Recently Buero of Indian Standard (BIS) brings Evaporated Air cooler in Mandatory Certification of BIS .
BIS Certification scheme was launched by Indian Standard Institution formally Buero of Indian
Standard (BIS) under Indian Standards Institution (Certification Marks) Act, 1952 in 1955 and is
popularly known as the ‘ISI Marking Scheme’
BIS ,The National standard body is saturatory body functioning under the Ministry of consumer
Affairs, Food & Public Distribution Government of India ,who develops & publishes Indian Standards,
Implement Conformity Assessment Schemes, and Recognise & run laboratories for Conformity
Assessment, Implement Hallmarking, Work for Consumer empowerment, Conduct capacity building
programs on quality assurance and represent the country in ISO & IEC
ISI Marking is Conformity assessment scheme for Grant of licence to use or apply Standard Mark on
goods and articles as per Indian Standard.
ISI certification scheme is basically voluntary in nature. However, for a number of products
compliance to Indian Standards is made compulsory by the Central Government under various
considerations viz. public interest, protection of human, animal or plant health, safety of environment.
Licence is granted as per conformity assessment Scheme – I of Schedule – II of BIS (Conformity
Assessment) Regulations, 2018.
The Bureau grants a licence based on successful assessment of the manufacturing infrastructure,
production process, quality control and testing capabilities of a manufacturer through an audit to its
manufacturing premises. Conformity of the product to the relevant standard(s) is also established
through third party laboratory testing or testing in the manufacturing premises or a combination of
both.

BIS Fee-
application fee, renewal application fee and annual licence fee= 1000 INR
marking fee for the use of Standard Mark shall be as per Annexure – I
The actual marking fee or minimum marking fee, whichever is higher shall be payable by the licensee
every year.
The actual marking fee for the first year shall be calculated by multiplying the unit rate with the
quantity (units) marked during the first nine months .
The actual marking fee for subsequent years shall be calculated on year-to-year basis after the first nine
months.
For any inspection other than surveillance inspection or inspection carried out for complaint
investigation, an inspection fee of rupees 7000 per day
The Ministry of Commerce and Industry has issued a quality control order "Air Cooler and Air Filters (Quality
Control) Order, 2023. On 5th March, 2024.
This order will come into effect six months from the date of its publication in the Official Gazette.
According to the order, all goods or articles related to Air Coolers and Air Filters must adhere to the
corresponding Indian Standard IS 3315:2019 for Evaporative Air Coolers (Desert Coolers). These products must
bear the Standard Mark and obtain a license from the Bureau of Indian Standards, as per Scheme-1 of Schedule-
II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018 .
Evaporative air coolers, commonly known as desert coolers, are efficient and cost-effective cooling systems that
utilize the natural process of evaporation to lower the temperature of indoor or outdoor spaces. These coolers
consist of a water reservoir, a pump, and a fan, with cooling pads or media located in front of the fan. When
warm air is drawn through the cooling pads, water evaporates from the pads, absorbing heat from the air and
reducing its temperature.
