5.1.2 PP&SS Unit is to ensure concerned Divisions are copied on their customer’s forecasts as
submitted and once plan (Operating Plan or Business Plan) is approved; this is to facilitate
proper planning of concerned divisions to ensure provision of clear contracts’ scopes.
PP&SS Unit is to ensure the inclusion of the forecasted contract services in the operating
plan.

5.1.3 Marine Technical Services Division is to ensure timely processing of procurements to


allow for commencement of required services by required time; proponent division is to
ensure advanced notification of such requests to ensure sufficient time for processing.

5.1.4 The Marine Contracting Plan will be finalized and approved in parallel with the approval
process of Marine service forecasts, i.e. around September, each year. The Marine
Contracting Plan will then be shared with the divisions to plan their assigned Scope
Development. The Marine Contracting Plan is to be approved by the MTSD Supt. and is
to include all expired contracts rebids falling within the upcoming 24 months period and it
is the PP&SS Supervisor responsibility to list those expired contracts where proponents
need to confirm the rebid action.

5.2 As prerequisite for the Contract Development process, the proponent Marine Division is to
ensure provision of clear and executable contract scope. The proponent Division Head is to
formally request the establishment of Scope Development Team consisting of representatives
from Marine Contracts, Quality Assurance and Engineering (for Full Charter Contracts); for
other types of contracts, the team will be composed of needed specialty as deemed necessary by
the proponent division Head. The team is to work under the direction of the proponent Division
Head to draft the proforma contract language.

5.3 Once the proforma contract language is drafted by the Scope Development Team, then the
proponent Division Head is required to approve the draft and formally request the initiation of
the procurement process by submitting the Marine Contracts Action Request (Attachment No.
2). Note: the Scope Development Team is to consider ‘lessons learned’ from previous
procurements which are captured in shared drive under the Contracting Unit shared folder.

5.4 MTSD Supt is to assign the Supv PP&SS to review the contracting request action and the
request is to be forwarded to the Marine Contracts Coordinator to assign a Contract Advisor and
log the start of the procurement activity. For any unplanned request, the Marine Manager
approval will be required.
