The Philippine Councilors League of Zamboanga del Norte will conduct its Annual General Assembly
for the year 2024, This Year, the League will have Themes of “TRAVEL ACCOUNTABILITY OF
GOVERNMENT EMPLOYEES AND ELECTED OFFICIALS UNDER THE MANDATE FROM
DEPARTMENT OF BUDGET MANAGEMENT AND FINANCE (DBM)” and “QUASI-JUDICIAL
AUTHORITY AND IT’S SCOPE OF IMPLEMENTATION” Under this theme, series of dialogue and
discussion with our well-equipped speakers and moderators on these following topics will be invited, “MEANING
OF QUASI-JUDICIAL AND THE DIFFERENCE BETWEEN JUDICIAL AND QUASI-JUDICIAL AND
SCOPE OF IMPLEMENTATION” is one of the topic to be discussed by and “PRESCRIBING RULES
AND REGULATIONS AND RATES OF EXPENSES AND ALLOWANCES FOR OFFICIAL LOCAL AND
FOREIGN TRAVELS OF GOVERNMENT OFFICIALS” and “UTILIZATION OF THE
ITERENARY/RECEIPT AND USED OF BOARDING PASS AS LIQUIDATING DOCUMENTS FOR
PLANE TRAVEL”, and the other topic is “Quasi-Judicial Meaning and scope of applications”. The Third topic
will be discuss by our Provincial Director II of Civil Service Commission, which discuss the Point of View of CSC
on Baccalaureate Courses offered by PCL-National and Accreditation to Civil Service Eligibility and Other
Programs which enable Elected Councilors landed a regular job after their Terms Ends. All the orientations and
discussion will happen on April 4, 5 and on the 6th, Raffle draws be conducted at R and B Function Hall
MIBANG HOTEL, Sta. Filomena, Dipolog City.
The Philippine Councilors League –Zamboanga del Norte members experienced problems in responding
their travel liquidation every now and then as they finished their travels conducted, especially when their travel is a
reimbursement mode or in a cash advance basis. It takes them hard to do another cash advances for the next travel if
they cannot do liquidations. The result, the travel will not be liquidated and doomed to be forgotten. Their attention
will be called by the Local Commission on Audit and disallowances are implemented from concerned offices.
As the President of the League, inclusion of Quasi-Judicial facts need by the Sangguniang Bayan and
Panlunsod members to resolved existing conflict between different Local Barangay Unit. This assembly targeted
each members be equipped in this capacity.
Pursuant to Sec. 4, Art. VI Amended CBL of PCL-National, Sec. 4, Art. VI of Provincial Federation CBL
and DILG Memo Circular No. 2017-60 dated April 12, 2017, DILG Memo Circular No. 2019-103 dated July 10,
2019, and response letter from Department of Budget & Management to Philippine Statistic Authority
Undersecretary Liza Grace S. Bersales and subject to applicable limitations prescribed by COA Circular No. 2012-
003 dated October 29, 2012 , the travelling and other fees shall be chargeable against available local funds and to the
usual budgeting, accounting and auditing law, rules and regulations, and DBM National Budget Circular No. 563,
dated April 22, 2016, Guidelines on Participation of Government Officials and Employees in Conventions,
Seminars, Conferences, Symposia, and Similar Non-Training Gatherings Sponsored by Non-Government
Organizations or Private Institutions. Viz:

 2024 Local Annual Dues to the ZN Federation =₱ 5,000.00
 Registration Fee for the 3-day activity =₱ 13,000.00
₱ 18,000.00
Pre-registration is encouraged to facilitate the Room Accommodation arrangement and printing of T-shirt
in advance. Walk-in participants’ registration shall be at the front area of R AND B PAVILLION HALL,
MIBANG HOTEL starting 7:30 a.m. of April 4, 2024. Pre-registered participants may directly contact the
