Pradhan Mantri Suraksha Bima Yojana; non publicity of Atal Pension Yojna (APY), PM
Suraksha Bima Yojna (PMBSY) and PM Jeevan Jyoti Bima Yojna (PMJJBY) in the job cards
Para 8.9 of Operational Guidelines provides that Mahatma Gandhi NREGA workers are covered
under the Janashree Bima Yojana (JBY) implemented by Ministry of Finance. JBY provides life
coverage and disability benefits to rural people. Rashtriya Swasthya Bima Yojana (RSBY) has
been extended to all Mahatma Gandhi NREGA workers/beneficiaries who have worked for more
than 15 days in the preceding financial year. DPCs and POs are required to make workers aware
of these schemes. For RSBY, a list of workers/households that are entitled to this scheme is
available in NREGASoft.
Para 27, Schedule II (Master Circular 2022-23) stipulates that If a person employed under the
Scheme meets with death or becomes permanently disabled by accident arising out of and in the
course of employment, he or his legal heirs, as the case may be, shall be paid by the
implementing agency exgratia as per entitlements under the Pradhan Mantri Suraksha Bima
Yojana or as may be notified by the Central Government.
Further, clause no. 11.14 of Master Circular 2022-23 stipulates that Publicity of Atal Pension
Yojna (APY), PM Suraksha Bima Yojna (PMBSY) and PM Jeevan Jyoti Bima Yojna (PMJJBY)
need to be ensured through job card. Refer letter number DO NO. J-11060/1/2018-RE-VI
(361692).
Audit noticed that no action has been taken by the Directorate of Rural Development, Shimla for
coverage of workers under Janashree Bima Yojana and Rashtriya Swasthya Bima Yojana during
the period covered (2019-24) under audit by sharing the details of workers under MGNREGA
with nodal department in State Government (Health and Family Welfare Department)
implementing above schemes.
In this regard following information may be provided to audit:
1. Facts and figures may be confirmed as correct, variation if any may be pointed out with
documentary proof.
2. Has department shared details of workers under MGNREGA with nodal department in
State Government (Health and Family Welfare Department) regarding registration for the
purpose of above insurance schemes during 2019-24.
3. Has any premium towards two insurance schemes transferred to Health and Family
Welfare either by the State Government through Directorate of RDD or by District
Programme Coordinators.
4. As any claim paid to the worker under MGNREGA out of above two schemes in case of
any type of casualty. Details may be shared to audit.
5. Whether any of the scheme has been modified/integrated into HIMCARE or
AYUSHMAN BHARAT or not. If yes, the details of the same may be supplied.
6. How benefits to the disabled people were given under the Pradhan Mantri Suraksha
Bima Yojana. Mechanism pertaining to this may be justified to audit alongwith
documentary details.
7. Whether publicity of Atal Pension Yojna (APY), PM Suraksha Bima Yojna (PMBSY)
and PM Jeevan Jyoti Bima Yojna (PMJJBY) has been ensured through job card or not. If
yes, details of expenditure made for the period 2019-24 may be stated to audit alongwith
documentary proof.
