(Invitation of online application for selection to the District Cadre posts of Junior Clerk/Junior
Stenographer)

Important:
I) Online application facility will be available from dt.26.09.15 to 16.11.2015.
II) Last date for online deposit of Examination Fee is 07.11.2015.

Applications are being invited online through the OSSSC website www.osssc.gov.in
for selection of candidates for recruitment on contractual basis to the following district cadre
posts of various district offices under different Departments of Government of Odisha. The
district and category-wise break-up of the total posts to be filled up by this recruitment and
reservation for each category of candidates are at Annexure-I & II.
1. Details of Posts to be filled up: Please see Annexure-I & II.
The number of posts to be filled up on the basis of this recruitment may undergo change
without any prior notice at the discretion of the Commission.

2. Scale of pay & conditions of service:


The appointment to the posts shall be made initially on contractual basis on consolidated
monthly remuneration as mentioned against each in the table given below. The conditions
of service and the tenure of the contractual appointment to the posts will be regulated by the
‘Odisha Group-C and Group-D Posts (Contractual Appointment) Rules, 2013.

3. Eligibility Criteria:

A) Age & Educational Qualification:-The minimum and the maximum age of


the applicants for the posts shall be as mentioned below.

i) The upper age limit is relaxable by 5 years for the candidates belonging
SC/ST/SEBC/Women category, 10 years for the candidates belonging to
Persons with Disability category and by total period of service rendered in
defence service in case of Ex. Servicemen. However, a candidate can avail
only any one type of age relaxation as per rules. The persons in Defence
Service having more than six months to retire/ be discharged from service
as on the last date of the submission of online application are not eligible to
apply for the post.

ii) However, the in-service contractual employees engaged directly or through


manpower service provider in any organization of Government of Odisha
who are below 45 years of age and have completed at least one year
continuous service as on the qualifying date/s can also apply for the post as
per provision of "The Odisha Group-C and Group-D Posts (Contractual
Appointment) Rules-2013, They must submit documents from their
employers for availing the age relaxation.
iii) Date of birth as recorded in the HSC Certificate issued by the Board of
Secondary Education Odisha or equivalent certificate issued by recognized
Board/ Council/ Indian University shall only be accepted.
B. Other Eligibility Criteria: An applicant in order to be eligible for the post
must be-
(i) a citizen of India, (ii) of good character, (iii) good mental condition, sound
health, good physique and active habits, free from physical defects likely to
interfere with discharge of duties in the service and (iv) if married, must not
have more than one spouse living. Provided further that the Government may
if satisfied that such marriage is permissible under the personal law applicable
to such person or there are other grounds for doing so, exempt any person
from operation of this rule. v) He/she must be a resident of the district for
which he/she is applying, vi) have registered his/her name in any employment
exchange in the district, vii) be able to speak, read and write Odia and have
passed the Middle English Examination with Odia as a language subject; or
passed Matriculation or equivalent examination with Odia as medium of
examination in non-language subjects; or passed Odia as language subject in
the final examination of Class-VII or above; or passed a test in Odia in Middle
English School Standard conducted by the School & Mass Education
Department. vii) Applicants claiming reservation under Persons with
Diasability category must ensure that they are eligible and belong to the
category and sub-category of disability for which the post has been reserved as
mentioned under Notes below the Annexure-I or II as the case may be.
4. Examination fee:-

All applicants other than SC, ST Category and Persons with Disabilities have to
pay Exam fee of Rs.100/- between 26.09.2015 to 07.11.2015. The fee can be
deposited through online mode by logging into the OSSSC website:
www.osssc.gov.in or by the convectional mode of deposit in any Government
Treasury. Fee once paid will not be refunded under any circumstances. The
detailed instructions for both online and offline payment of Exam fee have been
explained under Para-6(II) below.
5. Last date of receipt of applications:

The last date of receipt of online applications in response to this advertisement is


dt.16.11.2015. The system will be automatically disabled and no application for

this post will be available thereafter. Incomplete application/paper application/


application received after the last date will be summarily rejected.
6. How to apply:
Eligible persons shall have to first register/re-register if registered for previous
recruitment of the Commission themselves for the post/s of their choice by logging
into the Home page of the Commission's website- www.osssc.gov.in and clicking
on the tab 'Register' and then make Online Application. The details of the posts
advertised and Instructions for submitting application online shall appear on the
computer screen and are detailed under Para-6 (II) below. These Instructions are to
be read carefully before proceeding for filling up the Registration page and Online
Application Form.
I) Pre-Requisites for Registration/Re-registration and Online Application/s:
1. All applicants other than those belonging to SC/ST/Persons with
Disabilities categories have to make Payment of Rs.100/-(Rupees one
hundred) only towards Examination Fee.

2. Applicants, willing to make online payment of Examination Fee shall keep


their Debit /Credit Card/s or Net Banking facilities ready.
3. Full Specimen Signature of the Applicant, scanned in "jpg" format between
the ranges of 20 Kbs to 50 Kbs shall be kept handy for uploading prior to
making Registration/Re-registration for any Post.
4. Applicants shall keep their Certificates and Mark Sheets ready for filling in
the details of the educational qualifications during Online Application.
5. In addition, they shall keep ready copies of (i) Treasury Challan, scanned
in the "pdf' format between the ranges of 100 Kbs to 300 Kbs in proof of
payment of examination fee, if payment is made manually through treasury
challan and ii) Recent passport size coloured photograph, scanned in the
"jpg" format between the ranges of 20 Kbs to 100 Kbs for uploading during
the Online Application.
6. The treasury challan, photograph and full specimen signature scanned for
uploading must be clearly identifiable/visible, otherwise the registration/re-
registration and application shall be liable to rejection and no
correspondence on this account shall be entertained.
7. Applicants must have their own personal E-mail ID and Mobile/Cell Phone
Number with validity till the completion of the recruitment process for

receiving all important communication like Activation Key, various Alerts


and downloading Admission Letters and other intended document(s) from
the OSSSC Web Portal. Under no circumstance, an Applicant should share
his/her e-mail ID and Mobile/Cell Number with any other person. In case
he/she does not have a valid personal e-mail ID, he/she shall create a new e-
mail ID for applying on-line.

II) Instructions for making On-line Registration/Re-registration & application:


1. Open a browser of your preference, like Chrome, Firefox, Internet Explorer
etc. and type the URL www.ossscgovin to open the OSSSC Web Portal
Home page.
2. Select the preferred language appearing at the top right side of the Home
page to view the contents in the selected language. However, entries of
required data can be made only in English Language.
3. Click on "Register" appearing at the top right side of the Home page and
view the list of Posts for which online applications are currently being
invited.
4. If Username has earlier been assigned to you to access the OSSSC Web
Portal, Click on the tab "Registered user" otherwise click on the "New
user" button and carefully read the Instructions Page providing details for
making online application.
5. If you click on "Registered user", you will be asked to enter your
Username and Password to "login" to your User Account. Now click on the
"Menu" on the left hand side of the welcome bar. Once Menu is opened,
click on the "Re-registration" link and fill up the relevant fields to register
for a new post.
6. If you click on "New user", a new Registration Form will open for you.
Enter the required details including your E-mail ID and Mobile/Cell Phone
number so as to get a Username and Password for accessing the Web Portal
for making online application for new post/s. While filling the Registration
Form, please ensure that you correctly enter your name as per your HSC
Certificate. Username must contain at least one capital letter, one small
letter and one number and must be between 8 to15 characters.
7. While Registering/Re-registering, upload your full specimen signature
scanned in the format/s as specified at Para- 6 (I) (5) above. Ensure that the

uploaded signature is clearly identifiable/visible, otherwise the registration


shall be liable to rejection. Click on the "Preview" button to verify the
correctness of the entries made by you. If you notice any error, rectify it by
clicking the "Edit" button. If no error, click the "Submit" button and
generate printout of the Registration/Re-registration Slip for future
reference. Once "Submit" button is pressed, no further change can be done
on the data submitted.
8. On completion of Registration, an email and/or SMS with Activation
Key/Code will be sent to the newly registered user's E-mail and/or
mobile/cell number.
9. To activate the Username/Login account take the following steps :
• Open the Login page by clicking either on the "Login" button on the
Home Page of the OSSSC Web Portal or clicking the "Go to Login"
button on the Registration Page.
• Click the "Activate Account" link on Login page to open the Activation
Page.
• Enter the Activation Key and answer the Secret Questions asked therein.
• Click the "Submit" button to complete the Activation process.
Then he/she can login to his/her User account by clicking on the link
"Login" on the Home Page of the OSSSC' s Web Portal by entering his/her
Username and Password.

10. On completion of Re-registration by the registered user, an email and/or SMS


will be sent to the registered email and mobile/cell number.
11. Applicant shall be able to view the abstract of details of all the Posts for which
he/she has Registered/Re-registered and come across links like "Pay Online"
and "Pay Manually", if the Examination Fee is payable by his/her. Then,
he/she shall either click "Pay Online" for online payment of the Examination
Fee or click "Pay Manually" and upload the scanned copy of the Treasury
Challan obtained by manually depositing the Examination Fee.

12. For making online payment, he/she shall use the Debit Card /Net Banking
facilities provided by any of the Bank/s enlisted in the Payment Page of the
Odisha Government Treasury Portal, i.e. www.odishatreasury.gov.in. If he/she
doesn't have Debit Card or net banking facility, he /she may choose the OTC

(Over the Counter) option, generate a printout of the Pre-filled-in Challan and
use the same to deposit the examination fee.
13. Fill in the required details in the "Pay Online" page at the appropriate places
carefully. Before pressing the "Confirm" button, verify the correctness of all
details filled in i.e. name of the applicant as entered in his HSC/equivalent
certificate. Now click on the "Confirm" button to make online payment.
14. On successful completion of the online payment, a Payment Receipt/e-
Challan may be generated by the applicant for future reference.
15. In case of "Pay Manually", i.e., Offline payment, deposit the Fee by using
prescribed Treasury Challan and correctly mentioning the Head of Account
"0051-P.S.C.-104-UPSC/SSC-Examination Fee-0047-Fees Collected for
Conducting Examination by OSSSC-02213." Upload a scanned copy of the
paid Challan as specified at Para- 6 (I) (5) during online application.
16. For Applicants not exempted from Examination Fee, the link "Apply Now"
will become active after successful payment whether made online or by
uploading the copy of paid Treasury Challan.
17. In case of unsuccessful/failed online payment, even though the payment link
appear active, the Applicant trying to re-exercise the online payment option
shall be alerted with message "Attempted online payment of exam fee but no
confirmation received. Please confirm from your treasury and bank if you
want to make fresh payment which is not refundable", to help him/her to
avoid multiple payments.
18. When the amount of Examination Fee has actually been deducted from
his/her account, the link "Apply Now" shall normally get activated after
validation of payment from the Treasury in the next four or more working
days.
19. For those exempted from payment of Examination Fee, no payment links will
be shown and the "Apply Now" link will get active soon after his/her login
into his/her Home page.
20. Once the "Apply Now" link gets active, the Applicant shall be able to click
on the suggested links to open, fill up the required data, save and submit the
online Application Form after verification.
21. The application form consists of various tabs such as Personal Details,
Physical Measurement, Address, Educational Qualification, Experience,

Employment Exchange, Fee Payment, Upload Documents, and Undertaking


etc. which the Applicants need to fill up, save and submit. In case an
applicant is unable to fill in the application form in one go, he/she can save
the data already entered by clicking on button "Save" button. He/she can
reopen the saved data after a fresh login and edit the particulars, if needed, by
clicking on the "Edit" button.

A. Personal Details: In the tab for Personal Details, you are required to
provide some additional details, not earlier provided by you during
registration/re-registration.

B. Physical Measurement: This tab shall be visible if the Physical


Measurements details are the requirements for a particular post. If visible,
enter the details correctly as asked for in the Tab.
C. Address: Fill in your Permanent Address and Address for Communication.
In case both the addresses are same, tick on the box mentioned "Tick here if
Address for Communication is same as Permanent Address".
D. Educational Qualification:
• Enter the details of language studied and medium of instruction, if
applicable and required in this tab.
• Then enter the details of required Essential Qualification applicable for
the post and click on the button "Save" to add further Essential
Qualifications, if the need arises.
E. Experience:
a. If you have contractual work experience continuously for at least a year or
more in any organisation of Government of Odisha, fill up the details as
asked for.
b. If you have experience in more than one organisation, first click on the
button "Previous Organization", enter the details and then click on the
button "Present Organization" to fill in the details.
F. Payment of Examination Fee: The details of examination fee paid online or
through Treasury Challan shall be automatically displayed for your
information. Hence no entry is required to be made under this Tab.
G. Upload Documents: Scanned photograph to be uploaded by you will appear
on this tab. You need to upload the same in the format and as specified
under Para- 6 (I) (5) above.

H. Undertaking: Read and acknowledge the terms and conditions mentioned in


the Form of Undertaking by clicking on the box "I accept the terms and
conditions".
22. On completion of the application form, preview the entries by clicking on the
"Preview" button. Rectify wrong entries, if any, by clicking the "Edit" button.
Click on the "Submit" button after the application is found correctly and
completely filled in. No change will be allowed after the final submission.
Save and take a printout of the submitted application form for future reference.

7. Original Certificate/documents to be produced during verification:

i. Treasury challan in support of deposit of Exam fees.


ii. Resident Certificate issued by the competent authority.
iii. Certificate of Registration in Employment Exchange of the district,
iv. Candidates claiming reservation as SC/ ST/ SEBC/ Persons with
Disabilities (PD) category shall produce Caste /PD Certificate issued by
competent Authority.
v. Certificates and Mark sheets of qualifying examinations.
vi. Discharge Certificate/documents in support of service rendered in
defence services in case of Ex-Servicemen.
vii. Certificate of contractual work experience in any organisation of
Government of Odisha if claimed.
8. Place and Date of Written Exam:

The date/time/venue of the Written/Practical examination will be conveyed to


the eligible candidates through the admission letters to be issued online in due
course. The eligible candidates shall download the same by accessing the
commission's website- www.osssc.gov.in by using their User ID & Password
from a specific date to be notified in the said website later. The lists of
applicants allowed/dis-allowed to appear in the examinations shall be
displayed in the website simultaneously from that date. The candidates are
advised to visit the website of the Commission at regular interval and also
keep track of different notices to be published by the Commission in different
local dailies to know about the programme of the examination/s.

9. Admission Letter:

Admission letters, containing intimation about the date, time and venue for the
written/practical examination carrying the scanned photograph and signature
of the eligible applicants and specimen signature of the Secretary of the
Commission shall be uploaded on the Commission's website well ahead of the
date of the examination. Each eligible applicant shall have to download his/her
admission letter before the date of examination by visiting the Commission's
website and clicking on the submenu "online admission letter". The dates of
examination shall be advertised in the local newspaper for information of the
candidates. Further SMS may also be sent to the candidates through the
mobile/cell phone number mentioned by them in the applications. The
Commission will not send any printed admission letter to any candidate
through post.

10. 1. Plan of examination for the post of Junior Clerk:

There shall be a Written Examination for 400 marks and Practical Skill Test of
50 marks as detailed below:

Note: (i) The standard of examination shall be equivalent to that of Secondary


School.
(ii) Candidates 5 times the vacancies shall be deemed to be qualified in the
Written Test and called for the practical Skill Test.
(iii) The practical Skill Test shall be of qualifying nature. A candidate
securing minimum 40% marks in it will be deemed to be qualified in
the skill test but this score shall not be added to the total marks of
written examination.

2. Syllabus for the post of Junior Clerk:

1). Language Test (English and Odia) —

A. English Language Test - - 50 marks

(i) Verbs, Tenses, Active and Passive voice, Subject-verb Agreement,


(ii) Connectors, Types of sentences, Direct and Indirect speech,
Comparison.
(iii) Articles, Noun, Pronouns, Prepositions
(iv) Unseen passage (400-450 words in length) with a variety of
comprehension questions.

B. Odia Language Test - - 50 marks

(a) Grammar 20 marks

(b) Composition: 20 marks

(1) Essay writing on familiar topics (within 250 words) 10 marks


(2) Letter Writing (Personal letter, Applications,
Business or Official) (within 150 words) 05 marks
(3) Translation (One English passage of around 100
words to be translated into Odia): 05 marks

(c) Comprehension of an unseen prose passage (5 x 2) = 10 marks


Five short questions to be asked

2). Objective General Knowledge - -100 marks

In this category, there should be a series of matching questions of different


categories like:
(a) Matching Historical events with dates, personalities and places,
(b) Geographical facts with places,
(c) States, Countries and institutions with headquarters,
(d) Books and authors,
(e) Scientific facts and discoveries with dates, persons and uses,
(f) Current events with places and personalities, and,
(g) Matching questions of miscellaneous type.

3) Objective Mathematics — - 100 marks


(i) Number System
(ii) HCF and LCM
(iii) Squares and Square Roots
(iv) Cubes and Cube Roots
(v) Percentage and Averages
(vi) Simple Interest and Compound Interest.
(vii)Profit, Loss and Discount
(viii) Partnership
(ix) Ratio and Proportion

Under this, there will be a series of questions in Practical Mathematics


required for day-to-day use. The questions would be such as to test
candidate's ability to work out with quickness and accuracy.

4) Basic Computer Knowledge (Objective)— -100 marks


(1) MS Windows: Introduction of Windows
(2) MS Office: MS Word, MS Power Point and MS Excel

5) Practical Skill Test: - - 50 marks

I. WINDOWS operating system: *To test some of the following basic
system operations on file/folder(s): -
• Create, Rename, Copy/Cut/Paste, Delete

II. MS Word: *A Paragraph in MS Word incorporating some of the


tools given below:-
• Editing and formatting text and paragraph
• Page and Paragraph Setup

III. MS Power Point:*A Power Point presentation with 2/3 slides using
the tools given below: -
• Editing and formatting slides

IV. MS Excel: *A problem in spreadsheet related to some of the tools


given below:-
• Formatting cells and data
• functions

Printouts of the documents(s) should be attached with the answer


sheet.

11. Plan of examination for the post of Junior Stenographer:


A. Skill Test

B. Language Test - 30 Marks


This test should aim at evaluating candidates' knowledge of the English and
Odia language. There will be a common question paper. It will be designed as
follows.
(i) Translation of a passage from English to Odia 5 Marks
(ii) Translation of a passage from Odia to English 5 Marks
(iii) An essay in Odia 10 Marks
(iv) Questions aimed at assessing the candidates'
working knowledge of English language 10 Marks

The question may require the candidate to give correct spellings of words; to
select, from given words and phrases, the most appropriate for filling in blank
in sentences; to correct grammatical mistakes in given sentences; to select
from a given group of words, those with opposite meanings and to punctuate a
passage.

12. Select list & Results:

The select lists of successful candidates shall be prepared separately for each post
for each district for which they have applied. The select list of candidates for the
post of Junior Clerk qualified in the practical skill test shall be prepared in order
of merit based on the marks secured by them in the written examination and marks
awarded for contractual work experience in any organisation of Government of
Odisha. The select list of candidates for the post of Junior Stenographer shall be
prepared in order of merit based on marks secured by them in the skill test, basic
computer skill and language test. The final results shall be published in due course
in the OS SSC website- www.osssc.gov.in
