Ans: It is necessary to make rules in the form of laws as:

However, a few people don't share his views. They feel that illiterate people, who are mainly

Ans: Yes, according to me this is kind of discrimination because:
The independent air in which we are breathing today is a result of a mass struggle
irrespective of the literacy of the people.
Generally, nobody likes to be illiterate by choice. People must be given equal
opportunity to be a part of the system.
Even today if there is a foreign attack all the citizens will fight for the nation on the
same level irrespective of their literacy status. So they must be given equal
opportunity in the appointment of government too.
If only a few literate people vote, the powers would be limited to a certain class of
people.
There is a high chance of corruption if only a few people are allowed to
vote.
