Resolution Draft: Addressing the Situation of Children in Armed Conflict

The General Assembly,

Acknowledging the ongoing and grave impact that armed conflicts have on children worldwide,
and recognizing that protection, rehabilitation, and reintegration of these children is essential to
their well-being,

Recalling all relevant General Assembly and Human Rights Council resolutions concerning the
rights and protection of children in armed conflict,

Noting with appreciation the work of the Special Representative of the Secretary-General for
Children and Armed Conflict and related United Nations bodies,

Taking note of the Paris Principles and Guidelines on Children Associated with Armed Forces or
Armed Groups, which encourage governments to protect children from unlawful recruitment and
use in hostilities,

1.
Calls upon all Member States to ratify, if they have not done so, the Optional Protocol to the
Convention on the Rights of the Child on the involvement of children in armed conflict, and to
comply fully with its provisions;

2.
Encourages States to endorse and implement the Paris Commitments to protect children from
unlawful recruitment or use by armed forces or armed groups;

3.
Urges Member States to take all feasible measures to ensure the demobilization and
reintegration of children associated with armed forces or armed groups, with attention to
gender-specific programming to address the needs of girls affected by armed conflict;

4.
Demands that all parties to armed conflict strictly adhere to international humanitarian law,
including the Geneva Conventions, and cease all violations and abuses committed against
children;

5.
Requests the Secretary-General to continue the monitoring and reporting mechanism on
children and armed conflict and to include the names of parties that recruit and use children in
violation of international obligations in annual reports;

6.
Urges states to implement rehabilitation, social reintegration programs for affected children, and
educate child protection staff;

7.
Appeals for increased international cooperation and support, particularly in financial and
technical assistance, to improve national capacities to address the issue of children associated
with armed conflict;

8.
Decides to keep this issue under regular review, to ensure continuous progress in the protection
of children affected by armed conflict.
