social programs. Global challenges affecting economic recovery, such as the conflict in Ukraine, the

guided by economic policies and the Medium-Term Fiscal Framework.

Despite global uncertainties, the Philippine economy achieved a 7.6 percent growth in 2022, the highest
in 46 years. The speech discusses the resilience of the financial system, the flourishing digital economy,
and positive growth projections for the current year. It notes a decline in inflation from 8.7 percent in
January to 5.4 percent in June, with further easing expected by the end of the year.

The government's efforts to boost economic production, promote industries, invest in infrastructure, and

economic and social services allocated almost 70% of the national budget for the year.

President Marcos emphasizes the importance of higher revenue collections to support public
investments, outlining a vision for tax and revenue efforts to reach 16.9 - 17.3 percent by 2028. Current
revenue generation improvements are highlighted, with record collections by the Bureau of Internal
Revenue and increased collections by the Bureau of Customs, PAGCOR, and the PCSO.

debt burden. Mr. Marcos emphasizes transparency and accountability in fund management, ensuring
that it benefits the country's economic well-being.

The energy sector's achievements include stabilizing crude oil prices, building new power plants, and
pursuing renewable energy sources. Our country is working towards a 35 percent share of renewables in
the power mix by 2030 and 50 percent by 2040. The Unified National Grid is highlighted for efficient
electricity transfer.

Filipino education is a key focus, with initiatives like the MATATAG Agenda, increased school workforce,
and curriculum recalibration. Social safety nets, including free tertiary education, skills development, and
youth employment programs, aim to provide equal educational opportunities. Innovation and
entrepreneurship are encouraged through "FILIPINNOVATION," emphasizing science, technology, and
R&D. The government is strengthening science and technology capabilities, supporting scholarships, and
launching satellites for various applications.

Efforts in healthcare include addressing hunger and malnutrition, expanding medical and nursing
education programs, and focusing on community health. Structural changes in the healthcare system
involve increasing public health facilities and specialized medical treatment centers. It concludes with a
commitment to a more direct and efficient delivery of services, emphasizing integrated primary care
providers, partnerships with local government units, and improved PhilHealth efficiency. In his
comprehensive address, the President highlighted several key areas of the nation's progress. The

deployment. Bilateral labor cooperation agreements with various countries were forged, emphasizing
safe working conditions and mechanisms for OFW welfare.

The housing sector saw progress, with a commitment to provide over a million affordable homes.

Climate change considerations were integrated into policies, adopting the circular economy concept for
sustainable resource use.

In the realm of peace and security, efforts were made to rebuild Marawi City, and an amnesty
proclamation for rebel returnees was proposed. Commitment to protect sovereign rights and territorial
integrity remained a priority.

The President appealed to Congress for support in passing key legislations, ranging from tax measures to
amendments in various codes and the introduction of new laws.
