REGULATIONS AND TECHNICAL

ENGLISH COMPETITION IX
DEBATE CONTEST

A. Important Dates
Technical Meeting : October 7st, 2023
Competition Implementation : October 14th, 2023

B. Place of Activity
Place of Activity : D4 Tata Niaga Building Bali State Polytechnic

C. Registration Conditions
1. Participants are students of Bali State Polytechnic semester 1 (one) and semester 3
(three).
2. Each participant is only allowed to take part in 1 (one) type of competition.
3. The competition is intended for students who have never participated in a national
level competition.
4. The competition is in the form of an individual.
5. Participants are not charged a registration fee.
6. Participants register themselves in the online registration form on page:
https://heylink.me/ukmenglishclubpnb
7. After registering, participants are expected to join the Line group.

D. General Requirements
1. Participants must attend the offline technical meeting on October 7, 2023 at Bali
State Polytechnic.
2. Participants will be given a Serial Number which will be drawn at the Technical
Meeting, this number must be used during the competition.
3. During the competition, participants must wear collared shirts and alma mater coats.
4. The judge’s decision is final and cannot be contested.
E. Technical of the Competition
1. First Session
a. Held on Saturday, October 14th, 2023 online by making a video.
b. Participants are expected to stand by on the Line group of participants a
maximum of 5 minutes before the first session starts.
c. Participants will be given a motion/debate topic that has been determined by the
committee and the motion will be sent to the participant’s Line group.
d. In the first video, each participant will act as the first speaker for the government
team (the pro side) where each participant must present an argument that
supports the motion/topic of the debate.
e. The position when making the video is left to the participants (standing/sitting).
f. When making videos, participants wear collared shirts.
g. The duration of the video is about 6-7 minutes.
h. No editing process is allowed in making videos, looking for references on the
internet is also prohibited.
i. The total duration of time given for the process of making the first video is 90
minutes which consists of activities; preparation of arguments (case building),
recording, and uploading videos.
j. After completing the series of making the first video, participants must upload
the video to google drive which will be provided by the committee.
a. Video file name format: Serial Number_Full Name_Major_Video 1. Example:
04_Indri Kartika_Akuntansi_Video 1.

2. Second Session
a. Held on Saturday, October 14th, 2023 online by making a video.
b. Participants are expected to stand by in the Line group of participants 5 minutes
before the first session starts.
c. Participants will be given a video which will be uploaded on YouTube UKM
English Club PNB and Instagram @englishcompetition.pnb, in which the video
contains arguments that agree to a motion. The video link will be sent to the
participant’s Line group by the committee.
d. In the second video, each participant will act as the first speaker of the
opposition (opposition side) where participants will be challenged to respond
to an argument from a video debate prepared by the committee and present
arguments according to their position (opposition).
e. The position when making the video is left to the participants (standing/sitting).
f. When making videos, participants wear collared shirts.
g. The duration of the video is about 6-7 minutes.
h. No editing process is allowed in making videos, looking for references on the
internet is also prohibited.
i. The total duration of time given for the process of making the second video is
100 minutes which consists of activities, preparation of arguments (case
building), watching debate videos, recording, and uploading videos.
j. After completing the second series of videos, participants must upload the video
to google drive which will be provided by the committee.
Video file name format: Serail Number_Full Name_Major_Video 2. Example:
04_Indri Kartika_Akuntansi_Video 2.

F. Debate Contest Rules


1. Participants must stand by on the participant Line group a maximum of 5 minutes
before the first and second sessions start.
2. Participants must maintain their speech when arguing in the video or in the
participant Line group.
3. The video format is .mp4.
4. Participants are required to submit videos on time.
5. The points of the two videos obtained by a participant will be accumulated to
determine the winner of this competition.
G. Assessment Criteria
1. Matter
Matter is the logic of the arguments conveyed by the speakers, regardless of the
style of speech. Content is judged on the strength of logic, relevance of arguments,
and the use of data related to the topic of the debate. The refutation of the opponent's
argument is also of the same weight as the argument, which must be proven
logically and its relevance.
2. Manner
Manner is the way the speaker conveys his argument, concerning how the speaker
controls body posture, voice volume, eye contact, and variety of expressions to
make his speech interesting and pleasant to listen to.
3. Method
Strategy concerns how the speaker makes good use of the time given and uses
defense and resistance strategies well. Delivery structure is also included in the
strategy.
Individually, the assessment of the substance of the debate is base on the following
provisions:

67 The debater doesn’t talk at all.

68-69 The debater speaks but the content of the argument is not so good.

70-73 The substance of the argument is great but the structure is not clear.

74 The substance and the structure of the argument are almost complete.

AVERAGE (complete structure, tasks fulfilled, adequate response,

accept/give interrupts, clear arguments despite shortcomings).

76 Performance is slightly above average.

77-79 Complete structure, revolutionary idea.

80-81 Decent points for the team in the final round.

82-83 Perfect.

WRITING CONTESTS

A. Important Dates

C. Registration Terms
1. Participants are 1st semester and 3rd semester of Bali State Polytechnic.
2. Each participant is only allowed to take part in 1 (one) type of competition.
3. The competition is intended for students who have never participated in a competition
on a national level.
4. The competition is in the form of an individual.
5. Participants are not charged a registration fee.
6. Participants register themselves in the online registration form on the website:

7. After registering, participants are expected to join the Line group.

D. General requirements
1. Participants must attend the offline technical meeting on October 7th, 2023 AT Bali
State Polytechnic.
2. Participants will be given an order number which will be drawn at the Technical
Meeting, this number must be used during the competition.
3. During the competition participants must wear collared shirts with alma mater coats.
4. The decision of the judges is final and cannot be contested.
5. Participants are required to bring their personal laptop during the competition, the
laptop must be able to connect to the internet.
6. Materials for the competition will be given when the competition begins.
E. Technical of The Competition
1. Contest Implementation
a. Each participant will write 2 types of writing, in the first session all participants
will compete to make a letter writing. Then after a break, participants will continue
the competition to make Persuasive Writing.
b. Participants write according to the topic that will be given by the committee. The
topic will be given when the competition starts.
c. The processing time is 60 minutes, with a Google Docs link collection tolerance
of 10 minutes.
d. Writing format:
1. Fill in personal identification, such as: Full Name, Major, and Order Number
2. Use Times New Roman fonts
3. With a font size of 12
4. Spacing 1.5
5. Margins sets to default

2. First Session (Letter Writing)


a. 1st Session is carried out offline. And held on October 15th, 2023.
b. Competition with the Letter Writing genre is a type of nonfiction writing.
Participants are required to respond or reply to a letter given by the committee.
c. During the competition, participants used Google Docs media to make replies to
the letter.
d. The letter must be less than 100 words and no more than 250 words.
e. Participants submit the competition work by copying the Google Docs link and
sending it via the participant's Group Line when time is up.

3. Second Session (Persuasive Writing)


a. 2nd Session will be held offline and will be held on October 15, 2023.
b. In the second session of the competition, participants were required to make a type
of writing with the Persuasive genre (Argumentative Writing). Then, participants
c. will be challenged to write a text containing arguments (agree/disagree) and
explain the arguments of the topics given by the committee.
d. During the competition, participants used Google Docs media to make
argumentative writing.
e. Writing is not allowed to be less than 300 words and no more than 500 words.
f. Participants submit the competition work by copying the Google Docs link and
sending it via the participant's Group Line when time is up.

4. Additional information
a. Each participant is required to be present in the room no later than 15 minutes
before the event starts.
b. Participants who do not attend after 3 calls will be disqualified.
c. During the race, the committee will display a stopwatch.
d. After finishing the script, each participant can save the file then write the title
according to their creativity and click "save". Then, participants put their work on
Google Drive which has been sent by the committee to the participant.

F. Writing Contest Rules


1. Each participant must only use one personal device (laptop) that can be connected to
the internet to work on writing manuscripts.
2. Participants are not allowed to use online dictionaries, unless printed dictionaries are
still allowed.
3. Laptop connection to the internet is only permitted when submitting results to Google
Drive.
4. Participants are prohibited from bringing other instruments, other than those allowed
by the committee.
5. Participants are required to maintain order and obey all the rules that have been
determined, if it is violated with evidence, the judges have the right to disqualify the
participant.

SPEECH CONTESTS

3. The competition is intended for students who have never participated in a national
level competition.
4. The competition is in the form of an individual.
5. Participants are not charged a registration fee.
6. Participants register in the online registration form on page:

D. General requirements

E. Technical of The Competition
1. Competition Implementations
a. The serial number of participants will be drawn at the technical meeting.
b. Each participant will present 2 types of speech, in the first session all participants
will present speech text with the Demonstrative Speech type. Then after break,
participants will present the type of Oratory Speech.
c. Participants are free to choose the topic that will be given by the committee. The
topic will be given at the time 1 week before the competition is held.
d. Participants make a script according to the topic that has been chosen. The
manuscript was printed in the form of as many as 3 manuscripts.
e. Manuscripts brought at the time the competition took place.

2. First Session (Demonstrative Speech)


a. Session 1 (one) will be held on October 14th, 2023 via offline.
b. Demonstrative Speech explains how to do something or how something works.
c. Participants must choose one of the topics prepared by the committee (in the form
of a chart).
d. Speeches must be instructive, coherent and present valuable, significant
information, and accompanied by logic about why this process must be carried
out.
e. Participants make their own scripts according to the topics they have chosen, the
manuscripts that have been made are collected in the form of hardcopies of 3
manuscripts.
f. During the competition, participants wear collared shirts.
g. Speech competition will be carried out offline.
h. Participants will be given 7 minutes to present the script that has been made.
Timing starts when the participant begins to speak. If a participant's performance
exceeds the time limit, a score deduction will be imposed.
i. Speech manuscripts are original texts made by participants without elements of
plagiarism. If a participant is found using a plagiarized manuscript, the participant
will be disqualified.
3. Second Session (Oratory Speech)
a. Session two will be held on October 14th, 2023 via offline.
b. Oratory Speech is a type of well-prepared, structured and well-spoken speech
about a significant topic. Thus, the oration must be truly persuasive in its purpose.
Challenges to persuasion can be met in one of three ways:
● By reminding of a problem
● By confirming the existence of a problem and offering a solution
● By pressing for the adoption, a policy
c. Participants must choose one of the topics prepared by the committee.
d. Participants make manuscripts according to the topics that have been selected, the
manuscripts that have been made are collected in the form of hardcopies of 3
manuscripts.
e. During the competition, participants wear collared shirts.
f. Session 2 (two) will be carried out offline after the break time.
g. Participants will be given 7 minutes to present the script that has been made.
Timing starts when the participant begins to speak. If a participant's performance
exceeds the time limit, a score deduction will be imposed.
h. Speech manuscripts are original texts made by participants without elements of
plagiarism. If a participant is found using a plagiarized manuscript, the participant
will be disqualified.

4. Additional information
a. Participants are required to be present in the room at least 15 minutes before the
competition starts.
b. Participants who are not present after 3 times the summons will be declared
disqualified.
c. During the competition, the committee will display a stopwatch.
d. Participants will appear according to the serial number that has been obtained at
the Technical Meeting.
F. Rules of Speech Competition
1. Participants are allowed to bring small notes (cue cards) when performing.
2. Participants are prohibited from bringing other instruments, other than those allowed
by the committee.
3. Participants are required to maintain order and obey all the rules that have been
determined, if it is violated with evidence, the judge has the right to disqualify the
participant.
4. Participants are not allowed to leave the room without permission from the committee.

G. Speech Text Requirements


1. Speech manuscripts are original texts made by participants without plagiarism. If a
participant is found using a plagiarized manuscript, the participant will be disqualified.
2. The text of the speech is typed in English with Times New Roman font size 12 with 1.5
spacing. The collection of manuscripts was carried out during the competition in the
form of hardcopies of 3 manuscripts.
3. Speech Text Soft Copy Format

4. The topic given is not the title of the speech. Participants are expected to make their
own title according to the topic.

STORY TELLING CONTEST

C. Registration Conditions
1. Participants are Students of Bali State Polytechnic Semester 1 (one) and 3 (three).
2. Each participant is only allowed to take part in one branch of the competition.
3. Intended for students who have not participated in the national level competition.
4. The competition is in the form of an individual.
5. Participants are not charged a registration fee.
6. Participants register themselves in the online registration form on page:

7. After registering, participants are expected to join the Line group.

D. General Requirements
1. Participants must attend the offline technical meeting on October 7th, 2023 at Bali

3. Participants make a story telling script according to a predetermined theme.
4. During the competition participants must wear collared shirts and alma mater coats.
5. The decision of the judges is final and cannot be contested.
E. Technical of The Competition
1. First Session
a. The first session was conducted offline.
b. Each participant is free to make a story title according to a predetermined
theme.
c. The theme will be determined 1 week before the competition is held through
the participant line group.
d. Participants can search for story references from the internet according to a
predetermined theme.
e. In making a story script, each participant is expected to include personal
identification such as (full name, department, and serial number).
f. The collection of 3 (three) story scripts on October 14th, 2023, before the start
of the competition and submitted to the committee in charge.
g. The duration of the participant's appearance is 6-7 minutes, if it is more than
the specified time, the score will be deducted.

2. Second Session
a. The second session will be held offline.
b. The story that is made must have a conflict and an ending.
c. The theme will be given one week before the competition is held through the
participant line group.
d. Participants can create their own stories or can express a story from a collection
of existing stories.
e. In making a story script, each participant is expected to include personal
identification such as (full name, department, and serial number).
f. Collection of hardcopies of story scripts was carried out on 14th October, 2023,
before the participants started the competition and submitted to the committee
in charge.
g. The duration of the participant's appearance is 6-7 minutes, if it is more than
the specified time, the score will be deducted.
3. Additional information
a. All participants are required to be present at least 15 minutes before the start
of the competition.
b. Participants who are not present and after being summoned 3 times are not
present, they are declared disqualified.
c. During the race, the committee will display a stopwatch on the screen provided
by the committee.
d. Participants will be given serial numbers which have been drawn at the
technical meeting, and these numbers are used during the competition.
e. Participants will be called according to the serial number that has been
obtained.

F. Rules For Storytelling


1. Participants are prohibited from bringing other instruments, other than those
allowed by the committee.
2. Participants are required to maintain order and obey all the rules that have been
determined, if it is violated with evidence, the judges have the right to disqualify
the participant.

NEWS CASTING COMPETITION

A. Important Dates
Technical Meeting : 07th of October 2023
Competition Implementation : 15th of October 2023

B. Place of Activity
Place of Activity : D4 Tata Niaga Building Bali State Polytechnic

C. Registration Conditions
1. Participants are students of Bali State Polytechnic semester 1 (one) and 3 (three).
2. Each participant is only allowed to participate in 1 (one) type of competition.
3. Intended for students who have not participated in the national level competition.
4. The competition is in the form of an individual.
5. Participants are not charged a registration fee.
6. Participants register themselves in the online registration form on page:

7. After registering, participants are expected to join the Line group.

State Polytechnic.
2. Participants will be given a Serial Number which will be drawn at the Technical
Meeting, this number must be used during the competition.
3. During the competition, participants wear collared shirts and almamater.
4. The decision of the judges is final and cannot be contested.
5. Hard News, Soft News, Weather Report, and Radio Broadcasting news materials for
the competition will be given 1 week before the competition.
E. Technical of The Competition
1. First Session
a. When the first session of the competition starts, participants will present 3 types
of news, namely the main news (Hard News), light news (Soft News), and
Weather Report. The news text will be prepared by the committee and will be
given to participants 1 week before the competition.
b. When presenting the news, participants will read the text of the news through the
screen (prompter).
c. When the participants present the news, it will start with a Jingle Bumper In
which has a duration of 6 seconds, then continue with the first news (Hard News)
and the second news (Soft News) at the prompter, after that there will be
ADVERTISING, then continue with the weather report. Finally, it is followed
by Closing using Jingle Bumper Out which has a duration of 6 seconds.
d. The sequence of participants performance will be as follows:
1) Introduction
Participants can use TV Station Name, News Program Name, and Tagline.
2) A Piece of Hard News and Soft News
Participants present Hard News and Soft News in a standing position.
3) Transition from Hard News and Soft News to Weather Report
(Advertisement)
Participants must do bridging or transitioning from Hard News and Soft
News to Weather Report, which will display 25-seconds Advertisement.
4) A Piece of Weather News
Participants present the Weather Report in a standing position.
5) Closing Remark
Participants closing statement.
e. Participants will perform for 4 minutes including Jingle Bumper In,
Advertisement, and Jingle Bumper Out which will be counted as one by the Time
Keeper.
f. If the participants present news more than the stimulated time, the points will be
deducted.
g. Participants can improvise at the start of the performance, or mid-performance
and also at the end.
h. Participants must read the full text of the news (without being reduced).

2. Second Session
a. In the second session of the competition, participants will be performed by bringing
Radio Broadcasting.
b. Participants must present 2 (two) news types of news to be presented for radio
broadcasts consisting of hard news and soft news, based on the text prepared by
the committee but to be further revised and edited by the participants, by complying
with the rules whereby, participants are expected to deliver the types of news in a
manner appropriate for young adult-to-adult audiences in accordance with the type
of news item being presented.
c. The sequence of participants performance as follows:

1) Introduction
Participants are allowed to make up the name of the radio, frequency, the news
program and the tagline
2) A piece of Hard News
Participants bring and read the Hard News in a sitting position.
3) Transition from hard news to commercial break
Participants prepare the bridging from hard news to commercial break.
4) Commercial break (Ad libs)
A brand and its description are prepared by the Executive Organizing
Committee. Participants have to promote the brand orally and are allowed to
make up some details about the brand’s promotion.
5) Transition from commercial break to soft news
Participants are to prepare the bridging from commercial break to soft news
6) A piece of Soft News
Participants bring and read the Hard News in a sitting position.
7) Closing remark
Participants are to prepare a closing statement for the radio news program.

d. Participants will perform for 2 minutes and will be counted by the Time Keeper. If
the participants present news more than the stimulated time, the points will be
deducted.

F. Additional Information
1. Each participant is required to be present at least 15 minutes before the event starts.
2. Participants who are not present after 3 summonses will be declared disqualified.
3. During the competition, the committee will display a stopwatch.
4. Participants will be given a serial number that has been drawn at the time of the
Technical Meeting, this number must be used during the competition.
5. Participants will be called according to the serial number obtained.
6. All participants will present TV news and weather reports first in Session 1. Then
it will be continued with Radio Broadcasting in session 2 after a break.

G. News Casting Rules


1. Participants are prohibited from using other instruments, other than those given by
the committee.
2. Participants must join the offline competition at Widya Graha on October 15th
2022.
3. Participants may not leave the competition room without the committee's
permission.
4. Participants are required to maintain order and adhere to all specified regulations,
in the event of a violation with evidence, the judges has the right to disqualify the
participant.
5. The decision of the judges is final and cannot be contested.

1. Participants are students of Bali State Polytechnic semester 1 (one) and 3 (three).
2. Each participant is only allowed to participate in 1 (one) type of competition.
3. Intended for students who have not participated in the national level competition.
4. The competition type is group-based, where 1 (one) group consists of 3 (three)
individuals who are from the same department at Bali State Polytechnic.
5. Participants are not charged a registration fee.
6. Participants register themselves through the online registration form on page:
https://heylink.me/ukmenglishclubpnb
7. After completing the registration, competition participants are expected to join the
LINE group.

D. General Requirements
1. Participants must attend the offline technical meeting on October 07th, 2023 at Bali
State Polytechnic.
2. Participants will be assigned a Sequential Number that will be drawn during the
Technical Meeting, and this number must be used throughout the duration of the
competition.
3. During the competition, participants wear collared shirts and alma mater coat.
4. The judge’s decision is final and cannot be contested.
E. Technical of The Competition
The English Quiz consists of 2 (two) rounds, namely Eliminary Round and Final Round.
1. Eliminary Round (online)
a. Date: Saturday, 14th of October 2023
b. Terms of Preliminary Round
In this round there are 2 (two) session, such as:
1) Quizizz
a. The question work lasts for 30 minutes.
b. The time allotted for each question is 30 seconds.
c. The Quizizz username uses the name of the team that was drawn at the technical
meeting. The example: TEAM A.
d. There are 60 multiple choice questions related to general knowledge in English.
e. Each team has 1 account to join on the quizizz link.
f. Make sure a maximum of 15 minutes before the race starts, all participants have
joined the Quizizz link which will be distributed through the participant line
group.
g. Make sure the internet connection is stable while working on the problem. (Can
be done via PC, laptop or cellphone).
NB: 8 teams with the highest points will proceed to the google form session.
The assessment criteria: speed of time and points earned.

2) Google Form
a. There are 8 teams in this session.
b. The question work lasts for 20 minutes.
c. The time allotted for each question is 30 seconds.
d. There are 40 multiple choice questions consisting of 20 IDIOM questions and
20 TOEFL questions.
e. The google form link will be shared through the participant LINE group. Each
team has 1 account to join on the google form link.
f. Participants must finish answering in the allotted time. If the participant does
not submit an answer within the allotted time, the answer form will not be
submitted and will automatically be disqualified.
g. Make sure the internet connection is stable while working on the problem. (Can
be done via PC, laptop or cell phone).
NB: 4 teams with the highest points will advance to the final round.
The assessment criteria: speed of time and points earned.

2. Final Round (offline)


a. Date : Sunday, 15th of October 2023
b. Place : Widya Guna Building, Bali State Polytechnic
c. Final Round Requirement
In the final rounds there are 4 stages of the game, such as:

1) Describe Word
a. The game lasts for 20 minutes.
b. The game is played with 1 team representative who will guess 5 keywords in
English within 5 minutes and 2 colleagues (1 demonstrates the keyword and
the other 1 can only answer “yes”, “no”, or “maybe”).
c. If the participant (guesser) cannot guess the keyword, then the participant can
say "pass", then will continue on to the next word until the time runs out. Each
keyword is worth 10 points and if correct all will get 50 points.

2) Guess Song
a. The game lasts for 12 minutes.
b. At this game, participants will be given 5 pieces of English song lyrics per
team.
c. The song lyrics will be read by Google Voice and participants must guess the
title of the song in 3 minutes.
d. If the participant can't guess the title of the song, then the participant can say
“pass”, then they will continue on the lyrics of the next song until the time runs
out.
e. Participants who guess the title of the song will get 10 points and if it is all
correct, they will get 50 points.

3) The Riddle
a. The game lasts for 60 minutes.
b. In this stage, there are 8 categories of questions that will be given a number
code:
1) Entertainment
2) Sport
3) Science
4) Food
5) History
6) Nature
7) Transportation
8) Culture
Each question category consists of 10 questions. The types of questions in this
game are general knowledge related to each category of questions. The
participant with the highest score in the eliminary round (Google Form) has
the right to choose the question code option first.
c. Each team chooses 2 categories of questions by drawing lots.
d. The questions will be read by the MC. If the participant can’t answer the
question after 5 seconds/MC count, the question that can’t be answered will
become a contest question.
e. The other team can win the question by ringing the bell first.
f. Teams who answered incorrectly were not allowed to answer again on that
question.
g. The participants who successfully answer the questions will get 10 points per
question.
4) Hint Trivia
a. The game lasts for 30 minutes.
b. This stage consists of 5 questions (in the form of words related to objects,
places, etc.). Each question has 3 clues that will be read by the MC.
c. The clue is read from general to specific clues. The first clue is worth 50 points,
the second clue is worth 30 points, and the third clue is worth 10 points.
d. The participant who presses the bell first is allowed to answer. If the
participant's answer is wrong, then the question can be taken by another team
by pressing the bell.
e. Participants are allowed to answer before the questions have been read.
However, if the participant cannot answer or is wrong, then it is not allowed to
answer again in the same question.
f. The answer time limit is 5 seconds per question.

5) Final Round Rules


a. Participants are not allowed to use telecommunications equipment during the
competition.
b. Participants must comply with the competition rules.
c. Participants are prohibited from disturbing, asking, or discussing with other
teams and the committee.

F. English Quiz Rules


1. All participants are required to be present no later than 15 minutes before the
competition starts.
2. Participants are prohibited from bringing any instruments other than those allowed by
the committee.
3. Participants are not allowed to leave the room without permission from the.

G. Assessment Criteria
1. Participants are prohibited from cheating and committing violations, if they cheat or
violate the rules, 10 points will be deducted per violation.
2. Participants are required to maintain order and adhere to all established rules; if found
in violation with evidence, the judges have the right to disqualify the participant.
