RA 9163 REACTION PAPER

The Republic Act 9163, or National Service Training Program (NSTP), is


a program aimed at enhancing civic consciousness and defense
preparedness in the youth by developing the ethics of service and patriotism
while undergoing a minimum of one-year training in any of its three (3)
program components: Reserve Officers' Training Corps (ROTC), Literacy
Training Service, and Civic Welfare Training Service. The NSTP provides a
platform for students to not only serve their communities but also to develop
important skills and values that are essential for nation-building. This law
was enacted to promote civic consciousness and defense preparedness in
the youth. It requires all college students in the Philippines to undergo a
minimum of one year of military or civic training. While some may argue that
this law is necessary for the development of civic-minded and responsible
citizens, others criticize it for promoting militarism and forcing students into
a program they may not be interested in.

According to the Commission on Higher Education (CHED), the NSTP


program has been successful in promoting active citizenship and social
responsibility among the youth. It has also contributed to the improvement
of communities through various community service projects. Additionally, the
NSTP has also been recognized as a valuable tool in promoting national unity
and solidarity among Filipinos.

Additionally, in a study conducted by the University of the Philippines,


the majority of college students have a positive attitude towards NSTP and
believe that it has helped them develop a sense of civic responsibility and
social awareness. However, the study also found that there is a lack of
information and understanding about NSTP, leading to confusion and
dissatisfaction among some students. As a student, I believe that this law is
an important step towards creating a more responsible and socially aware
citizenry. Through the NSTP, students are given the opportunity to contribute
to nation-building and to understand the needs and problems of their
communities. However, I also recognize that there are criticisms against the
implementation of the NSTP, such as the lack of coordination between
government agencies and the possible exploitation of students for free labor

Despite the differing opinions, there is no denying the positive impact


of the NSTP in shaping the character and values of the Filipino youth. It is a
crucial step towards building a more responsible and socially-aware
generation, and it is important to continuously improve and adapt the
program to address any issues and concerns. Overall, I believe that the RA
9163 is a positive initiative, but it is important for the government to
continuously evaluate and improve its implementation to ensure that it truly
serves its purpose of developing well-rounded and socially responsible
individuals.

Civic Welfare Training Service. NSTP is an opportunity for the students not
only to serve their community but also to build important skills and values
that are essential in nation-building. This law was enacted for the promotion
of civic consciousness and defense preparedness among youths. It requires
all students from colleges in the Philippines to undergo at least one year of
military or civic training. While some may argue that it is the only way for
them to grow into civic-minded and responsible citizens, others criticized it
for promoting militarism as well as forcing interested students into a program
they were not willing to spend four years in. The NSTP program has been
very successful with the Commission on Higher Education (CHED) in
upholding active citizenship and social responsibility to the young minds of
the country. It is also facilitated by improved communities brought about by
its community service projects. The NSTP has also been noted to be an
excellent instrument in attaining national unity and solidarity among
Filipinos.

Mostly, students have a positive attitude towards NSTP, and most said that it
teaches them to become socially aware and to show civic responsibility. The
problem is that the minimal knowledge and understanding about NSTP
among some students prove confusing, or they become dissatisfied. As a
student, I believe this law is an important step toward creating a more
responsible and socially aware citizenry. Through the NSTP, one gets a
chance to contribute to nation-building and to understand the needs and
problems of one's community. However, I also acknowledge the criticisms on
its implementation, such as it having an uncoordinated different set of
agencies and government levels, not to mention the danger of exploiting
students for free labor. There are opposing opinions; still, one cannot help
but deny the fact that the NSTP has shaped the character and values of the
Filipino youth in a very positive manner.

Importantly, this would evolve a generation that is socially aware and


responsible, with continuous improvement and adaptation quite necessary to
address any issues or concerns with the program. Over-all, I think that RA
9163 is a good initiative. The government should however regularly monitor
and maximize its improvement so that the main purpose of furthering well-
rounded and responsible social personalities will be attained.
