1 Introduction to Vũng Tàu port:
1.1 Overview:
Vung Tau Port is a special port in our country. Besides, this is also the largest international
transshipment port in Vietnam, playing many important roles in promoting the economy, and
helping ships operate more smoothly. It can be said that the establishment of Vung Tau Port has
brought many outstanding advantages to Ba Ria - Vung Tau province.
Vung Tau seaport is the southern gateway seaport and the country's international gateway port
with level I A planning. This place is known as an important maritime border gate of Vietnam.
Each year, Vung Tau Port welcomes 30,000 ships along with over 70,000 hydrofoil speedboats,
inland waterway vehicles, and fishing vessels passing through Ganh Rai Bay. In addition, Vung
Tau Port also performs maritime services to arrive and leave ports in the following provinces: Ba
Ria - Vung Tau, Dong Nai, City. Ho Chi Minh, Dong Thap, My Tho, Binh Duong, and transit to
Cambodia.
Vung Tau Port maximizes economic efficiency. The commercial port is located 5km E from
Vung Tau city on the Dinh River. The principal imports are general cargo, machinery oil drilling
chemicals, and equipment. Exports include agricultural products and timber logs.
Currently, Ba Ria - Vung Tau province has put into operation 21 seaports with a capacity of
about 45 million tons/year and concentrated mainly in the Thi Vai - Cai Mep area. In 2009,
goods output reached 31 million tons with 80,000 visitors. By 2010, these numbers achieved
high growth in both goods and visitors. Up to now, the province's seaport system is gradually
being exploited and continues to build 12 projects and 22 other seaport projects are preparing for
investment. According to the design estimate for capacity, Vung Tau Port is estimated to reach
about 250 million tons, including the capacity of 19 general and container ports of about 219
million tons and the capacity of 36 specialized trips reaching about 31 million tons. Ba Ria -
Vung Tau province strives to basically complete its entire seaport system by 2020 with a total
capacity of about 250 million tons/year, in order to thoughtfully meet the cargo strategy through
the province's port system. about 60 million tons/year in 2015, 120 million tons/year in 2020 and
250 million tons/year in 2030.
Since Vung Tau Port was established, it has attracted a large amount of investment capital. It is
estimated that over 4 billion USD will be poured into this potential area by domestic and foreign
investors. Contributing to bringing a new look and a solid direction for the strength of the seaport
economy in Ba Ria - Vung Tau province.
With its role and position as a state management agency specializing in maritime affairs at
seaports in Ba Ria - Vung Tau province, Vung Tau Maritime Port Authority has presided over
the coordination of activities between the ports. other state management agencies to carry out
specialized state management work at seaports, promptly advise and organize the effective
implementation of the directions of the Vietnam Maritime Administration - the Ministry of
Transport as well as competent authorities in implementing a number of solutions to improve the

efficiency of seaport operations such as: reviewing and assessing the current situation and
researching and perfecting seaport planning; Strengthening port connection infrastructure;
Implement policies on adjusting fees, maritime charges, service fees/prices and stabilizing
loading and unloading service prices; Strengthen administrative procedure reform and implement
other related solutions to support ship owners and port enterprises; excellently complete assigned
political tasks; The quality of human resources and the quality of management work of the unit
are constantly improved, ranking at the top among maritime port authorities.
1.2 History:
Vung Tau Port Authority (now Vung Tau Maritime Port Authority) was established under
Decision No. 534 dated March 22, 1991 of the Minister of Transport and Post Office
In the early days of establishment, Vung Tau Port Authority had an organizational structure
including 03 professional departments: General Administration, Finance and Legal Affairs;
Facilities are still lacking: the agency does not have a headquarters. The workforce has 13
people, including 03 party members.
After being established, Vung Tau Port Authority implemented the management of 03 port sub-
ports announced in Decision 706 dated April 14, 1987 of the Minister of Transport, including:
Export Sub-Port oil and gas import (now Bach Ho Offshore Oil Port); Specialized oil and gas
service port (now Vietsopetro port) and Cat Lo port (now Vung Tau Commercial Port), with an
average number of ships passing through the port of about 5 ships/day.
After 30 years of growth and development, overcoming difficulties and shortages, with the spirit
of solidarity and striving together. Up to now, along with Ho Chi Minh City Maritime Port
Authority, Vung Tau Maritime Port Authority is one of the two leading maritime authorities in
the country with a wide management scope and many of the most unique factors in the country;
Organize a reasonable and stable apparatus; internal unit solidarity and unity; relatively spacious
and modern facilities; The number of ships, goods, and passengers passing through the port and
budget revenue increase annually.
Vung Tau Maritime Port Authority currently has an organizational structure including 06
professional departments (Inspection Department; Legal Department; Maritime Safety - Security
Department; Vessel Procedures Department; Finance Department and Organization - Operations
Department main); 02 representatives (Representative of Vung Tau Maritime Port Authority in
Phu My and Representative of Vung Tau Maritime Port Authority in Con Dao) and Vung Tau
Maritime Port Authority Station in Thi Vai with 66 civil servants, officials, and workers , the
agency always excellently completes its assigned tasks.

In recent years, the number of ships, goods, and passengers passing through Vung Tau seaport
has grown steadily. Successfully received one of the largest container ships in the world today,
thereby raising the position of Ba Ria - Vung Tau seaport and of Vietnam.
Providing seaport services meeting international standards along with ensuring safety,
environment and health.
Promoting economic flow. The port plays a vital role in promoting economic flow in Vietnam. It
is a major gateway for international trade, and it helps to connect Vietnam with the rest of the
world.
Develop inland super ports and large-scale logistics centers at major gateways of Vietnam,
integrate and expand the network to the region.

Accordingly, in the period from 2026 to 2030, with a vision to 2050, the province will focus on
exploiting the role of the national seaport system, developing and modernizing international Cai
Mep- Thi Vai gateway port into large international transshipment port of Asian and international
stature, associated with Moc Bai - Ho Chi Minh City - Bien Hoa - Vung Tau economic corridor
and the trans-Asia economic corridor to be the gateway to the sea of Southeast Asia.

Management Board of Vung Tau port
This process is divided into 3 stages including: Under the ship's hold, at the wharf, and on the
wharf. These 3 stages are specifically implemented as follows:
- Import containers: Port workers will remove the tank from the container on the ship, then put

the crane rack firmly into the container and crane it to the yard on the wharf or waiting trailer. If
using a trailer, there will be a large forklift to help lower the container quickly and safely into the
yard. This process will be performed and monitored according to the signal of a controller. The
pull the vehicle into the yard for the forklift to load and unload it onto the pile.
- Export cargo container: Workers will put the crane rack into the container posted on the yard or
trailer, crane and place it on the specified ship position, then lock the container securely on the

Bulk Cargo Yards: Accommodate bulk cargo like ore, coal, and grains, ensuring
safekeeping and protection from weather elements.
Vehicle Yards: Secure parking spaces for trucks, container trailers, and other
transportation vehicles, equipped with surveillance cameras.
Value-Added Services:
Inventory Management: Tracking quantity, location, and condition of stored goods, and
providing detailed reports to clients.
Packing and Unpacking: Offering professional packing services for cargo, guaranteeing
safety during transportation.
Domestic Transportation: Connecting with domestic transportation services to move
goods from the warehouse to the client's desired location.
The selection of the most suitable storage type depends on several factors, including:
Cargo Type: Size, weight, properties, and specific storage requirements of the goods.
Storage Duration: The necessary timeframe for storing cargo at the port. Budget: Storage
costs vary depending on the chosen warehouse or yard.
Value-Added Services: Need for additional services like inventory management, packing,
or transportation.
2.4 Expense:
2.4.1 DEM/DET
DEM (demurrage charge) is a fee imposed by shipping companies on shippers for exceeding the
allotted time to load or unload cargo from a vessel. In essence, the port charges the shipping
company a demurrage fee, which the shipping company then recovers from the shipper and
remits to the port based on their pre-existing agreement. DEM charges are assessed per container
unit.

DET (detention charge) is a fee imposed by shipping companies on shippers for exceeding the
allotted time to return empty containers to the designated depot or terminal. Similar to DEM
(demurrage) charges, DET charges also adhere to a policy that allows for a grace period during
which container detention fees are not applicable. DET charges are typically calculated daily and
may vary depending on the type and size of the container.

Local charge is a general term for the types of fees that importers and exporters must pay at the
loading port and the unloading port. In addition to sea freight, the shipper and consignee must

3.1 Detailed safety notes for the process of unloading goods at Vung Tau port, based on

3.1.1 Before unloading:
Preparation:
Goods:
Thoroughly check the condition of packaging, labels, quantity, weight, dimensions of
goods (for bulk goods, further check dangerous properties, flammability, explosiveness,
etc.).
Classify goods by type, size, weight for convenient unloading and storage.
Ensure goods are carefully packaged, suitable for transport methods and weather
conditions.
Documents:
Prepare all types of documents related to the cargo lot such as: Bill of Lading (B/L),
Commercial Invoice, Packing List, Certificate of Origin (C/O), etc.
Pay all types of fees and charges as regulated by the port.
Manpower and equipment:

traffic system. No main seaport is connected to the railway except Hai Phong port but not at the
main terminals.
Supply and demand management challenges: Currently, the market is facing an imbalance

Ba Ria-Vung Tau province.
Port upgrade: Addition to the port logistics service ecosystem: Phu My dry port invested by
Thanh Binh Phu My Joint Stock Company (investor of Phu My 3 specialized industrial park) is
nearly 38ha wide, with a total amount of nearly 3,000 billion dong. This dry port has main areas
such as: an inland waterway pier, warehouse, and container yard. According to the evaluation of
maritime, logistics experts, the operation of Phu My dry port is very important for the
development of deep-sea ports and port logistics services of Ba Ria - Vung Tau province as well
as the Southeast region. Because this is the first dry port of this province and the third dry port of
the Southern region. The most important factor is that the port has road, air, waterway, and future
railway connections. Thanks to that, it helps investors, cargo owners transport goods
conveniently, and optimally in terms of cost.
Accordingly, Ba Ria - Vung Tau seaport is one of the two special seaports of Vietnam. In Group
4 seaports, Ho Chi Minh City seaport and Ba Ria - Vung Tau seaport have the largest capacity
and throughput. According to the data of the Vietnam Maritime Administration, the total volume
of goods through Ba Ria - Vung Tau seaport has been increasing over the years and the
corresponding proportions are as follows (2015 - 2022): 2015 is 47.8 million tons - 31.7%; 2026
is 62.9 million tons - 35.4%; 2017 is 61.4 million tons - 33.2%; 2018 is 68.4 million tons -
33.7%; 2019 is 107.8 million tons - 36.2%; 2020 is 113.2 million tons - 37.9%; 2021 is 113.7
million tons - 38.1%; and 2022 is 108 million tons - 36.6%.
The above statistics show that the throughput of goods at Ba Ria - Vung Tau seaport has
gradually increased from 31.7% to 36.6%. Specifically, container cargo increased from 19.3%
(2015) to 48.2% (2022).So far, the province's seaport system is gradually being exploited and
continues to build 12 projects along with 22 other seaport projects that are preparing for
investment. According to the design estimate for capacity, Vung Tau Port is estimated to reach
about 250 million tons, including the capacity of 19 general ports, containers of about 219
million tons and the exploitation capacity of 36 specialized trips reaching about 31 million tons.

province by 2020 with a total capacity of about 250 million tons/year, in order to meet the
thoughtful strategy of goods through the port system of the province about 60 million tons/year
in 2015, 120 million tons/year in 2020 and 250 million tons/year in 2030.

Ba Ria – Vung Tau seaport is an important seagate area. Ships are coming here to anchor, pick
up and disembark pilots or perform other activities before arriving to or after departure from
ports of Baria – Vung Tau province, Ho Chi Minh City, Dong Nai, Binh Duong, Dong Thap, My
Tho or transitting to Cambodia. Annually, there are more than 30000 turns of sea going ship and
about 70000 turns of high-speed craft, domestic vessels, fishing vessels, service boats... passing
through Ganh Rai Bay making this area the highest traffic density and most complicated traffic
pattern in Vietnam.
In recent years, as the role of state management in the maritime sector at Baria Vungtau seaport,
the Maritime Administration of Vung Tau has been responsible for the cooperation among state
competent authorities and the control of maritime, security, quarantine, customs, tax, culture,
sport and tourism, fire and explosion prevention, environmental protection... the Maritime
Administration of Vung Tau has excelled in its duty to ensure a smooth and effective port system
management of over 60 ports in the area as well as other activities related to ship building and
repairing, port and port infrastructure investing, search and rescue operations... the
Administration has also promptly consulted and effectively implemented the instructions of
Vietnam Maritime Administration, Ministry of Transport and other competent authorities in
improving the seaport operation such as: reviewing and evaluating current situation, studying to
improve seaport planning, enhancing inter-port connection, implementing policy on fees, port
charges, service charges; stabilizing cargo handling fees, improving administrative formalities
and implementing other measures to support ship owners, port operators, service suppliers...
As a result, cargo and vessel throughput of Ba Ria - Vung tau seaport has been growing
consistently. Total cargo throughputs in 2021 and 2022 are more than 110 million tons each year,
of which total container throughputs are over 8 millions T.E.Us; vessel throughput reach 90000
turns annually. As estimated for period of 2023 to 2025, cargo and vessel throughput of Ba ria
Vung tau seaport will grow from 5 to 7% each year.
To uphold the achieved results, the Maritime Administration of Vung Tau is continuing to strive
for a better performance in its duties and to provide better service to people and business... It also
commits to cooperating closely and responsibly with relevant authorities to execute correctly and
effectively the requirements and instructions of competent authorities to be able to bring Ba ria
Vungtau seaport soon to become an international gateway, international container-hub as
approved by the Prime Minister in the master plan of the port development.
According to the Master Plan for the Development of Vietnam's Seaport System for the 2021–
2030 period with a vision to 2050, Vung Tau Port will continue to expand with a total of 77 ports
(of which 67 are onshore and 10 are offshore oil and gas terminals). Currently, 47 ports, 3 CMB
terminals, and 10 offshore oil and gas terminals are in operation.
Moreover, In the future, Vung Tau port will be built with two more Long Son port areas –
specializing in serving the petrochemical industry; Sao Mai and Ben Dinh passenger wharf areas

– specializing in serving passenger transport.
Infrastructure improvement: The port will be upgraded with modern seaport infrastructure,
including anchorages and navigation channels, to meet the needs of large tonnage mother ships.
Transport Connection: Vung Tau Port is being focused on development to complete transport
connections. This includes the construction of an international gateway port and strengthening
links with the ports of Dong Nai and Ho Chi Minh City to create a seamless port system.
Logistics Ecosystem: The government also aims to develop a diverse logistics ecosystem that
includes services, warehouses, inland ports, logistics centers, and shipping agents to improve
operational efficiency and reduce logistics costs.
