ABSTRACT

Mambaling’s barangay complex currently faces issues and is in need of

renovation, most especially the barangay hall. If the budget permits, renovation will

possibly take place but as of now the barangay still lacks funds for such project, as

stated by Mrs. Tabalin. In order to meet the growing needs of the barangay, the designer

is tasked to create a whole new design for the barangay complex of Barangay

Mambaling. Through researching about the barangay’s historical background, culture

and tradition, the designer shall be able to create a suitable design solution for the

barangay complex wherein it is in context with its area. According to Mrs. Tabalin, the

newly elected Brgy. Captain, Capt. Salvador, is proposing a clean and green project

entitled “Gubat sa Kanal” with its objective to minimize the drainage and garbage

problems. His main goal for the community is to be one of the cleanest barangays in

town, preventing flood issues and promoting a green environment in order for the

community to be back to its former glory. This goal must then be one of the design

considerations that the designer must implement with his/her design solution. The

purpose of this research study is to guide and provide information for the designer to

come up with a design solution that not only meets the growing needs of the barangay,

but also resonates with the barangay’s unique cultural identity.

THE PROBLEM AND ITS BACKGROUND

Introduction

Barangay Mambaling is a district in Cebu City with an estimated population of

33,000 Filipinos residing within the vicinity as of 2023. Mambaling is known to be the

home of over 1,000 Badjao households that resided within the community in New

Alaska Beach Association (NABA), the urban settlement near the coastal areas of Sitio

Alaska, Mambaling. According to Brgy. Secretary, Mrs. Kimberly Ross A. Tabalin, the

community is said to be diverse in the present time with the Badjao tribe, Muslims, and

Christians living together within the district. The district is divided into 2 sitios—Sitio

Naba and Sitio Puntod, which is then divided into 2—Badjao A community and Badjao B

community.

Considering the location of the community, it is visible that Mambaling is the

center of economic development in Cebu City as it is surrounded by numerous

universities and containing prominent landmarks such as the Archdiocesan Shrine of

San Roque, SRP (South Road Properties), SM Seaside Mall, Cebu Ocean Park, and

most especially the upcoming SM Arena built along F. Vestil Street. In terms of local

products, Mambaling is known for its lechon and bibingka markets filling the areas along

C. Padilla Street. Like any other barangay, Mambaling also has its own traditional

festival, the Sinulog sa Mambaling, celebrated annually by the Mambalinganons which

takes place on the last week of January, a week after the Sinulog sa Sugbo festival. In

the opinion of Mrs. Tabalin, Mambalinganons are known to be active participants in

showcasing their talents in different sports such as basketball, tennis, and even dance

sports. In a way, this somehow contributed to Mambaling’s promotion and exposure

across the province of Cebu.

A total of 179 employees works within Mambaling barangay hall, both elected

and appointed. As per interview, Mrs. Tabalin stated that there are over 9 departments

within the complex. These departments are the following:

- Administrative office

- Judiciary (Barangay Lupons)

- Health Department

o Barangay Health Workers (BHW)

o Barangay Nutrition Scholars (BNS)

- Peace & Order

o Barangay Public Safety Office (BPSO)

o Auxiliary Forces

- Gender and Development (GAD)

- Wheels of the Disaster Department

- Clean and Green Department

Currently, Barangay Mambaling is facing a lot of environmental problems such as

flooding within the area due to improper disposal of garbage and ineffective drainage

system. Under the supervision of the new Brgy. Captain, Capt. Salvador, a clean and

green campaign project entitled "Gubat sa Kanal” shall be implemented when funds are

sufficient to execute the project. Furthermore, the barangay’s complex is also facing

structural and environmental issues. Visible cracks are found circling the building hall.

Only the ground floor of the barangay is functional, while the second floor is currently

unused for safety reasons. Numerous scrap materials from constructions could be

found under the bleachers of the gymnasium or covered court. It is still functional but

not aesthetically pleasing. Improper disposal of garbage can be observed in the

surrounding areas of the barangay complex, making the complex a flood prone area.

Basically, the complex is at its vulnerable state. This study aims for the designer to

create a design solution for the barangay complex wherein it promotes a clean and

green environment, as per the brgy. Captain’s goal and reflects the unique character of

Barangay Mambaling.

Statement of the Problem

The primary goal for this study is for the designer to formulate a cohesive design

solution for the new barangay complex of Barangay Mambaling. To effectively meet the

needs of the problem, the following shall be evaluated thoroughly by the designer:

1. What is the background of Barangay Mambaling in terms of:

1.1 location;

1.2 historical background;

1.3 culture; and

1.4 tradition?

2. What are the following space requirements found within the barangay

complex?

3. What are the following design considerations that the designer intends to

apply?

4. What design concept solution is suitable for Barangay Mambaling’s whole

new barangay complex?

Historical Background

The origin of Barangay Mambaling’s name come from the Cebuano word “mam-

baling” which meant fishing. Since majority of barangay Mambaling’s terrirtorial areas

are near coastal areas, fishing became the first and main livelihood of the

Mambalinganons, which then gave birth to the name of the barangay itself. Around

1990s – 2000s, the Badjao community arrived and settled within the coastal areas of

Alaska, Mambaling, which is the largest area of the district. This led to the diversity of

the community’s culture with the Badjaos, Muslims, and Christians living together in the

area. In addition, Mambaling was also known for its leisure sport, Jai-alai, that grew

popular in the 1980s which took place in Jai-alai building. With the growing fame of Jai-

alai sport during this time, lechon and bibingka markets arose near the building to cater

meals for the players after every game was held. However, the sport lost its fame in the

1990s, its building abandoned and now replaced by the Gaisano Mall. On the other

hand, lechon markets, along with the traditional bibingka, remained and are selling well

even up to this day. Another common tradition most Mambalinganons share is the

celebration of Sinulog sa Mambaling. According to Mrs. Tabalin, the former parish priest

of Mambaling, Msgr. Alesna, was the one responsible for the creation and birth of the

Sinulog sa Mambaling which is celebrated annually a week after the main festival of the

province of Cebu, Sinulog sa Sugbo. With their very own Sinulog festival in their district,

Mambalinganons find their way to show their honor and faith to Snr. Sto. Niño altogether

as a community.

DESIGN REQUIREMENTS

The barangay’s historical background, culture, and tradition are the following that

must be considered when designing the complex. In addition, the proposed design must

showcase the barangay’s distinct character applying indigenous Filipino architecture

with the adaptation of new technology using native materials such as bamboo, nipa,

rattan, etc.

The lot is in generally flat area (Maximum R-3 zone) and is surrounded by a low-

rise residential building. Line 1 to 2 is bounded by Ma. Gochan St. 8.00 meters wide and

line 4 to 5 facing a 4.00 wide access road.

Design Considerations

The following must be considered in creating a design solution for the new

Mambaling barangay complex:

Form of the structure. The design should be in context with its surroundings and

showcase a concept that reflects the unique character of the community. Not only

should it be aesthetically pleasing but must have a durable appearance.

Scale and proportion. Anthropometrics and space dimensions must be thoroughly

considered for comfortable use of the occupants.

Health and safety. The choice of materials must be taken into consideration in a way

that it provides not only the durability of the structure, but also thermal comfort for

occupants within. In addition, proper zoning of spaces must provide comfortable flow

and safety of users.

With the data gathered, the following are the space requirements of a barangay

complex with their respective standard dimensions:

Concept Statement

As mentioned earlier, the designer is tasked to create a whole new design

concept of the barangay complex that aligns closely with the barangay’s environment

and context. With all the data gathered, the designer decided to apply the concept of

“bangka” for the new design of the barangay complex. Mambaling is well-known for its

vast coastal areas within its territory and as stated earlier in its historical background, its

name is a Cebuano word for “fishing”, which has been the main livelihood of their

ancestors. The “bangka” or boat symbolizes one’s journey life, representing the

progress and passage through different stages of life. This symbolism captures the

distinct characteristic of barangay Mambaling, how it continuously shows progress in its

social and economic aspect. Natural materials such as bamboo and wood shall be

utilized in the design along with the application of modern technology such as concrete

for a more durable structure and fiberglass for fireproof insulation. As much as possible,

sufficient openings shall be considered to enable more natural light to enter and proper

circulation of wind flow within the building, providing thermal comfort for the occupants.
