    Dear Mr. Manganip:

    This has reference to your complaint coursed through our Office


    regarding the alleged violation of Data Privacy Act of 2012 particularly
    the unauthorized issuance of your Certificate of Marriage and your
    child’s Certificate of Live Birth which were used to vex, harass and
    malign your reputation.

    Based on our initial investigation, a certain Marichu Garcia was the


    requester for both the Certificate of Live Birth (COLB) of your daughter
    and your Certificate of Marriage with your wife. Requests were made on
    09 August 2023 and 16 August 2023, respectively. Additional
    information upon verification made in our system as to how the request
    were carried out yielded to the following results to wit:

    whether there was data breach.

    original request last year, there are difficulties in retrieving certain
    documents from the archives. As a result, only the supporting
    documents related to your Certificate of Marriage will be provided along
    with the necessary identification documents.
