Aim
2. The aim of this letter is to disseminate policy guidelines to further streamline and
standardize the procedure for introduction of CMPT in our work services.
Selection of CMPT
3. The approval of CMPT will be done at E-in-C's Branch and CE Command/ ADG
level as under: -
(c) Approval of Other Products. Makes of all products other than those to be
approved at E-in-C's Branch and included in CE Command/ ADG level latest annual
CMPT Board, shall be specified by CEs Zone at their level for inclusion in tenders
in their AOR. No formal approval for makes/ brands of such products shall be issued
but included in Zonal specifications and tenders at CE Zone level based on
recommendations of CMPT-III. Makes of Solar/ Wind generation equipment shall be
as approved by MNRE.
4. CMPT Committees will be constituted for the approvals and will be assisted by a
BOOs for selection and approval of CMPT. In addition, a BOO will be constituted by CEs
Command/ ADGs once a year to review/ consolidate the list by deleting unreliable brands/
adding new names. The composition of BOOs at CE Command/ ADG level shall be
decided by the respective CE Command/ ADG.
Note. The above mentioned compositions are broad guidelines. Composition can
be modified suitably considering availability of officers.
7. CMPT Committee II. It will function at the level of CE Command/ ADG and will
be responsible for according approvals/ renewals for all categories of products as
mentioned at Para 3 (b) above. The Committee will be assisted by a Board of Officers for
selection and approval of products. The brands/ makes will be approved in three groups
based on details given at Para 10 below. The proceedings of the Committee will be
approved by the CE Command/ ADG. The GOC-in-C Command will be apprised by CE
Command/ ADG. The products once approved by any of the Commands/ ADGs shall be
considered to have Pan-India approval and included in Zonal specifications of all CEs
Zone. However, if any of the Commands/ ADGs other than the approving Command/ ADG
notices any issue in the performance of the product, the Command/ ADG noticing the issue
can cease to use the product in their AOR. Concurrently facts pertaining to such cases
shall be intimated to the approving authority under intimation to E-in-C's branch.
8. CMPT Committee III. At the Zonal CE level, CMPT Committee III will carry out
an environmental check, performance review and render recommendation to the CEs
Command/ ADGs. It will check the availability/ non availability of items which have been
approved by the CMPT Committee I and CMPT Committee II. Its functions are to collect,
collate, recommend addition/ deletion of products. Besides, CMPT Committee III will also
recommend makes/ brands to CE Zone as per Para 3(c).
9. Other than approval of designated categories of products, the E-in-C's Branch will:-
(b) Apprise the CEs Command/ ADG of products in similar categories and
groups that have been approved by other CEs Command/ ADGs as also products
that are from reputed companies but may have been overlooked in the Command/
ADG BPs.
Command BOO
11. All CMPTs approved by E-in-C's Branch, any of the CEs Command/ ADGs will be
consolidated in the Annual Command BOO for selection of products, at CE Command/
ADG level and disseminated to all formations down to AGEs (I) in their AOR. CE
Command/ ADG shall apprise the GOC-in-C Command and the respective CE Zones in
Navy and AF Commands, will keep their C-in-Cs informed of the list of approved products.
12. The products approved will be included in the Zonal specifications of all CEs Zone
Pan-India. Approval period will be for two years and further renewal for a period upto three
years will be done based on the performance of the product. Yearly BOO will be conducted
by all CEs Command to include new product meriting incorporation into the works and to
delete unreliable products. Reasons for any deletion must be well documented. Final list
of CMPT approved by CE Command/ ADG will be forwarded to E2W (Design), E-in-C's
Branch by 30 Sep of each year. The list will also be uploaded on MES website.
13. Every GE, CWE and CE will make a formal presentation to the respective Station
Commander about the products approved at Command level and being incorporated in
tenders related to the works in their AOR. Record of this will be kept and details forwarded

for information of the Engineer Authority in the chain. Every time a Formation Commander/
executives changes, this exercise will be repeated.
14. All makes within the group in any of the Command/ ADG, BOO will form part of all
tenders as the approved makes of products available for incorporation in MES works Pan-
India.

(i) CMPT approval at E-in-C's Branch and CE Command/ ADG level can
be accorded to well established and reputed brands/ makes on the basis of
their brand value/ reputation, even without any formal request from the
manufacturer. Similarly renewal of such reputed brands can be given by
CMPT Committee. The CMPT Committee at CE Command/ ADG level shall
also consider approval of any already approved make/ brand by other CEs
Command/ ADGs without any formal request from the firm.
(ii) If there are less than three makes/brands of a product/ item approved
in a Group in a category, CMPT/ BOO will find alternates/ equivalent makes/
brands approved in other departments like CPWD, Railways etc and
approach/ invite such firms/ manufacturers providing equivalent products to
apply for approval. If the number of makes/ brands is less than three at
any stage, for any item/ product/ equipment in a Group in any category,
then no make/ brand for the items/ product/ equipment will be specified
in the tender and it will include the generic description/ specification of
the product/ item/ equipment and its relevant codal provisions for
compliance.
(vii) Once the product is accepted it will be approved initially for a period
of two years for monitoring its usage and obtaining ground level feedback.
(viii) If the feedback after use for two years is satisfactory, the product/
technology will be renewed for a period of next three years and proposal for
inclusion in the SSR (if required) be forwarded to
E-in-C's Branch (Dte of Contract Management/ EB Section).
17. Guidelines on composition and functioning of standing BOO at CMPT I level are
as under:-
Presiding Officer Dir (E2 Design/ E2Works)/ Dir (E2W AF&RI) for
runway related products
(c) After the presentation, the literature/ details of the firm approaching this
HQ, for introduction of their material/ product/ technology/ brand will be
processed by Dir (Design) to the standing BOO.
(d) The BOO will submit the following information to Jt DGW (Design):
(e) CMPT Committee/ BOO with the approval of the Chairman, may visit the
manufacturing unit of the firm, or depute any one or two member(s) to visit the
manufacturing plants/ unit and submit their findings to Jt DGW Design).
(f) Officer(s) from Zonal CE near the manufacturing plants/ unit in case plants/
units are outside of NCR region may be deputed to visit the same on approval of
the same by DGW.
18. Analysis. Jt DGW (Design), based on above inputs, will analyse the CMPT and
put up the proposal to CMPT Committee with his recommendations.
19. CMPT Committee II at CE Command/ ADG level may also devise similar
methodology as above for approval of CMPT. However, period of initial approval and
subsequent renewals shall be two and three years respectively.

Non Usage
20. In case any product/ technology approved by any CMPT Committee is not used for
two years period, or if less than three satisfactory feedbacks are received, such products
can be considered for provisional renewal for a period of next one year.
Vigilance Measures
21. In order to bring further transparency in procedure for approval of material and
product for use in MES, the following actions shall be ensured by the CMPT committee at
all levels:-
(a) All requests from manufacturers for product approval shall be disposed off
within a period of six months. Reasons for delay, in exceptional cases, shall be kept
on record.
(c) All decisions shall be conveyed to the manufacturers. A provision for appeal
to the next higher engineering authority in case of any dispute arising due to such a
decision shall be included in the letter conveying the decision.
22. Product Approval Portal (PAP) has been developed to facilitate online registration
and renewals of products in MES. The application enables single window mechanism for
all the activities entailed in product registration/ renewal. Necessary instructions for
implementation of the same have been issued vide this HQ letter No
A/37696/0SDPL/Pol/E2W (PPC) dated 30 May 22 (Policy No 06/2022).
Conclusion
24. This letter supersedes this HQ letters of even No dated 15 Jun 2021 (Policy No
08/2021) dated 14 Mar 2022 and dated 29 Jun 2022 (Policy No 08/2022)

Appendix 'A'

5. Present usage of product including Government/ ME/ PSU and feedback from
enlisting client.
10. Price list and cost analysis with respect to equivalent products available in market
(for new technology).
11. Raw material details (source, quality and copies of purchase orders) and
confirmation of compliance to DIPP policy.
12. Photographs of office and factory premises and soft copy in the form of CD
containing product profile and photographs of office and factory premises.

13. A declaration in the form of an affidavit on non-judicial stamp paper stating the
following: -

(b) It is also certified that the above declaration is true to the best of may
knowledge and if the same is found counterfeit at later stage, our company/
firm will be liable to penalize and I have submitted all the mandatory
compliance as per the Factories Act 1948 as amended.

Notes .
(i) All documents submitted by the firm should be in proper format, order and properly
flagged as per the above seniority of documents. Unflagged and incomplete application
will not be considered for registration.
(ii) In case technical literature and test certificate submitted are not found adequate/
satisfactory, company may be asked to submit other relevant document/ additional test
results.
(iii) Office, factory/ storage premises of all the vendors/ suppliers who achieve all the
criteria and considered for registration may be visited by nominated officials, who will verify
and ascertain the quality, manufacturing process/ fabrication facilities and their aptitude.
Lack of suitable office, manufacturing/ fabrication facility or store yard will be a ground for
disqualification.
(iv) Office and factory premises of any firm/ supplier may also be visited by user
representative at any later date, including during fabrication.
(v). This checklist supersedes all other earlier documents on the subject.

Appendix 'B'
(Refer Para 15 (c) (iv) of E-in-C's Branch letter No
A/37696/12-114/Pol/E2W (PPC) dated 2„) Nov 2022)
1. The brief process to carryout trial on 'No Cost, No Commitment' (NCNC) basis will
be as under:
(a) Nominate an MES formation to carry out trial of the selected material/
product/ technology; Direct vendor to the specific appointment/ office who will
conduct the trials.
(b) Vendor will be briefed at the area of a site/ building/ complex where the
product is to be incorporated for trials. The vendor, through authorised
representative/ applicator will incorporate the product/ technique in presence of GE/
AGE so nominated.
(c) Post incorporation, material/ product will be inspected and tested at specified
period/ usage by nominated GE. The CE Zone will observe performance of materials
through usage and tests from a recognized test laboratory/ CTL.
(d) To submit an interim and final trial report to nominating authority on the
findings of the trials and its recommendations for its use or otherwise after the
completion of the trials.
(e) The trial report will contain specific recommendations and shall cover the
following important aspects:
(i) The subject product/ material/ technology/ brand be used in any one
of the ongoing works or work under planning and due for execution in the
near future.

(g) The time required for assessing the product will depend upon the type of the
CMPT. However, submission of feedback report should be completed within six
months of completion trial.
(a) On receipt of the trial report, comprehensive evaluation of the product will be
done by CMPT Committee and final recommendations will be put up to approving
authority.
(b) After approval of the product by the CMPT Committee, a formal letter
conveying approving the product for incorporation in Works will be issued.
