CHAPTER I. BACKGROUND

A. Introduction

The DepEd Division of Guihulngan City belongs to the industry of services in the provision of
basic education. It caters to the following age group of learners: 5–11 years old for elementary,
12–15 years old for junior high school, and 16–17 years old for senior high school. There is also
the Alternative Learning System that caters to the OSC, OSY, and OSA, and the SpED
Program for children with special learning needs.

The Division of Guihulngan City is the main implementer of the provision of basic education
services to the public with the help of the local government and in collaboration with government
and non-government stakeholders. The Division provides supervision and control of the public
elementary and secondary schools and provides reasonable supervision and regulation to
private elementary and secondary schools within its jurisdiction.

The Schools Division Office (SDO) is in Osmeña Avenue, Poblacion, Guihulngan City and
consists of XXX employees. It has three (3) separate buildings, serving different functions and
housing different sections of the Office.

The Office is in Guihulngan City’s central business district, where many of the main business
establishments are situated.

CHAPTER II. GOALS AND OBJECTIVES

A. Goal

The goal of the contingency plan is to provide effective, efficient, timely and well-coordinated
response mechanisms in the event of the occurrence of a fire in the Schools Division Office of
DepEd Guihulngan City. Such mechanisms shall help ensure safety of all personnel and clients
and minimize damage to property and operations.

B. General Objective(s)

The general objectives of the contingency plan are as follows:


1. To ensure clearly defined procedures for quick and safe evacuation of all personnel and
clients through the conduct of annual fire safety trainings;
2. To secure effective communication channels to alert every one of the fire and provide
updates;
3. To establish procedures for fire suppression and coordination with emergency services;
4. To institute plans for the assessment of damage, restoration of operations, and support to
affected individuals.

This Contingency Plan will only be activated upon the recommendation of the RDANA Team
using the following decision points:

Unless the findings specify otherwise, the Contingency Plan will not be activated. In the case of non-
activation, the plan will be maintained as a perpetual plan for future use in the event of upcoming fire
incidents in the Division.

ANNEXES

Working Group

Purpose:

 An important part of the plan is the identification of the Working Group that shall be overall
responsible for the completion of the contingency plan. This group shall initiate the conduct
of follow-through activities such as testing, evaluation, packaging, updating and
improvement.

 In the Annex portion of the plan, describe the Working Group by doing the following steps:

1. The Working Group shall oversee the refinement, finalization, testing, evaluation,
packaging, updating and improvement of the contingency plan under the supervision of
the Local DRRM Office.

2. Overall duties and responsibilities of the working group.

a. Facilitate the refinement and finalization of the contingency plan to include testing,
evaluation, packaging, updating, and improvement.
b. Develop work plan for the completion and updating of the contingency plan.
c. Organize consultation meetings with the planners and relevant technical experts
regarding the development of the contingency plan; and
d. Facilitate the presentation and endorsement of the contingency plan to the
authorities for comments and approval.

 Specify the names of the working group members, office/agency, and contact details.
Afterwards, indicate the roles and responsibilities of each. For reference, a working group is
typically composed of the following members with their roles and responsibilities.

a. Head: overall in charge of coordinating the entire CP Process; monitors the


progress of the contingency plan; disseminates updates on the contingency plan to
agencies/offices concerned; leads the conduct of simulation exercise to test the
coherence and integrity of the plan.

b. Facilitator: facilitates meetings on contingency planning participants to achieve the


target outputs.

c. Secretariat: Documents and assimilate comments, inputs and recommendations


gathered during meetings, workshops, and exercise into the contingency plan;
consolidate the outputs from the clusters and integrates them into the contingency
plan; provides other secretariat services.

d. Cluster Representative(s): facilitates the completion of detailed implementation


plans for the respective cluster, including the accomplishment of the CP forms;
ensures the availability of data for the specific cluster; coordinates with other
clusters to ensure that the preparation of sub-plans is on track, that the different
cluster plans are consistent with each other, and that all clusters are familiarized
with their tasks likely to be performed in case of an emergency.
