THE BELOW NAMED COMPLAINANT BEING DULY SWORN, ON INFORMATION AND BELIEF
STATES THAT:

Count 1: FIRST DEGREE RECKLESS HOMICIDE - PTAC, AS A PARTY TO A CRIME, USE OF A


DANGEROUS WEAPON

The above-named defendant on or about Saturday, May 18, 2024, at 1400 West Halsey Avenue, in the
City of Milwaukee, Milwaukee County, Wisconsin, as a party to a crime, did recklessly cause the death
of AS, another human being, under circumstances which showed utter disregard for human life,
contrary to sec. 940.02(1), 939.50(3)(b), 939.05, 939.63(1)(b) Wis. Stats.

Upon conviction for this offense, a Class B Felony, the defendant may be sentenced to a term of
imprisonment not to exceed sixty (60) years.

And further, invoking the provisions of sec. 939.63(1)(b) Wis. Stats., because the defendant committed
this offense while using a dangerous weapon, the maximum term of imprisonment for the felony may be
increased by not more than 5 years.

The above-named defendant on or about Saturday, May 18, 2024, at 1400 West Halsey Avenue, in the
City of Milwaukee, Milwaukee County, Wisconsin, as a party to a crime, did recklessly cause the death
of MTW, another human being, under circumstances which showed utter disregard for human life,
contrary to sec. 940.02(1), 939.50(3)(b), 939.05, 939.63(1)(b) Wis. Stats.

Upon conviction for this offense, a Class B Felony, the defendant may be sentenced to a term of
imprisonment not to exceed sixty (60) years.

And further, invoking the provisions of sec. 939.63(1)(b) Wis. Stats., because the defendant committed
this offense while using a dangerous weapon, the maximum term of imprisonment for the felony may be
increased by not more than 5 years.

Count 3: ARMED ROBBERY

The above-named defendant on or about Saturday, May 18, 2024, at 1400 West Halsey Avenue, in the
City of Milwaukee, Milwaukee County, Wisconsin, with intent to steal, did take property from the person

or presence of the owner, AS and MW, by use or threatening use of a dangerous weapon, contrary to
sec. 943.32(2), 939.50(3)(c) Wis. Stats.

Upon conviction for this offense, a Class C Felony, the defendant may be fined not more than One
Hundred Thousand Dollars ($100,000), or imprisoned not more than forty (40) years, or both.

Probable Cause:

SCENE INVESTIGATION

PO Bradley Johnson reports that on May 18, 2024 he was dispatched to a shooting complaint at S. 14th
St. and W. Halsey Ave., City/County Milwaukee, Wisconsin. PO Bradley observed two (2) males on the
ground. The first subject he observed was motionless and not breathing. What appeared to be a bullet
hole was located in his right chest. Life saving measures were attempted and he was pronounced
deceased at 11:15 PM. This person was later identified as MTW.

PO Thomas Kresa reports he was dispatched to the above shooting. He reports a second male, later
identified as AS was located laying face up. He had a blood soaked white shirt. AS appeared to have
three gunshot wounds to his torso. AS was having difficulty breathing stated he was 14 years old and
he knew who shot him. AS was admitted to Children’s Hospital at 11:13 PM. He later succumbed to
his wounds.

SURVEILLANCE VIDEO

Surveillance video was recovered from 4873 S. 14th St. The video shows, among other things, a
person in a red hoodie shoot AS and MTW. That person in later identified as Christopher Scott. DCM
and CF are also present in the video recovered from 4873 S. 14th St.

AUTOPSY & DEATHS

AS was taken to and operated on at Children’s Hospital. Detective Sokolowski reports Dr. Christopher
Laird pronounced him deceased at 1:01 AM. MTW succumbed to his injuries on scene. An autopsy
was performed by the Milwaukee County Medical Examiner’s Office on MTW and AS. In both cases
the deaths were due to a gunshot wound and ruled a homicide.

IDENTIFICATIONS OF VICTIMS

Det. Michael Fedel reports MTW was identified by fingerprints. He was also identified by CF in still
photos taken from a surveillance video of the event. AS, per PO Michael Driscoll, was also identified by
fingerprints. He was also identified by CF in a still photo taken from a surveillance video of the event.

INTERVIEW OF TR

Detective Scott Schmitz interviewed TR. TR stated that she is the mother of Christopher Scott. TR
was shown multiple still photos from surveillance video from the incident and nearby the incident. TR
identified her son as the person in the red hoodie. CF, would also later identify the person in the red
hoodie as Scott in photos taken from surveillance video of the shooting.

TR said that around 9:00 PM Scott called and asked if he could spend the night at DCM’s. She agreed.

On May 21, 2024 Detectives Curtis Pelczynski and Shawn Lesniewski interviewed suspect CF (dob
2/21/11). CF was asked about the events of May 18, 2024 occurring at 1400 W. Halsey Ave.,
City/County Milwaukee, Wisconsin. CF stated he goes to middle school and is in the 7th grade. His
nickname is “CJ.”

CF admitted that he was involved in an Armed Robbery. CF stated that he went with Christopher N.
Scott (dob 4/14/09) and DCM to 1400 W. Halsey on Saturday May 18, 2024. CF stated he went to
DCM’s house to spend the night and at some point after that Scott arrived. Scott was also going to
spend the night. After a period of time Scott showed him his (Scott’s) gun and said he wanted to rob
someone. Scott had all of them (CF and DCM) come with to the robbery, but “he was never supposed
to shoot him.”

DCM lives on W. Barnard St. which is about one and a half blocks from 1400 W. Halsey Ave.

CF was wearing all grey. Scott came over in black shirt and he later put a red hoodie on. Scott put on
the red hoodie before they left to rob the guy selling “weed.” Before everyone left the house Scott
contacted AS. Scott told them he (Scott) was going to rob AS for the weed. Scott was supposed to
pay $190 for the marijuana. Part of the plan was for CF to pretend to pay it using an app on a phone.

CF explained that during the robbery Scott started tussling with AS over the gun. While that was
happening MTW came from the side and Scott got control of the gun and shot MTW. CF said he
personally did not grab anyone.

CF said he knows AS and MTW. CF said he thought Scott was just going to “stick him up.” CF said he
expected to get some weed to smoke after the robbery. CF said the plan was for him (CF) to pretend
to send AS the money through an app and Scott would display a firearm. The app was on a phone that
belonged to DCM.

After the robbery and shooting they all returned to DCM’s house and DCM “bleached him (Scott)
down.” CF explained Scott got naked and had a quart of bleach poured “all over.” CF stated that
DCM was helping “bleach Scott down.”

CF said he saw Scott shoot both AS and MTW.

CF said he has known DCM since he was “little” and knew Scott from school. CF was shown a picture
taken from a video of the incident and identified DCM, himself and Scott in it. In another picture he
identified AS and MTW in it as well.

Scott told CF and DCM the gun was a “ghost gun” from Minnesota that he (Scott) stole from his cousin.
The gun had a long magazine that “stuck out of the gun.”

SEARCH OF SCOTT’S RESIDENCE

A search warrant was executed at Scott’s residence. In the room identified as Scott’s bedroom a red
sweatshirt that appeared to be the same as the one Scott was wearing in surveillance video at the
location of the shooting was located.
