RILEY FALCON SECURITY SERVICES LTD FIRE SAFETY POLICY STATEMENT

RILEY FALCON SECURITY SERVICES LTD as a workplace is committed towards


implementing the best practices and achieving the best standards in Fire Safety and ensuring that
the risk of fire is maintained at a bare minimum. In this regard, RILEY FALCON SECURITY
SERVICES LTD will undertake its activities in a manner that: -
 Prioritizes fire safety at our workplace by ensuring that operations aimed at minimizing the
risk of fire are given top priority.
 Positively promotes fire safety culture awareness throughout the institution at all levels by
creating a sense of personal responsibility and accountability in our personnel.
 Continually monitors, records and improves on safe work procedures and processes with the
aim of minimizing the risk of fire at the workplace and the immediate environment.
 Facilitates continual learning from experience both from ourselves and from the best
practice.
 Complies with the relevant statutory laws and regulations, and the expectations of all
stakeholders including customers, suppliers, contractors and industry regulatory and
legislative bodies.
To achieve the above listed; RILEY FALCON SECURITY SERVICES LTD will

 Implement all the compliance requirements in tandem with the provisions of the
Occupational Safety and Health Act, 2007 and Fire Risk Reduction Rules, 2007.
 Provide access and regular training to staff members for understanding and implementation
of this policy
 Provide a monitoring system for performance of this policy by conducting regular internal
and external fire safety audits.
 Conduct regular documented fire drills
 Provide and maintain a healthy and safe working environment for all employees.

 Set and review Health and Safety objectives and targets and developing Key Performance
Indicators.
 Provide a reasonable budget for the organization’s health and safety requirements.
 Develop and maintain documented safe work procedures and facilitate records for reporting
of any dangerous incidents that may cause fires.
 Allow and promote communication within the company in order to continually improve the
fire safety conditions of the employees.
 Encourage dialogue with stakeholders and the community on fire safety matters.

1.0 OUR FIRE SAFETY ARRANGEMENTS AND RESPONSIBILITIES

The Director of RILEY FALCON SECURITY SERVICES LTD Accepts overall


responsibility on all matters pertaining to fire safety at the workplace.

In order to ensure that the workplace manages fire safety successfully, the following
responsibilities have been assigned.

1.1 THE MANAGERS AND SUPERVISORS

The premise Managers and supervisors are responsible for ensuring that the company’s policy
relating to fire safety is complied with by all the workers and other stakeholders. The manager
and supervisors will also ensure that the government legislation in relation to fire safety (Fire
Risk Reduction Rules, 2007) is complied with to the latter.

This will involve monitoring the workplace all the time to ensure no naked flames are
introduced in the proximity of flammable materials at the workplace which may cause ignition
of the flammable vapors forming from the flammable materials present at the workplace.

Where a risk of fire is identified, the Manager and supervisors will immediately eliminate the
danger and inform the Directors if the situation is beyond their control.

The manager and supervisors are responsible for

 Ensuring that all employees are aware of fire safety precautions in the workplace
 Bring to the attention of the senior management any serious breach by any worker on
fire safety procedures.

 Ensure all employees are trained on the safe use of firefighting appliances, and the DOs
and DONTs in the event of fire .
 Ensuring that firefighting equipment are serviced regularly and records of the service
well maintained at the workplace
 Ensure that there is a trained firefighting team at all times and they are aware of duties
and ensuring that they do what they are supposed to do.
 Ensure fire safety audits are conducted for the workplace at least once every twelve
months.
 Ensure fire drills are conducted at least once every twelve months and the same are well
documented.
 Ensure no work process obstruct access to the identified fire points, fire exits,
emergency switches or any other hazard communication and ensure that the same are
not removed, obliterated or defaced.
 Ensure that any serious fire accidents relating to fire is immediately reported to the
DOHSS within seven days.
 Ensure that the other employees with responsibilities delegated to them regarding fire
safety enforce them effectively.

1.2 FIRE FIGHTING TEAM

The workplace will have a firefighting team consisting of at least 6 persons which will be
trained on fire safety systems including the safe use of firefighting appliances by an approved
fire training institution by the DOSHS at least once every two years.

The firefighting team shall

 Ensure that all other workers are trained on safe use of firefighting appliances
 Ensure that all workers are aware on what to do in case of a fire
 Conduct fire drills at least once every twelve months and ensure that records of the
same are maintained at the workplace

 Regularly inspect the workplace for the purposes of identifying potential fire risks and
recommend practical mitigation measures.
 Ensure that all firefighting appliances, fire detection systems, fire alarm and other
appliances installed at the workplace for the purposes of fire safety are regularly
serviced
 Ensure that the workplace has a fire assembly point which is appropriately marked and
all employees are aware of its existence.
 Coordinate evacuation procedures in the event of a fire.

1.3 EMPLOYEE RESPONSIBILITIES

All employees at the workplace have the primary responsibility for ensuring that fire does not
start as a result of their actions or omissions.

 Every employee must act responsibly when handling any flammable, explosive or
oxidizing material.
 Every employee must be aware of the possible actions in the event of a fire
 Every employee must adhere to all rules governing fire safety.
 Every employee shall report any defects he/she notices in any fire safety systems that
may lead to lack of capacity in the event of a fire.
 No employee shall undertake the task of fighting fire unless he/she has prior training
and instructions from the senior staff
 Every employee apart from the delegated fire marshals shall assemble at the identified
fire points in the event of a fire
 Every employee shall ensure that no fire point, exit or exit route is obstructed as a result
of his or her action/omissions.
 Every employee should ensure that he/she is aware of the possible courses of action in
the event of a fire.

2.0 FIRST AID

 The workplace shall maintain a first aid box which shall at any one given time be
adequately stocked as required under sec. 2(c) of the First Aid Rules, 1977.

 The workplace shall maintain at least six trained first aiders at least two of these shall
always be available at the workplace during all working hours

 It will be the duty of the first aiders to attend to any cases of burns and refer
immediately to the nearest hospital any cases that may be beyond their capacity to
handle.

3.0 FIRE EXITS

 The management shall ensure that all sections of the workplace are provided with
alternative exits which will not be less than 90cm wide and which will not lead to a
trapping.
 The management shall ensure that the provided emergency exits are appropriately marked
in Green Letters of at least 15cm in height as provided for in sec. 17(4) of the Fire Risk
Reduction Rules, 2007.
 The management shall ensure that all access routes to the provided fire exits are
conspicuously marked leading to the exit and left free from any obstruction.
 The fire exit routes will be in Green Letters of at least 15cm in height and will be marked
leading to the available exit.
 The management will design and post conspicuously evacuation routes in prominent
positions in the workplace

4.0 TRAINING OF EMPLOYEES

 The management will ensure a team of fire fighters drawn from the employees is trained of
fire safety by a DOSHS approved trainer.
 The trained firefighting team shall train other workers on safe use of the fighting appliances
at the workplace at least once in a period of one year.
 New employees as part of their orientation of programme shall be trained of safe use of the
fighting appliances and the possible courses of action in the event of a fire. The new
employees shall also be made aware of the available fire safety systems like alarms, and
where to assemble in case there was a fire in the premises.
 It will be the duty of the Human Resource Manager, supervisors and the firefighting team
to ensure that this is done and that the new employees acknowledge receipt of the aforesaid
training by signing a training sheet.
 The management will design training log showing the topics to be covered during a
training including issues to do with fire safety.

5.0 HANDLING OF FLAMMABLE MATERIALS

The workplace handles some flammable materials which mainly include Furnace etc. The
furnace oil is well stored.

 The workplace shall maintain a monitoring system for the flammable materials at the
workplace.
 The workplace shall ensure that all flammable materials are appropriately marked i.e.
‘highly flammable’, ‘moderately flammable’
 No employee will be allowed to introduce naked flames in the proximity of flammable
materials

 All flammable materials will be handled in the open where there is adequate free flow
of air.

6.0 INSPECTION OF THE WORKPLACE

 The firefighting team shall carry out workplace inspection at least once in every three
months to identify any hazards in relation to fire and give recommendations on how to
mitigate the risk.
 The findings of the team shall be brought to the attention of the management for action.
 A report of the inspection shall be documented and maintained at the workplace

7.0 FIRE FIGHTING APPLIANCES

 The workplace shall ensure that firefighting appliances are provided in relation to the
classes of fires anticipated at the workplace.
 For class A (fire resulting from combustible materials like papers, timber),
water or foam extinguishers shall be provided.
 For class B: (fire resulting from flammable substances like fuel, LPG, cooking
oil etc.) foam or dry powder fire extinguishers shall be provided.
 For class C: (electrical fire) Carbon Dioxide or Dry Powder fire extinguishers
shall be provided
 The management shall ensure that all firefighting appliances have the right colour code

 The firefighting appliances shall be mounted appropriately on a strong support at a height


of not less than 60cm from the ground.
 Every point with a fire fighting appliance will be marked as a ‘Fire Point’ in line with sec.
29(2) of the Fire Risk Reduction Rules, 2007 as shown in the front cover photo.
 Instructions on the safe use of the fire appliances shall be provided by the management
 Every fire point shall be left unobstructed at all times.
 The firefighting appliances should be serviced at least once in every period of six months

8.0 EMERGENCY FIRE PLAN

A number of simple techniques are available for RILEY FALCON SECURITY SERVICES
LTD in preparation for the dangers of fire. This plan prepares the staff members at the
workplace to cope in the event of a sudden fire outbreak.

The fire plan should be practiced, known and understood by all staff members. Once practiced
several times, we will be well equipped to manage fire. This will also highlight the problems
faced and people who know what they should do or where to evacuate to; hence improvements
can be made to save lives.

Fire Prevention

Make sure that fires are prevented at all times by observing simple precautions as follows: -

 Don`t give fire a chance to start, keep all areas clear.


 Handle flammable liquids carefully.
 Use only approved electrical fittings and don`t overload circuits.
 Install an adequate number of the correct type of fire extinguishers, keep them in
good working order and know how to use them.
 Always observe the warning signs i.e., NO Smoking, keep clear.
 Attend fire drills.
 Use correct equipment/items in the right place at the right time.
 Fire protection – know where the firefighting equipment are and the escape route.

Each workplace should have a person in charge of the FIRE PLAN who should be
contacted for training of other staff members on handling fire hazard situations.

2. Fire protection Systems


Adequate fire protection and fighting equipment should be provided. In addition to
that, all employees should be trained on how to use them. The workplace should
also ensure that all these systems are well maintained at all times. Some of these
systems will include; fire alarms, smoke detectors and the different types of fire
extinguishers.

3. Fire Evacuation Procedure

On leaving the building/ workplace, stand in groups as per your department/sections


and confirm if all your workmates are present.

Remain there until all staff members are accounted for and the fire is contained.

4. Training
All employees should receive regular training on fire safety. Staff should have
regular practice on fire drills every few months. New employees should be
informed on the fire plan.

Below is an example of an emergency fire plan. It directs people on what to do in


case of fire.

 Activate the nearest fire alarm


 Call the fire and police department on 999 and the fire brigade 222181/2/3
or 911 giving correct address of location on fire i.e., plot number, road, and
street and telephone number if possible.
Step 2: Alert people in the area to leave at Once.

Step 3: Combat the Fire

 Combat the fire if you have fire-fighting equipment.


 Use the correct type of extinguisher. This should be done by the trained
personnel
 Remember your safety is paramount.
 If the fire is large, evacuate and wait for the fire brigade.
NOTE: NEVER TRY TO FIGHT A FIRE IF YOU DO NOT KNOW HOW TO DO IT OR
IF A SIXTH SENSE TELLS YOU NOT TO DO SO

Step 4: Evacuate to the assembly point.

 Take the shortest and safest exit route to the assembly point
 The designated assembly point is next to the main gate
 Close all doors behind you but do not lock them.
 Do not stop to collect any items.
 Stand in groups as per your department.
 Remain at the assembly point until the building is declared safe to re-enter.
