ORGANIZATION OF AFRICA UNITY ( OAU) May 25,1963

Any meaningful historical foundation of O.A.U must necessarily start with Pan- africanism.pan-
Africanism can be defined as an ideology or word which aims at encouraging and strengthening
solidarity amongst Africans in Africa and Africans in disapora such as. Edmond Wilmot, George
Dadmore,Marcus Garvey, WE Dobois etc.These Africans faced discrimination in Europe and then
realized that Africa was their real homes therefore they called for the unity of the negroes.
The first Pan African conference was held in Paris 1918.
The second Pan conference was held in Lisbon 1923
The third pan Africa conference was held in New York 1927
And the last one in Manchester 1945 was the one that had great impact on Africans and this
conference was graced with the presence of renowned Africans such as kwame Nkrumah, Samuel
ladoke, H.O davies , Wallace Johnson etc.
They were happy with the speech giving to them by Africans in diaspora and these young
Africans pushed for the formation of OAU on May 25,1963.

Before the establishment of OAU we have three blocks Which are : Brazzaville bloc, Casablanca
bloc ,monrovia bloc

Brazzaville bloc:it is the capital of congo.brazavile bloc is also refer to as Malagasy group.This bloc
was created by former and created by former french colonies such as ivory coast , Dahomey,
Cameroun,Niger etc.This bloc was largely pro western

2) Casablanca bloc:It is a city in Morocco ( it's capital is Rabat). Casablanca was a radical bloc that
was established to challenge the pro western stance and called for the immediate political
integration of Africa.casablanca consist of Egypt,Mali, Morocco, Algeria, Guinea etc

3) Monrovia bloc: This was a conservative bloc that tries to be neutral between the brazivile and
Casablanca.. Monrovia bloc consist of countries such as Nigeria, ethopia, Liberia,sierra Leone
etc.This bloc calls for the gradual political integration of Africa.
On may 25th1963 the Casablanca bloc and Monrovia bloc was disbanded but brazivile bloc
continues to exist. 32 Africa country then establish OAU at Adis Ababa ,ethopia.

OAU was established for five main objective :


1) Africa solidarity
2) eradication.of colonialism and apartheid
3) international cooperation but maintenance of non- alignment
4) Better lives for Africans
5) To defend the sovereignty, territory integrity and independence of Africa state .

We have. Five organs of OAU which are:


1) Assembly of head of state and Government
2) council of Ministers
3) secretariat
4) committee of mediation , conciliation and Arbitration
5)The liberation committe

1) Assembly of head of state and government:This is the highest, foremost and supreme organ of
OAU. It consist of the various heads of state and heads of Government of member state ..it meets
once a year except for extra ordinary session approved by two third. It is headed by a chairman
elected among members state and it is rotational

2) council of Minister:This consist of External affairs minister of members state.


It meets twice yearly except for extra ordinary session.This organ is responsible to the assembly.
The council approves the budget of the organization, prepare the agenda for the meeting of the
Assembly of heads and Government. The council recommends the secretary General fot
appointment.

3) secretariat:This is the executive amd administrative organ of OAU. It is responsible for the day
to day running activities of OAU.it is headed by the secretary General appointed by the assembly
for a period of four years and it is renewable .The secretary General is assisted by two deputy
secretary general.They are the one that prepare the budget which is approved by the council of
Ministers

4) Committe of mediation, conciliation and Arbitration:This is the organ that settle disputes
among members State.it consist of 21 members with a president,vice president and registrar.The
21 members are appointed for five years term

5) liberation committe:it was created in 1963 located at Dares-es-salam.it is responsible to assist


countries under colonialism and also extend support to liberation MOVEMENT

HOW OAU TRANSFORM TO AU....

On September 9 1999 .the assembly of. Head of state and governor's inserted Libya,issued Sirte
declarations which calls for the establishment of African union.There was a critical need to move
away From decolonization to increased cooperation and resolving the challenges facing Africa.
On may 26 2001,Au was established but it was officially launched on July 9, 2002.its
headquarters is at Adisabbaba but it was launched in Durban,south Africa under the south Africa
president Thabo Mbeki..

They are currently 55 countries in Au . morroco left 1984 but was re admitted in 2017.south
sudan was the last to join OAu and Gain independence 2011

Organ of African Union

1. The Assembly ; approve budget, highest decision making body, admit new members and
sanction any member states that doesn't comply, it determine the organization policy, they meet
one in a year and it's headed by a chairperson who holds office for one year.
2. The Executive council: it compose of all the foreign or external affairs Ministers In each
member state. They meet twice In a year . They are directly responsible to the Assembly. It deals
with matter that includes Agriculture, foreign trade, energy, industry and mineral resources,
transport, communication, science and technology etc. They elect the commission chairperson
and is deputy with the 8 commissioners. They prepare the budget

3. Commission: it is the secretariat of the AU.it implement the decision taking by the other
organs. It represents the organization in diplomatic missions. The commission is composed of a
char person,his deputy and 8 commissioners for a 4yrs tenure which is renewable

4. Permanent representative; is a committee of ambassadors of member countries which was


accredited to the former OAU .

5. Peace and security council

6. ECOSOC: established In 2004 but it's first General Assembly was formally launched September
9,2008. It builds a strong partnership between government and all segments of the African civil
society. This group is made up of different African social grous which act as advisory organ to the
AU. The structure of ECOSOC is composed of a Genera Assembly,a standing committee,sector
cluster communities and a credentials committe.

4.fight against apartheid
5. Establishment of Africa development bank.
6. Economic achievement

Disadvantage
1. Financial problem
2. Political instability
3. Economic dependence
4.lack of standing army.
5.language problem
