1. INTRODUCTION

1.1 PURPOSE
This Method Statement is to ensure that excavation and backfilling works activities shall
be expedited in an efficient and safe manner in accordance with all relevant contract
documents, (Specification and drawings) and international accepted methods, utilizing
proven methods and procedures as detailed herein.

The Method Statement covers the general requirements for the excavation and
backfilling activities associated with sleepers, culverts, buildings, utilities trench, other
structures and other civil works and prescribes work procedures for the excavation,
backfilling and compaction works in accordance with contract requirements, safety
procedures and IFC drawings related to the site work activities.

3. RESPONSIBILITY

Construction Manager (CM) : shall ensure co-ordination between Contactor and Sub-
contractor, sign the PTW as an Authorizing authority, hazards identified and mitigated and
ensuring that all the safety prescription defined on the PTW and Risk Assessment are
implemented, Updated lists of Issuing /Operating Authorities will be made available to the
Site HSE Manager, Permit Coordinator and all other relevant permit signatories.

Manager / Superintendent (Civil):- shall be the issuing authority of PTW, ensuring


adequate supports provided for Rebar structures, ensure enough working space available.
Ensure the requested work is not conflicting with other priority works in his area of operation.
The hazards have been identified and mitigated for the job requested, signed by the
discipline engineer and attached along with the work permit application;

QA/QC Manager: shall organize and manage all QA/QC activities as per approved QCP and
PQP.

QC Inspector: shall carry out inspections; ensure quality control as per specification and
standard.

Operating Authority (Contractor): Is the Authorized person of Contractor, responsible for


the construction activities, shall be responsible for routine check and safety of the personnel
working at the site and to address all unsafe condition on site, responsible to check the work
area, ensuring all precautions are in place and work can commence.

Sub-Contractor Construction Manager (SCM): Shall arrange a safe working plan, ensure
medical certificate for the workers, safe working, providing adequate supports for rebar
structure to avoid collapse, rigid shuttering, concrete is poured and compacted properly, post
pour curing and ensure safety measures are followed properly in work site, shall be
responsible for routine check and safety of the personnel working at the site and to address
all unsafe condition on site. SCM has to ensure that the steps mentioned in this method
statement are fully complied prior to commence of work.

Sub-Contractor Site Supervisor and Foreman: shall arrange a safe working plan and
supervise the workforce to achieve the proper and safe execution of works, shall be
responsible for routine check and safety of the personnel working at the site and to address
all unsafe condition on site

Site Engineer (Sub-contractor): Shall organize and manage all activities related to
concrete works as per approved drawings & specifications. He should carry out as clearly as
possible to ensure that works & all related activities proceed accordingly & safely, shall be
responsible for routine check and safety of the personnel working at the site and to address
all unsafe condition on site

Sub-Contractor Scaffolding Supervisor: shall arrange a safe working platform for


concrete work and supervise the workforce to ensure proper erection and inspection of
scaffolding system.
Sub-Contractor Rigging Supervisor and Foreman: shall arrange for a safe lifting
operation for concrete work and supervise the workforce to ensure safe loading/unloading of
materials and concrete pouring activity

Performing Authority (Sub-contractor): To supervise the work, and execute in a safe


manner. Ensuring workers have attended all mandatory training, conduct safety tool box
(STARRT) meeting prior to starting the work at site, shall be responsible for routine check
and safety of the personnel working at the site and to address all unsafe condition on site,
providing adequate supports for rebar structure to avoid collapse, rigid shuttering, concrete
is poured and compacted properly. Performing Authority has to ensure that the steps
mentioned in this method statement are fully complied prior to commence of work. Ensuring
availability of checklist, STARRT card, training passports at site. Ensure proper MS and RA
are available and used at work location.

HSE Officer / Supervisor: assigned to the area shall be responsible for routine check and
safety of the personnel working at the site and to address all unsafe condition on site.
Checking of checklist, STARRT card, training passports at site. Ensure proper MS and RA
are available and used at work location.

4. PROPOSED METHOD STATEMENT FOR EXCAVATION AND BACKFILLING WORKS

4.1 EXCAVATION FOR SLEEPERS, CULVERTS, BUILDINGS, UTILITIES TRENCH AND


OTHER STRUCTURES
 Valid permit must be obtained to start the work of the activity (Excavation).
 Avoid air pollution by spraying Water on site work location.
 Survey points (Level and Coordination) to be marked for starting the excavation.
 UG utilities to be checked before starting the work.
 All signs and access for the excavation area to be properly fixed with enough light for
night shift.
 To avoid reasons for collapse (execute Deep Excavation before Shallow one).
 45 degree slope to be used to protect excavation deeper than1.2 m.
 Excavation area must be hard barricaded if more then 1.2 meters depth and soft
barricade n less then 1.2.mtr.or sand bund of 1 meter heights.
 All the excavation must have two access with handrail as per standard. should provide
with
 Excavated earth must place 2 meters away from excavation edge.
 Nera the road and traffic movement excavation must be protected with hard crush barrier.
 Shoring to be used for Excavation more than 3 m.
 Detailed drawing to be available and to be included in the excavation plan.

4.2 STOCK PILE


 Excavated Material to be stocked properly not to obstruct access ways.
 All HSE precautions required to be followed according to HSE plan.
 Prepare site plan showing parking, routes, safe loading and to be shared with the
responsible site person.

4.3 SHORING FOR DEEP EXCAVATION (when required)


 Shoring construction works shall be performed in the following sequences:
 Installation of H-Beams 300mm x 300mm or larger, as required, shall be completed to the
required depth and spacing, as shown on approved shop drawings.
 Manual excavation shall be done between H-Beams to a depth of 1.0m and width equal
to the width of the H-Beam.
 Wooden planks or steel plate shall be installed between the H-Beams starting from
bottom to top.

 Area behind the wooden planks or steel plate shall be backfilled manually by ramming.
 The same procedure shall be continued till the required depth meter by meter and on all
bays between H-Beams.
 Inspection shall be carried out thoroughly on interlocked joints of driven H-Beams
extending above ground level if the vertical supports are out of interlock.
 Removal of shoring materials to be done by removal of the steel plates (top then bottom)
will be released from surrounding soil pressure and pulling out from between the H
beams, then H beam to be removed by Machinery. All make to be stocked out safely.

4.4 DEWATERING FOR SLEEPERS, CULVERTS, BUILDINGS, UTILITIES TRENCH


AND OTHER STRUCTURES, as required
4.4.1 Method of Execution
 Dewatering of the excavation will be by well points systems.
 Prior to commencement of excavation, number and location of bore holes details
and test report shall be collected and verified. Soil tests reports shall be verified to
ascertain the type of soil, soil condition and ground water table.
 If existing discharge system is available, permission for dewatering through the
existing system will be obtained in coordination with ESSAR prior to starting the
operations and if not Found Land Drain System must be used for Evaporation pit.
 While de-watering during excavation of areas, the following care shall be taken:
1. Excavated faces shall not be disturbed.
2. The stability of other parts of the site or adjoining property.
3. Any sumps of water collection shall be constructed, clear off the excavation &
fill after the completion of work.

4.5 BACKFILLING FOR SLEEPERS, CULVERTS, BUILDINGS, UTILITIES TRENCH AND


OTHER STRUCTURES
 Form work shall be removed from concrete structure and post pour inspection shall be
carried out.
 Prior to starting backfilling of the underground surfaces, application of bituminous paint,
fixing of polyethylene sheets and proper approval of concrete surfaces protection shall be
taken from the concerned department through RFI.
 The backfilling shall be carried on layer by layer. Each layer thickness shall not be more
than 200mm in loose according to the related specifications.
 Moisture content must satisfy The Specification.
 Heavy vehicles shall not be used very near to the structures and excavations to avoid
damage and collision of the surrounding soil.
 The finished grading shall be in accordance with KIPIC specification.

5. PROTECTION AND SAFETY


 Care shall be exercised to protect the surroundings, including existing structures,
foundations under services, and all operations shall be conducted so as to prevent any

unnecessary destruction, scarring or defacing of natural surroundings in the vicinity of the


work.
 Excavations shall be extended to sufficient distance from walls and footings to permit
placement and removal of forms, installation of services and other construction required.
 Place excavated material at a sufficient distance of at least 100cm from the edge of
excavation (as per specifications) to prevent from falling in to the excavation or causing
cave-ins.
 Step cut or slope cut shall be done for all excavations. If space limitations are there, sides
shall be protected from collapse by providing suitable shoring, as reasonably practical.
 All temporary fences, guard rails, barricades, lights, warning signs, blinking lights, other
protective ensures needed as safety precautions shall be maintained and will be provided
during constructions.
 All necessary permits shall be obtained as per Company safety regulations prior to start
of work eg. Cold, hot, personal gas detector as well as multi gas detector shall make
available as and when required.
 All equipment to be used at site shall be in very good condition with first-aid kit, fire
extinguishers, reverse alarm, spark arresters etc. and all mechanical equipment shall be
checked by Safety personnel and certified.
 All equipment operators are well trained and certified, licenced.
 Housekeeping shall be maintained at the highest level all times at site.
 Provision of banks man to guide all moving equipment.
 Welfare facilities shall be arranged prior starting the work.
