I. CONTEXT AND RATIONALE

Action research is a distinct kind of research that systematically examines the

inherent and external causes of an existing situation to advance democratic change

and cooperative participation through a potent intervention. The common

characteristics of action research are to solve the prevalent issue or problem in an

organization, produce theoretical and practical knowledge about the situation, foster

collegiality, collaboration, and involvement of participants who are actors in the

situation and most likely to be impacted by changes, and establish an attitude of

constant change, self-development, and growth (Burns, 2017).

Action research is also an empirical strategy that supports systematic

leadership and management, data-driven decision-making, and the implementation

of interventions to address identified teaching-learning gaps and issues in education.

As a result, action research plays a crucial role in the lives of school heads and

master teachers, whom the Department of Education regards as highly proficient

teachers under the Philippine Professional Standards for Teachers (PPST). They are

regarded as subject-matter specialists in schools. Indeed, they are seen as coaches

and mentors by teachers 1 to 3.

Moreover, the master teachers are part of the school's Planning and

Management team. They are part of designing and implementing effective and

efficient interventions to address the identified critical issues in school. They are also

part of helping the school head increase the school performance indicators. Action

research could help them systematically in making decisions and in carrying out the

tasks delegated to them.


Making research to enrich the knowledge of content and pedagogy is part of

the deliverables of the Master Teachers under domain 1 of the PPST. However, most

of the Master Teachers in the Department of Education failed to conduct research.

According to Ullah (2017) conducting research in the country, especially in public

secondary schools, may be limited since only a few teachers have tried to do it.

Nevertheless, master teachers are knowledgeable about what action research is.

They just lack the time to conduct action research, but they would be willing to do it if

someone could walk them through the process. They understood that failing to

conduct action research will not have an impact on their performance evaluation

(Enerio, 2020).

Cortes et. Al (2021) cited Morales et al. (2016) that teachers also reported

that their teaching loads are beyond the prescribed. In effect, it exhausts them, thus,

leaving little time and energy to do research. Several Philippine studies also reveal

that Filipino teachers still face a plethora of challenges in doing Action Research.

Consequently, research productivity in the country, especially in the basic education

sector is scarce because many teachers do not engage despite Action Research

being a part of their standard outcome and as a basis for promotion to a higher level

in their career paths (Department of Education, 2007). Furthermore, studies on this

aspect indicate that the majority are conducted in Luzon and Mindanao while

teachers' challenges and clamor in Action Research are not well explored in the

Visayan regions, specifically in Cebu City (Cortes et.al, 2021).

In the Schools Division of Cebu City, only a small number of master teachers

are conducting action research. Six master teachers at the research locale of this

study have not yet conducted any Action Research. This prevalent situation

prompted the researchers to conduct this research with the firing desire of helping

the Schools Division of Cebu City in increasing the number of action research being

conducted by both the teaching and non-teaching personnel.


However, such a desire is quite challenging. Thus, the researchers will start it

in their home court as they help their master teachers in conducting action research.

The master teachers of Lahug National High School (Night), North District 3, will be

capacitated on the knowledge and skills on making cation research using the 4Is

Model in the school year 2023 to 2024. The 4Is Model is an intervention Model with

four stages that focus on identifying the existing problem of an organization, looking

for possible intervention, implementing such intervention, and evaluating its efficacy.

II. ACTION RESEARCH QUESTIONS

This study aims to capacitate the Master Teachers of Lahug National High

School (Night), North District III, Schools Division of Cebu City, School Year 2023 to

2024 on making action research through the 4Is Model, as a basis for the proposed

continuous improvement plan.

Specifically, it seeks to answer the following questions:

1. How many master teachers have conducted action research through the 4Is

Model?

2. What is the average rating of the master teachers’ action research proposals as

assessed by the Research Ethics Committee?

3. How many action researches are granted with the Basic Education Research

Fund?

4. What are the gaps and gains in making action research using the 4Is model?

5. Based on the findings, what continuous improvement plan can be proposed?

III. PROPOSED INNOVATION, INTERVENTION, AND STRATEGY

The proposed intervention of this research is called 4Is Intervention Model.

This is an intervention model derived from the dissertation output of the lead

proponent of this study. This model has four phases which are: Initiation,
Implementation, Improvement, and Inspection. The Initiation phase starts looking at

the topmost critical issue in an organization which is feasible to intervene within the

scope and capacity of the intervention implementers. It seeks potent strategy,

innovation, or intervention of the identified crucial issue. It embodies the preparation

or the input part of the intervention. Lastly, it lays out the plan on how to execute the

intervention considering the needed resources like budget, human resources, and

physical facilities to be used. The implementation phase refers to the process or

mechanism of executing the plan. It is the actual implementation of the chosen

strategy, innovation, or intervention that the implementers affirmed as a potential

solution to the recognized issue. The Improvement phase focuses on the expected

output or outcome after delivering the implementation dimension. It is where the

monitoring of the implementation phases comes in. The thorough gathering of data is

carefully done in this part to support the claim of choosing the strategy, innovation, or

intervention to the problem as the best one. Lastly, the Inspection phase refers to the

evaluation part of the model. It is the stage that either affirms or negates the claim of

using such strategy, innovation, or intervention as a catalyst for solving the existing

issue. From this phase, it can also be gleaned the continuous improvement plan for

the sustainability and replicability of the strategy, innovation, or intervention being

used.

IV. ACTION RESEARCH METHOD

a. Participants

The participants of this study will be the six Master Teachers of Lahug

National High School (Night), North District III, Schools Division of Cebu City who are

purposively chosen.

b. Data Gathering Methods

This study will use mixed-method research. In a mixed-method study,

quantitative and qualitative research methodologies are used in a single study. The

researchers described how, why, and when these two methodologies would be fully

blended in advance and detail using analytic and theoretical approaches. (Abadiano,

2016). In the quantitative method, a typical descriptive design will be used. It will use

nominal data of frequencies and percentages. A document analysis research

instrument will be utilized to gather the data for the study. Gathering the data as to

the number of participants who can conduct action research relies on the number

frequency of the action research proposals being evaluated by the Schools Division

Research Ethics Committee (SDREC). The average rating of the participants’ action
research proposals will be computed from the evaluation sheets secured from the

SDREC. Lastly, the frequency of the action research proposals being funded by the

BERF will be based on the Memorandum of Agreement signed by the participants

and the DepEd Region 7 Chief of the Planning, Policy, and Research Division. While

the qualitative method will be used to gather data on the gaps and gains as

perceived by the participants in making action research using the 4Is model. A

Focus-Group Discussion instrument will be used.

Once the proposal is granted, the orientation of the research participants will

be done. Then, the journey of making action research with the participants will be

done through the 4Is Intervention Model extensively. The overall data of this study

are dependent on the successful action research proposals of the participants

submitted to the Schools Division of Cebu City Research Ethics Committee. The rest

is history.

c. Data Analysis Plan

The quantitative data of the study will be computed by simply using the typical

descriptive statistics using nominal data of frequencies and percentages. While the

qualitative data gleaned from the FGD will be treated qualitatively using Braun &

Clarke's (2006) Thematic Analysis. Lastly, the findings will be presented and

discussed comprehensively.

VII. ACTION PLAN

Research is dead if it is not disseminated to the community or put into

practice. Therefore, the researchers are bound to inform others about the results of

this study. They have to report to their immediate superior about the findings of the

study. During the District In-service Training, the researchers would seek permission

from the Public Schools District Supervisor to give them time to present it to the

teachers. Additionally, the researcher will present it to any local or international

research congress to be recognized, known, and developed.
