program coming from its regular fund and funds coming
from various national government agencies.

Sustainable Sanitary Landfill Network


As an answer to SDG target that by 2030, reduce the adverse per capita environmental
impact of cities, including by paying special attention to air quality and municipal and
other waste management and NUA 3.3 of sustaining and improving urban waste
management programs through conversion of garbage dumps into sanitary landfills,
LGU Minalabac secured a loan amounting to 115,003,000.00 pesos for the
establishment of a Sustainable Sanitary Landfill Network. It is called a network because

it will not just serve as a landfill but also an agricultural production and tourism site of
the municipality making it a sustainable infrastructure.
Municipal Transportation Node
Since one of the priorities of LGU Minalabac is the physical connectivity of its
constituents to the municipal center and other business districts in the province, the
Local Transportation and Route Plan was prepared, enacted by the Sangguniang Bayan
and approved by the LCE. This was submitted to the Land Transportation and
Franchising Regulatory Board (LTFRB) for review and execution. The LTFRP was
developed through a feasibility study with findings that a transportation loop service
creating nodes to every barangay from the main throughfare to improve municipal
connectivity through transportation network. Currently,
