Special Conditions Of Contract‐Technical
TECHNICAL TERMS & CONDITIONS:

1) SCOPE OF SUPPLY

PART‐A: IOCL'S SCOPE OF SUPPLY:

1) Free issue of all type of Valves, Pipes, flanges, fittings, Valve gaskets, nuts & bolts/studs,
Gland packing, structural steel etc. However, old fasteners are to be cleaned and re‐used
wherever possible.

2) Utilities like water, power steam & compressed air shall be provided as per SCC standard
norm. Utility connections are available at site and contractor has to make necessary
arrangement required to use the facilities from the existing points.

PART‐B: CONTRACTOR'S SCOPE OF SUPPLY

All materials not covered in the Owner's scope of supply shall be arranged and provided by
the contractor at his own cost.

2) SCOPE OF WORK

Scope of work shall be in general but not limited to the following:

1) The Contractor shall be responsible to complete the entire work as per SOR (Schedule of
Rates) and specifications in all respects and any other job necessary to complete the
work though the same may not be specifically mentioned in the scope of work

2) The schedule of rates should be read with all other sections of this work order.

3) The contractor shall be deemed to have studied the items, specifications, and details of
work to be done within the time schedule attached and to have acquainted him with the
conditions prevailing at site.

4) The works, item wise, shall be measured upon completion and paid for at the rates
quoted and accepted.

5) Contractor shall issue all free issue materials from Owner storage point to his work shop
or site. Tractor, trolley, hydra, crane (irrespective of size, capacity and quantity) etc
required for issuing the material and upto completion of job shall be in contractor scope.

6) Mobilization & de‐mobilization of all types of heavy equipment like Tractor, trolley,
hydra, crane (irrespective of size, capacity and quantity) etc required for completion of
job shall be in contractor scope within quoted rates. No additional payment is admissible
on this account.

7) The Contractor shall carry out the welding jobs at site location for pipe stubs/branch
including all manpower & consumables, shifting of materials at site, installation & fixing
with valves, all required NDT like DPT, Radiography and stress relieving as applicable adn
as per directions of Engineer in charge.
8) Mobilization & demobilization charges for hot tapping machine shall be payable to
facilitate mobilization of hot tapping Machine with all accessories, Skilled Technicians &
all types of manpower and all other facilities required for completion of job to the entire
satisfaction of Engineer‐In‐Charge & demobilization of these from Mathura Refinery site.

9) Once machine is mobilized, IOCL shall have the authority to retain the same for One
month at site. If at the request of the Contractor, machine is allowed to be demobilized
from site then IOCL shall make no payment towards mobilization & Demobilization in
case facilities are again mobilized within one month from the date of previous
demobilization from site. Further, if for any unavoidable reason the machine is retained
at site for more than one month then additional mobilization charges as per the SOR
rate shall be payable for each additional month of retention of the machine. Hot Tapping
Machine should be mobilized along with all required sizes of cutters. The break down
period, if any, after mobilization of machine shall not be considered for calculating the
machine retention period.

10) If at the request of the Contractor, machine is allowed to be demobilized from site, then
the number of days for which machine is out from the work site shall be excluded for
counting of one month duration as indicated above at clause no :9. IOCL shall not pay for
the demobilized duration.

11) Hire Charges for Hot tapping machine shall be payable only after completion of all the
preparatory works like providing stub connections, welding RF Pad & Flange on the stub,
DP Testing and/or Radiography of the weld joint etc. so that machine does not remain
idle after mobilization. No payment is admissible for the idling period of the machine.

12) All the preparatory works are in contractor's scope of work. No Hire charges for machine
shall be payable in case of breakdown of machine or non‐availability of tools. Hire
Charges shall be payable only for the period the machine is under operation.

13) Contractor shall be required to mobilize the Hot Tapping Facility at a notice period of
One Week.

14) Contractor shall supply the machine along with all attachment required for carrying out
bolt tensioning work. IOCL shall not supply the same.

15) Depending upon the criticality & plant conditions if required, Contractor may be asked
to execute the job on round the clock basis including Sunday and/or holiday. No
additional Hire Charges or Overtime charges shall be payable on this account.

16) Plant service air will be provided within a radius of 200 mtrs. of hot tapping location by
IOCL. If the same is not available, the air compressor will be provided by IOCL free of
cost for the job. However, the hose connections and all other accessories required to
connect the IOCL air source up to the machine will be the responsibility of the
contractor. No additional payment is admissible on this account.

17) Scaffolding arrangement if required shall be the responsibility of IOCL.

18) All type of charges for transport of manpower from contractor location to Mathura
Refinery site and back to contractor location, lodging, boarding and local conveyance,
insurance and all other types of incidental charges for Hot tapping facility service team
shall be borne by the contractor within quoted rates.

19) All types of charges, tools and tackles, consumables, crane, hydra, tractor, trolley etc and
other machinery, special tolls and tackles required for mobilization of hot taping
machines with all sizes of cutter and its accessories etc from contractor location to
Mathura refinery main gate to work site and during carrying out hot taping at site and
back to contractor location shall be in contractor scope. No additional payment is
admissible on this account.

20) Contractor need to carry out hot tapping of all branches of various sizes whose axis is
perpendicular to the main line axis suiting the site conditions.

21) After completion of job area cleaning and disposal of scrap is the responsibility of the
contractor.

22) Contractor has to follow all statutory rules, obligations and regulations from time to
time.

23) All Statutory labour regulations like PF, ESI & workmen compensation, minimum wages
etc. as per GCC will be complied by the contractor. This is mandatory requirement for
release of payment to the successful Contractor.

24) Above scope of supply in indicative only and not exhaustive and therefore all other
materials/ facilities which has not been specifically mentioned in IOCL scope of supply,
but required to complete the in all respect as per direction if Engineer‐in‐charge shall be
supplied by the contractor without any financial implication.

25) The quantities shown against various items are only approximate. Any increase or
decrease in the quantities shall not form the basis of alteration of the rates quoted and
accepted.

26) All the items of work mentioned in the 'Schedule of Rates' and covered by this contract
shall be carried out as per the drawings, specifications and directions of engineer‐in‐
charge, and shall include all labour, materials, tools and tackles, consumables required
for testing, if any, with contractor testing appliances etc. required to complete the job.

27) Any other jobs, specifically not mentioned above but required to complete the hot
tapings shall be done by contractor in the quoted rates only. No additional payment is
acceptable.

3) FINAL INSPECTION

After completion of all tests as per specification the whole work will be subject to a final
inspection to ensure that job has been completed as per requirement. If any defects
noticed: in the work attributable to CONTRACTOR, the CONTRACTOR at his own cost shall
attend these, as and when they are brought to his notice by the OWNER/ Engineer‐in‐
Charge. OWNER/ Engineer‐in‐Charge shall have the right to have these defects rectified at
the risk and cost of the CONTRACTOR if he fails to attend to these defects immediately.
4) SAFETY REQUIREMENTS:

1) Contractor should strictly follow the safety guide lines, safety practices, work permit, job
safety analysis (JSA), height permit etc prevalent in the Refinery.
2) Contractor shall provide all standard quality personnel protective equipments (safety
shoes, safety helmets, full body harness where ever applicable for height jobs) to all of
their employees engaged for the job. All PPE'S should be of ISI marked as per enclosed
specification.
3) Contractor to deploy dedicated qualified safety supervisor at work site till completion of
the job. Safety supervisor shall ensure that the work being carried out with utmost
safety as per safety rules and regulations of IOCL and as per the directions of Engineer
in‐charge. Decision of IOCL in this regard is binding upon contractor without any time
and cost implication.
4) Contractor to arrange and use full body harness (full body safety belt and safety net in all
jobs as per safety rules and regulations.
5) Contractor engaged all manpower shall wear IFR suits as per the specifications attached
with the tender.
6) Contractor shall deploy dedicated safety supervision at work site.
7) Contractor to use safety tags for scaffolding.
8) Contractor to follow IOCL safety rules and regulations. IOCL shall have reserve the right
to impose heavy penalty in case of violation of safety rules and regulations.
9) Contractor has to arrange and use standard quality PPE'S. The relevant specification for
standard PPE'S are enclosed for reference.
10) Contractor shall ensure that during the above ground welding job, fire retard cloth shall
be used to cover instruments, cables etc. So as to avoid damage to these as well assure
safe working conditions at lower levels.

5) COMPLETION SCHEDULE:

24 Months from the date of site handover with a provision for extension by another 12
Months or part thereof at the same rates and Terms & conditions of the contract at the sole
discretion of IOCL.
Defect Liability Period: As per GCC

Labour Components: 25%
