EMERGENCY PREPAREDNESS AND RESPONSE
INTRODUCTION
Emergency / Disaster planning is an integral part of the overall loss-control Program and is
essential for any organization to plan and execute such plans. This is important for effective
management of an accident / incident to minimize losses to people & property, both in and
around the site. Emergency planning process also brings to light the deficiencies such as lack
of resources necessary for effective emergency response. Emergency planning also
demonstrates the organization’s commitment to the safety of employees, work place, labour
camp and increases the organization’s safety awareness.
The format and contents of the Emergency Response Plan (ERP) have been developed taking
into consideration the regulatory guidelines, other applicable documents and accepted
industry good practice principles formulated as a result of lessons learned in actual
emergencies requiring extensive emergency response.
This Plan outlines the general procedures followed for all emergency situations and incidents
that could occur as a result of Project construction / operations or by natural causes,
equipment failure or by human error.
OBJECTIVE
An emergency plan specifies procedures for handling sudden or unexpected situations. The
objective is to be prepared to:
Prevent fatalities and injuries.
Reduce damage to buildings, stock, and equipment.
Protect the environment and the community.
Accelerate the resumption of normal operations.
To ensure preparedness to control the emergency, localize it and if possible, eliminate
it.
To deal with incidences of fire, spillage, flood, earthquake etc.
To minimize loss of life and property.
SCOPE
This procedure describes how to prevent, mitigate, handle and respond to emergencies
arising during the execution of project activities at WE WORK INDIA Kharadi, Pune.

Site Controller– CBRE construction manager shall act as Site Controller, on hearing
of an emergency he will rush to the scene of occurrence and after understanding the
incident details report to incident controller of his plan of action. On arrival he will
assess the scale of emergency and decide whether a major emergency exists or is
likely and inform the incident controller accordingly. In case of Sunday/ holiday/ non-
working hrs. security team will play the role of Site controller.
He will be the ground in- charge for the emergency response operations.
He will guide and assign the team for the response operation (like search & rescue,
firefighting, fire marshals and first-aid team).
He will guide the occupant and other team members for safe evacuation.
He will pass the information to emergency controller about the situation and condition
of emergency site.
He will guide and coordinate with other government bodies (like Fire brigade,
Ambulance, Police, etc.).
Evacuation Team – Work in-charge is the head of evacuation team and other team members
from safety & security person will be involved.
The team member will immediately report to the Emergency Response Centre.
Obey the instruction given by the emergency coordinator.
Carry search and rescue, firefighting and other emergency operation.
Take prompt action to control the situation.
Maintain all emergency equipment and appliances in good working condition.
Guide the occupants for safe evacuation.
Fire Fighting Team – Competent Fireman or security in-charge is the head of fire
team and other team members from site security and contractor safety steward.
First Aid Team – Certified First aider is the head of First Aid Team and other team
members are site ambulance driver, store staff & contractor’ safety resources.
Head Count Team – CBRE Engineer & Security in-charge is the head of head count
team and other team members.

Site Controller - Direct the ERT members about the situation and area
adversely affected by the emergency.
- Ensure those all-key personnel and outside help if required
is called in.
- Provide advice and information to the fire & security team,
local fire and medical service if deemed necessary.
- Ensure that all non-essential workers/staff of the areas
affected are evacuated to the nearest assembly points.
- Initiate the search & rescue operations.
- Set up communication points and establish contact with
emergency control center
- Report on all significant developments to the site
controller.
- Have regard to the need for preservation of evidence so as
to facilitate any inquiries into the cause & circumstances,
which caused the emergency.
- Ensure maintenance and availability of all type of
emergency equipment to respond the emergency situation.

FIRST AID - Assist in checking casualty, provide first aid treatment and
TEAM send to hospital, if required.
- Maintain first – aid kit.
- Report to site controller about the causalities.
Security Personnel
They are responsible for controlling public & vehicle movement on the road.
Keep the road and access clear of any obstruction and free movement of
ambulance and other vehicles.
Temporarily suspends the entry of visitors and workers who are not required for
the rescue operation.
Declaration of Emergency
Incident controller shall declare the emergency and during his absence the next in-
charge shall declare the emergency. Emergency shall be broadcast by the
established communication system such as alarm or siren.
The siren / alarm is an indication to everyone at site, that an emergency situation
has arisen and if so directed, they may have to stop the work and move towards
pre-designated safer areas i.e. assembly point.
Termination of Emergency
Incident controller is responsible for the termination of the emergency. Once the
emergency has been terminated.

placed to indicate the direction to the assembly point from different work areas

Head count is a system for accounting of personnel following an evacuation.
A method shall be established for accounting of non-employees such as suppliers,
customers and visitor.

Don't panic.
Alert everyone in the area of the spill and evacuate to a safe location.
If there is time, try to ventilate the area. If you have access to windows, open them
completely.
Notify the appropriate personnel or officials immediately.
Try to secure the area of the chemical spill so that no unauthorized personnel can
come into contact with the spill.
b. Never touch the chemical spill without protective clothing and gloves, even if you do
not perceive immediate danger.
Even if you do not smell dangerous gasses or vapours, do not assume they are not
present. Many potent chemicals completely anesthetize the nose, temporarily
eliminating the sense of smell.
If you are absolutely certain that the chemical spill does not present an immediate
danger to your health or the health of others, do whatever you can to control the
spread of the chemical spill.
At a minimum, try to prevent the spill from seeping across doorways, or spilling into
open floor drains.

DO’s
Inform to other workers and staff working nearby by using fire devices OR shouting
as “FIRE, FIRE”.
On hearing the news of fire all personnel in that area should stop their work and
should evacuate in an orderly manner to the nearest assembly area.
Try to close all windows and door behind you.
Put the electricity off.
Leave the site immediately by using nearest fire exit.
Use staircase only.
Use appropriate extinguisher to extinguish the fire.
Call OR wait for the help.
DON’T
Don’t become panic.
Don’t use lift in case of fire.
Don’t try to collect your belongings.
Don’t try to extinguish OR fight the fire if not trained to do so.
Don’t apply water on electrical fire.
Don’t take any risk.
Don’t try to go back inside the building.

1. Conduct fall from height rescue operation with the help of available rescue
equipment.
2. If required call for medical first aid and ambulance.
3. Shift the victim to first aid Centre / medical hospital immediately.

3. If needed CPR should be performed by the trained and competent person (first –
aider).

1. Instruct all the department personnel to evacuate and assemble at a safe location.
2. Keep informed internal and external authorities and act as per their instructions.
3. Instructs for any first aiders and to transport the injured person(s) as the case may be.
4. Even after the control of emergency, if the building is not safe, instructs everybody to
keep out to safer locations.

Secondary Contact Person (Low Risk Persons) - After tracing the secondary contact
person list, post consultation with site doctor below action will be followed.
Daily health monitoring thorough Male Nurse at Site and maintaining its record
Close monitoring for 14 days for development of any covid symptoms. Based on
symptoms developed further direction will be given by doctor, if any.
The camp boss will ensure the health & hygiene is maintained at the labour camp. He will
report to COVID – 19 task force for handling the suspected / confirmed cases at the labour
camp.

Emergency control center during normal working hours and other times like Sunday/
Holiday: –
1. CBRE office at 6 level will be consider as a emergency control center for normal and other
time.
2. Task force has been made to assist the project 24X 7 to meet the COVID 19 guidelines.
3. Emergency Response team is set up with all the required trainings.
4. Wheelchair / stretcher available at site.
5. 24X7 Ambulance equipped with oxygen cylinders.
6. Isolation room made at 8th Floor.

Waste Management:
Team will ensure cleaning of all the possible areas like it should be put in plastic rubbish bag
and tied when full, the bag should be kept in second bin bag and tied, it should be stored with
a named container and kept there until test result comes. It tests –ve can be stored in a normal
waste. If test +ve, then will have to store there for 72 hours in separate bins and will be
disposed off as bio medical waste.
