0.1 This Joint Services Specification has been prepared by Stores Standardisation Sub
Committee on the authority of Standardisation Committee, Ministry of Defence.
0.2 This specification has been approved by the Ministry of Defence and is mandatory for
use by the Defence Services.

1. SCOPE
1.1 This specification covers the requirements, method of sampling and testing of Paint,
RFU, Finishing, Air Drying, Brushing / Spraying (Synthetic Enamel) for painting of vehicles
& equipments where high gloss is required. It is intended for protection & decorative
purposes & can be applied on wood or metal exterior or interior surfaces.
2. APPLICATION
2.1 The Surface over which the paint is to be applied shall be prepared free from rust, dirt
and greasy matter. One coat of 8010 - 000 121 Paint RFU Primary Red Oxide Iron Zinc
Chromate Priming Universal Synthetic, Brushing/Spraying, ISC – 446 to CQA(M)/SS/148.
One coat of under coat synthetic exterior Brushing/Spraying white to IS 2932 : 2003 and two
coats of finish paint governed by the specification are to be applied over the prepared surface.
The paint as such is suitable for application by brushing. The paint may be diluted to spray
able consistency when thinned in the synthetic thinner DS Cat No. 8010 - 000 129 .

4. DEFINATION
4.1 For the purpose of this specification, definition of terms as given in IS 101 and
IS 1303 shall apply.
6.1 The material shall be based on synthetic acrylic modified alkyd resin. The material
shall be of such a composition as to satisfy the requirements of this standard.
6.2 The material shall be supplied in brushing consistency, and shall be capable of being
thinned to spraying consistency by use of synthetic thinner H1 (a) 8010 - 000129 conforming
to IS 1872: 1961 (Reaffirmed - 2009), Amd - 2 .
6.3 The material shall be free from hard settling, skinning and tendency to gel. The
material shall be in such a condition that smooth and uniform consistency is obtained easily
by stirring.
7.1 Manufacturers/contractors must satisfy themselves that the stores are in accordance
with the terms of the contract and fully conform to the required specification by carrying out
a thorough pre - inspection of each lot before actually tendering the same for inspection to the
Quality Assurance Officer nominated under the terms of the contract. A declaration by the
contractor that a necessary pre - inspection has been carried out on the stores tendered, will
be submitted along with the challan. The declaration will also indicate the methods followed
in carrying out pre - inspection showing the features checked/tested and will have the test
certificate attached to the challan/declaration.
7.2 If the Quality Assurance Officer finds that pre - inspection of the consignment as
required above has not been carried out, the consignment is liable for rejection.
8. QUALITY ASSURANCE
8.1 Examination of sample, taken from any portion of a consignment, as per the sampling
plan, shall show that the paint conforms to the following requirements.

Note: Unless stated otherwise, distilled water confirming to IS 1070: 1992 and analytical
grade chemicals shall be used in testing operations.
9. INSPECTION
9.1 If, on examination of any portion of a consignment the material is found to be not
meeting the requirements of this specification the whole supply may be rejected.
9.2 Sampling plans and criteria for conformity shall be as per specification No.
IND/SL/8900(a) ‘Sampling plans and procedures for Inspection of Material Stores.’
10.1 The paint shall be such that when stored in its original sealed container under normal
temperature condition, there shall be no skinning, gelling or caking inside the containers and
shall retain the properties stipulated above for a period of not less than 12 months from the
date of manufacture.

APPENDIX – ‘A’
A.1.1 The paint sample, taken in a closed container is kept at 600 C for 96 hrs. After the test,
the paint shall not gel, liver, curdle or show increase in efflux time by more than (+/ - ) 8
seconds, and there shall be no evidence of seeding. The paint shall meet the drying time
requirement and the paint film shall be smooth, uniform and free from streaking, mottling &
seediness. The change in gloss value shall not differ by more than 5 units from the initial
gloss value.
