INTRODUCTION

Emergency / Disaster planning is an integral part of the overall loss-control Program and is
essential for any organization to plan and execute such plans. This is important for effective
management of an accident / incident to minimize losses to people & property, both in and
around the site. Emergency planning process also brings to light the deficiencies such as lack
of resources necessary for effective emergency response. Emergency planning also
demonstrates the organization’s commitment to the safety of employees, work place, labour
camp and increases the organization’s safety awareness.

The format and contents of the Emergency Response Plan (ERP) have been developed taking
into consideration the regulatory guidelines, other applicable documents and accepted
industry good practice principles formulated as a result of lessons learned in actual
emergencies requiring extensive emergency response.

This Plan outlines the general procedures followed for all emergency situations and incidents
that could occur as a result of Project construction / operations or by natural causes,
equipment failure or by human error.

OBJECTIVE

An emergency plan specifies procedures for handling sudden or unexpected situations. The
objective is to be prepared to:
 Prevent fatalities and injuries.
 Reduce damage to buildings, stock, and equipment.
 Protect the environment and the community.
 Accelerate the resumption of normal operations.
 To ensure preparedness to control the emergency, localize it and if possible, eliminate
it.
 To deal with incidences of fire, spillage, flood, earthquake etc.
 To minimize loss of life and property.

SCOPE

This procedure describes how to prevent, mitigate, handle and respond to emergencies
arising during the execution of project activities at WE WORK INDIA Kharadi, Pune.

Details of hazardous substance being used on project premises


1. Chemical Storage- -7th level -Paint, thinner, VOC, Sanitizer and disinfectant
chemical, adhesive etc.
2. Gas cylinder storage- -B2 level - Compressed gas cylinder like, Oxygen, Nitogen,
R410(Refrigerant gas) and DA cylinder.

Identification of hazardous area and present control measures


1. Combustible material and other scraps like (metal and empty paint container) are
present at -B2 level. As a control measure sufficient number of fire points has been
placed at necessary location.
2. Paint/ chemical storage has been made at -7th level. As a control measure provision of
ventilation, spillage kit, secondary containment tray, sand bucket and 24X7 fire
marshal has been deployed. Also, provision of 2 fire points has been made outside of
stores.
3. On -6th & 7th level 4nos fire points were present to extinguish the fire.

Details of emergency power supply


Below are the provision for emergency.
 Power provision for MLDB panel are coming from two different power
source, ie. Express feeders.
 In case of power failure DG will start functioning.
 For emergency UPS provision has been made for things like, emergency exit
signages, emergency lights, etc.
 The Developer provided 4 x 2250 KVA Generators (N+1) configuration for
each building. All 1 nos. generator shall be configured for automatic
synchronizing and load sharing onto a common generator switch board with
its operation in auto mode.

6. COVID 19 PPE Kit (coverall suit, face mask, face Shield, cover & Hand gloves) are
available at first aider for in emergency cases. All these PPE’s minimum 10 pieces of
buffer stock shall be maintained.

FIRE FIGHTING SYSTEM


1. For firefighting arrangement at least four fire point present on each working floor,
where construction work is being carried out.
2. For chemical storage 1 fire point present at -7th level.
3. For material storage yard 4 fire point present at -B2 level.
4. Near scrap yard 2 fire point present at -B2 level.
5. Near -1 gas cylinder storage yard 1 fire point available.

Site emergency response team will be structured as follows:

Roles and responsibilities if ERT team

 Incident Controller – CBRE Project Manager shall act as Incident Controller, he is


responsible for activation the emergency siren assuming overall command during the
emergency situation. In case of Sunday/ holiday/ non-working hrs. security team will
play the role of Incident controller.
 The responsibility of emergency controller is to take and give decision to control the
situation.

 He will maintain continuous review of possible development of response measure to


control the situation.
 He will assess, consult with key personnel.
 Ensure that casualties are receiving adequate attention and send to the nearest hospital
for further treatment after giving the first – aid.

Site Controller– CBRE construction manager shall act as Site Controller, on hearing
of an emergency he will rush to the scene of occurrence and after understanding the
incident details report to incident controller of his plan of action. On arrival he will
assess the scale of emergency and decide whether a major emergency exists or is
likely and inform the incident controller accordingly. In case of Sunday/ holiday/ non-
working hrs. security team will play the role of Site controller.

 He will be the ground in- charge for the emergency response operations.
 He will guide and assign the team for the response operation (like search & rescue,
firefighting, fire marshals and first-aid team).
 He will guide the occupant and other team members for safe evacuation.
 He will pass the information to emergency controller about the situation and condition
of emergency site.
 He will guide and coordinate with other government bodies (like Fire brigade,
Ambulance, Police, etc.).

Evacuation Team – Work in-charge is the head of evacuation team and other team members
from safety & security person will be involved.

 The team member will immediately report to the Emergency Response Centre.
 Obey the instruction given by the emergency coordinator.
 Carry search and rescue, firefighting and other emergency operation.
 Take prompt action to control the situation.
 Maintain all emergency equipment and appliances in good working condition.
 Guide the occupants for safe evacuation.

Fire Fighting Team – Competent Fireman or security in-charge is the head of fire
team and other team members from site security and contractor safety steward.

First Aid Team – Certified First aider is the head of First Aid Team and other team
members are site ambulance driver, store staff & contractor’ safety resources.

Clean up Team – Housekeeping In charge is the head of clean up team members


from housekeeping team.

Head Count Team – CBRE Engineer & Security in-charge is the head of head count
team and other team members.

ERT Team Roles & Responsibility


Incident Controller - As the project head, he is responsible for activation the
emergency plan assuming overall command during the
emergency situation.
- Immediately arrange for an informal on spot meeting of the
members preferably at site to take information about the
situation and initiate necessary measures
- Take decision on the procedure to be adopted based on the
type and extent of the emergency
- Inform onsite Safety Officer about the incident.
- Analyze the situation and determine if rescue services from
relevant government departments are necessary
- Conduct a review of the accident site with onsite Safety
Officer after resolving the accident and determine if it is
safe to resume the construction work.
- Instruct team member & workmen about the termination of
emergency and to go back to the construction site under a
safe situation.

Site Controller - Direct the ERT members about the situation and area
adversely affected by the emergency.
- Ensure those all-key personnel and outside help if required
is called in.
- Provide advice and information to the fire & security team,
local fire and medical service if deemed necessary.
- Ensure that all non-essential workers/staff of the areas
affected are evacuated to the nearest assembly points.
- Initiate the search & rescue operations.
- Set up communication points and establish contact with
emergency control center
- Report on all significant developments to the site
controller.
- Have regard to the need for preservation of evidence so as
to facilitate any inquiries into the cause & circumstances,
which caused the emergency.
- Ensure maintenance and availability of all type of
emergency equipment to respond the emergency situation.

- After getting site evacuation instructions from the site


EVACUATION controller they will ensure entire site is evacuated in safe
TEAM manner.
- Assist in evacuating all workers and staff to assembly point

- Conduct head-count in the Emergency Assembly Point


- Report any missing person to the site controller
- Time to time reporting to site controller.
- Identify fire intensity and communicate to the site
controller.
FIRE FIGHTING - Use correct type of fire extinguishing agent to douse the
TEAM fire.
- Maintain all firefighting equipment in working condition.
- Report to site controller on condition of firefighting
equipment.
- Assist Fire Services Department personnel to rescue
trapped people if required
HOUSEKEPING - Ensure that all the contaminants arising out of putting out
TEAM fire do not reach open drain.
- Collect contaminated water, oil, and other scraps from the
scene.
- Segregate waste and dispose it to scrap yard.
- Follow government / local authority guide line to disposal
of waste / scrap.

FIRST AID - Assist in checking casualty, provide first aid treatment and
TEAM send to hospital, if required.
- Maintain first – aid kit.
- Report to site controller about the causalities.

Security Personnel
 They are responsible for controlling public & vehicle movement on the road.
 Keep the road and access clear of any obstruction and free movement of
ambulance and other vehicles.
 Temporarily suspends the entry of visitors and workers who are not required for
the rescue operation.

Declaration of Emergency
 Incident controller shall declare the emergency and during his absence the next in-
charge shall declare the emergency. Emergency shall be broadcast by the
established communication system such as alarm or siren.
 The siren / alarm is an indication to everyone at site, that an emergency situation
has arisen and if so directed, they may have to stop the work and move towards
pre-designated safer areas i.e. assembly point.

Termination of Emergency

 Incident controller is responsible for the termination of the emergency. Once the
emergency has been terminated.

 Reassessment of the work site must be completed prior to recommencement. Also


resumption of the work can be carried out only after the proper head count and
final go-ahead given by the incident controller.

Assembly point

 Assembly points are provided at below mentioned locations. Sign board shall be
placed to indicate the direction to the assembly point from different work areas

 Assembly Point 1: In Between A Block and D Block.

Head Count
 Head count is a system for accounting of personnel following an evacuation.
 A method shall be established for accounting of non-employees such as suppliers,
customers and visitor.

Emergency Communication system


A standard emergency communication procedure should be followed for the
communication of emergency to all concerned at the site. The procedure shall give
clear guidelines on how to communicate in the following cases to

i. Alert the worker.


ii. Evacuate or take other action.
iii. Report.
 The emergency communication system shall be through Siren, Public Address
System or any other system available as per the site conditions.

Declaration of emergency by use of sirens:

Siren indicates

 30 second continuous on-site emergency (alert)


 Siren with wailing sound continuously for 3 min. (Disaster)
 1-minute continuous emergency controlled (All clear)

Firefighting Facilities

 Sand bucket, Portable fire extinguisher of different types to extinguish different


fires.

 These firefighting equipment’s shall be kept as close to the location as possible


but not close enough get engulfed in the fire or heat, from where retrieving and
using the devices may be difficult.

Chemical spillage control

 Chemical Spillage control measure


Chemical spills classified as emergency or hazardous should only be treated by professionally
trained individuals.
a. If you come across a major chemical spill in your workplace,

 Don't panic.
 Alert everyone in the area of the spill and evacuate to a safe location.
 If there is time, try to ventilate the area. If you have access to windows, open them
completely.
 Notify the appropriate personnel or officials immediately.
 Try to secure the area of the chemical spill so that no unauthorized personnel can
come into contact with the spill.
b. Never touch the chemical spill without protective clothing and gloves, even if you do
not perceive immediate danger.

 Even if you do not smell dangerous gasses or vapours, do not assume they are not
present. Many potent chemicals completely anesthetize the nose, temporarily
eliminating the sense of smell.
 If you are absolutely certain that the chemical spill does not present an immediate
danger to your health or the health of others, do whatever you can to control the
spread of the chemical spill.
 At a minimum, try to prevent the spill from seeping across doorways, or spilling into
open floor drains.
 Stop the source of spill/ Leakage
 Stop the spills from spreading
 Use appropriate PPE as per the MSDS
 Clean the spill
 Use appropriate absorbent & equipment
 Dispose contaminated material properly

Training for Emergency Management


Training of employees related to emergency response shall consist of and address the
following.
 Function and elements of emergency action plan
 Type of potential emergency
 Notification, warning, and communications procedures
 Evacuation procedures
 Location and use of all emergency and firefighting equipment.
 Information related to special hazards at site.

 Practical demonstration on use of emergency and firefighting equipment.

Training and education frequency


 Training shall be conducted for ERT team in 2nd week of every month.

Mock Drills exercise


Mock drills shall be carried out quarterly so as to ensure continued familiarity of the
personnel with the emergency procedure and to check if the infrastructure provided
for emergency management is in a good shape.

Do’s & Don’ts during emergency

DO’s

 Inform to other workers and staff working nearby by using fire devices OR shouting
as “FIRE, FIRE”.
 On hearing the news of fire all personnel in that area should stop their work and
should evacuate in an orderly manner to the nearest assembly area.
 Try to close all windows and door behind you.
 Put the electricity off.
 Leave the site immediately by using nearest fire exit.
 Use staircase only.
 Use appropriate extinguisher to extinguish the fire.
 Call OR wait for the help.

DON’T
 Don’t become panic.
 Don’t use lift in case of fire.
 Don’t try to collect your belongings.
 Don’t try to extinguish OR fight the fire if not trained to do so.
 Don’t apply water on electrical fire.
 Don’t take any risk.
 Don’t try to go back inside the building.

PRACTICES TO FOLOW DURING IDENTIFIED EMERGENCES

IN CASE OF FALL FROM HEIGHT

1. Conduct fall from height rescue operation with the help of available rescue
equipment.
2. If required call for medical first aid and ambulance.
3. Shift the victim to first aid Centre / medical hospital immediately.

IN CASE OF EQUIPMENT FAILURE

1. Cordon off the affected area to prevent unauthorized persons from entering.
2. Immediately de-energies equipment.
3. Assess the situation and carry out rescue operation.
4. Provide first aid.
5. Call for medical assistance / ambulance and shift the person to the nearest hospital

IN CASE OF FIRE & EXPLOSION

In case of Fire do not panic

1. Reach to the nearest emergency exit and evacuate to the safe assembly point and wait
till further instructions.
2. Do not enter in to the area engulfed in fire.
3. Use appropriate fire extinguishers only if you are trained.
4. Raise emergency alarm to seek help.
5. Use the appropriate PPE while fighting fire.
6. Carry out search and rescue operation.
7. If required call for medical first aid and ambulance.
8. Shift the victim to first aid Centre / medical hospital immediately.

IN CASE OF ELECTRIC SHOCK:

1. Turn off electric power supply and separate the person from current source.

2. Use non – conductive equipment to separate the person from the electric source.
3. If needed CPR should be performed by the trained and competent person (first –
aider).
4. If required call for medical first aid and ambulance
5. Shift the victim to first aid Centre / medical hospital immediately

IN CASE OF NATURAL CALAMITIES SUCH AS EARTHQUAKE:

1. Instruct all the department personnel to evacuate and assemble at a safe location.
2. Keep informed internal and external authorities and act as per their instructions.
3. Instructs for any first aiders and to transport the injured person(s) as the case may be.
4. Even after the control of emergency, if the building is not safe, instructs everybody to
keep out to safer locations.

IN CASE OF FOOD POISONING

1. Food distribution shall be stopped.


2. Count the no. of people who have eaten the contaminated food.
3. The infected person shall be shifted to first aid office with the help of ERT team.
4. First – aid treatment will be provided with the help of trained first – aider.
5. If required then, the person shall be shifted to the nearest hospital.
6. The food/ water sample will send to the register laboratory for testing.
7. Food serving service from the vendor shall be stopped till the test report confirms the
quality of food.
8. Food / Water test report shall be submitted prior to restart the service.
9. Periodic medical examination of workmen and food serving staff to be done.
10. Good hygiene practice shall be followed.

Annexure 1 (COVID 19- Action plan)

COVID-19 SUSPECTED/ CONFIRMED CASES MANAGEMENT:-


If a worker develops symptoms like a high temperature, a persistent cough and cold,
while at work, they should immediately isolate from other workers:
 Ensure their manager or supervisor is informed immediately
 Quarantined outside the site location for 7 days as per government
guidelines
 Avoid touching anything
 Cough or sneeze into a tissue and put it in a bin, or if they do not have
tissues, cough and sneeze into the crook of their elbow.
They must then follow the guidance on self-isolation and not return to work until their
period of self-isolation has been completed along with covid19 RTPCR –ve Test Report
and Vaccination report. Post consultation with doctor further action will be taken.

Secondary Contact Person (Low Risk Persons) - After tracing the secondary contact
person list, post consultation with site doctor below action will be followed.
 Daily health monitoring thorough Male Nurse at Site and maintaining its record
 Close monitoring for 14 days for development of any covid symptoms. Based on
symptoms developed further direction will be given by doctor, if any.

The camp boss will ensure the health & hygiene is maintained at the labour camp. He will
report to COVID – 19 task force for handling the suspected / confirmed cases at the labour
camp.

COVID 19 suspect management procedure: -


1. Suspect person shall be shifted to the isolation room.
2. First aider and rescue team will reach at isolation room for preliminary health
checkup.
3. All the checkup shall be done by taking precautionary measures, like wearing PPES
and following social distancing process.
4. Ambulance shall be used to send the suspect to hospital and work area will be
sanitized.
5. Post sending the suspect to the hospital, floor, isolation room with common touch
point will sanitize by the competent person and record shall be maintained.

Emergency control center during normal working hours and other times like Sunday/
Holiday: –

1. CBRE office at 6 level will be consider as a emergency control center for normal and other
time.
2. Task force has been made to assist the project 24X 7 to meet the COVID 19 guidelines.
3. Emergency Response team is set up with all the required trainings.

Cleaning and Disinfection:


Daily thrice sanitization of working floors, toilets, dining space will be done by the
authorized agency.

Waste Management:
Team will ensure cleaning of all the possible areas like it should be put in plastic rubbish bag
and tied when full, the bag should be kept in second bin bag and tied, it should be stored with
a named container and kept there until test result comes. It tests –ve can be stored in a normal
waste. If test +ve, then will have to store there for 72 hours in separate bins and will be
disposed off as bio medical waste.
