    EXECUTIVE ORDER NO.


    Series of 2023

    “AN ORDER CREATING THE CONTINGENCY PLAN TECHNICAL WORKING


    GROUP FOR THE MUNICIPALITY OF TUBO CONTINGENCY PLAN (CP)”

    WHEREAS, Section 2, Republic Act 10121, or the Philippine Disaster Risk


    Reduction and Management Act of 2010 provides that “it is the policy of the
    State to mainstream disaster risk reduction and climate change in the
    development process such as policy formulation, socio economic development
    planning, budget and governance, particularly in the areas of environment,
    water energy, health, education, poverty reduction, land use and urban
    planning, and public infrastructure and housing, among others”,

    WHEREAS, the National Disaster Risk Reduction and Management


    Council issued NDRRMC memorandum order no. 57 s. 2020 enjoining all
    DRRMC’s to update the existing contingency plan;

    WHEREAS, the Local Government of Tubo allied itself managing


    processes that analyzes specific situations that might threaten the Municipality
    and to established arrangements in advance timely, effective and appropriate
    responses to such events and situations to help the constituents;

    Now, Therefore, I, GUILBERT P. BALLANGAN, Acting Mayor of the


    Municipality of Tubo, Abra, by virtue vested upon me by law, do hereby
    reorganize the Contingency Plan Technical Working Group (CP-TWG) who will
    oversee the whole process of the plan formulation, implementation, and
    monitoring with the following stipulations:

    Section 1. COMPOSITION and FUNCTIONS.


    The CP-Technical Working Group shall be composed of the following
    members and with the designated functions as the overall group to oversee
    and ensure that the Contingency Plan (CP) of the Municipality will be crafted,
    eventually approved, implemented and regularly monitored:

    Role Office
    Over all Coordinator MDRRMO
    Secretariat MDRRMO
    RESPONSE CLUSTERS
    Food and Non- Food Items MSWDO
    Emergency Telecommunication MDRRMO
    Search, Rescue and Retrieval PNP/AFP/BFP
    Logistics and Transportation MDRRMO/MEO
    Education SCHOOL
    PRINCIPALS/HEAD

    Camp Coordination and Camp MSWDO
    Management
    Health (WASH, Nutritional and MHO
    Psychological Service)
    Management of the Dead and the MLGOO
    Missing
    Law and Order PNP
    IDP Protection MSWDO
    Humanitarian Assistance MO
    Rapid Damage Assessment MDRRMO
    Road Clearing MEO

    They are responsible for the following functions;

    1. Facilitate the refinement and finalization of the contingency plan to


    include testing, evaluation, packaging, updating and improvement;
    2. Develop work plan for the completion and updating of the contingency
    plan;
    3. Organize consultation meetings with the planners and relevant subject
    matter experts regarding the development of the contingency plan; and
    4. Facilitate the presentation and endorsement of the contingency plan
    to Chairperson, MDRRMC and Local Sanggunian for comments and approval.

    Section 3. SECRETARIAT.
    The MDRRMO, Regina M. Tayawa, together the staff of the DRRM Office
    shall be designated as Secretariat to provide administrative support to the
    Technical Working Group with the following functions:
    a) Prepare the attendance sheet and venues during meetings; and
    b) Document the proceedings or discussion of TWG meetings.

    Section 4. REPEALING CLAUSE.


    All executive orders issued and/or parts thereof contrary to or
    inconsistent with the provisions of this order are hereby repealed, modified or
    amended accordingly.

    Section 5. EFFECTIVITY CLAUSE.


    This order shall take effect immediately upon signing hereof and remains
    effective and binding unless revoked, repealed or modified.
