1. EXECUTIVE SUMMARY
As a Small Island Developing State (SIDS), the Maldives faces many unique challenges. The
development needs of SIDS, as articulated by the Sustainable Development Goals, will require massive
investment in infrastructure networks for the Island. Over 3.04 Metric tons(1) per capita of CO2
emissions have stemmed from burning of fossil fuels. This is expected to grow which will result in more
emissions. UNOPS is committed to supporting several visions, helping SIDS Islands like Maldives fight
challenges brought on by climate change and to ensure Maldives reach their development goals.
“Building health system resilience in an uncertain world”(2) is one of the several visions supported by
UNOPS, with a core mandate for sustainable infrastructure. Despite strong incentives to shore up
health system resilience, significant challenges remain stubborn barriers to resilience.

Currently Maldives, like many other Island nations, face challenges in delivering essential medical
supplies, particularly in remote areas or during emergencies. Some islands may have limited docking
facilities for Seaplanes (or boats) making it inefficient to transport medical supplies which represents
an ultimate example of mismatch, where the stuff being carried equates to less than 0.1 percent of the
mass of the vehicles and little to no expensive medical storage facility in Islands to store the supplies.
This lack of infrastructure hinders the community’s needs for urgent transportation of supplies. Even if
delivery services using modes such as Sea planes or high speed boats would be used, there is an
untapped potential to reduce the overall cost, emissions, efficient delivery and speed using drones
instead of the former two transportation modes. By using drones, not only will Maldives reduce the
use of fossil fuel sources, but it will have an overall positive impact on future modes of drone
transportation network to connect hundreds of islands in an efficient, faster and sustainable manner.

In this regard the Ministry of Health (MOH) under UNOPS is leading the establishment of a medical
delivery drone system starting with baseline services to facilitate delivery of urgent medical supplies
such as urgent drugs, blood bags for transfusion, urgent blood samples for laboratory analysis and
urgent medical equipment to remote islands from central locations. MOH under UNOPS has requested
for a proposal to assist in the development of such a system, which is envisaged to provide an
end-to-end digital and automated solution at nominated two-three locations. In this regard, Redwing
Consortium is pleased to submit its proposal in response to the tender. This document contains a
technical response to the Bid named “SUPPLY, DELIVERY AND INSTALLATION OF MEDICAL DELIVERY
DRONE SYSTEM FOR MINISTRY OF HEALTH, MALDIVES” under UNOPS (ITB/2023/46755).

Redwing is a leading Advanced Air Mobility (AAM) consortium covering products ranging from Multi
rotor to Fixed Wing drones, providing services in Drone delivery operations, Droneports, Pilot Training,
Technical procurements and Support services in the drone industry. Our members were involved in
close to a dozen drone procurements projects for clients all over the world. Redwing consortium in
subsequent requirements for Lot-01 and depending on the requirements of MOH on a need basis
under Item no-01 will establish an automated, cost-effective and time efficient medical drone delivery
service for Maldives. This is a turnkey service, which will commence upon approval by the Maldives
Civil Aviation Authority (MCAA) in compliance with local, civil and military regulations. The fixed cost of
the project is quoted separately; For Lot-01 the cost is 99,897 USD/-, and for Item no-01 the cost is
396,997 USD/- for 12 months of operations (Incl. in bid submission forms) which would be shared
between partners in the consortium accordingly (incl. VAT for both).

healthcare industry.

1. Our consortium comprises a diverse team of experts in the fields of drone technology, drone
operations, droneport solutions, first and last mile logistics solutions.

2. Extensive experience in the drone industry, with successful pilot projects and collaborations
with various stakeholders in South Asia, Asia-pacific, Middle east, Asia and in Europe.

3. Our consortium has a proven track record of delivering packages on time and with a high
level of dependability. We utilize advanced drone technologies, robust logistical systems,
and efficient route planning to ensure that the deliveries arrive promptly and consistently.

easy-to-use operational workflow and capability of multi-stop deliveries.

over the world; Drone delivery operations in Dubai Expo 2020, 10Kg Intercity corridor of
50Km drone delivery operations in Sweden, MFTS Vaccine delivery programs in India just to
name a few.

3. ONGOING PROJECTS

Redwing is one of Asia’s leading healthcare drone enterprises. Redwing set-up South Asia’s first
healthcare drone network in the Indian state of Arunachal Pradesh on August 15 2022, in
collaboration with the World Economic Forum (WEF), USAID and other partners. Till date this
network is India’s largest and longest running public healthcare drone network. It has been
executing aerial healthcare deliveries for over three years in multiple regions including Papua New
Guinea and the states of Arunachal Pradesh, Telangana, Manipur, Nagaland, Odisha, and Karnataka
in India. It has successfully demonstrated deliveries of cold-chain medical products and diagnostics
and has unlocked on-demand health access for over 300,000 beneficiaries. Some of Redwing’s
partners include USAID, IPE Global, PATH, the World Economic Forum (WEF), Government of
Telangana, Government of Uttarakhand, Mahindra Logistics, Piramal Swasthya, UNAIDS, and
ARTPARK.

4. COMPLETED PROJECTS

1. In February 2019, The consortium became the first drone delivery startup to successfully
demonstrate the use of VTOL drones to deliver time-critical medical cargo in Papua New
Guinea, to local stakeholders which included the Bill and Melinda gates foundation, National
Department of Health, the Centers for Disease Control and Prevention (CDC). This was made
possible by a partnership between Redwing and WeRobotics, a not-for-profit organization
that leverages drones for humanitarian causes, through their global network of Flying Labs.

2. In September 2021, India’s first organized use case for drones in healthcare, i.e. Medicine
from the Sky program (MFTS), Redwing consortium set a new record by flying a distance of
27 Km fully autonomously and without any manual interventions during the flight.

3. In March 2022, Redwing consortium members were widely felicitated by Dubai Civil Aviation
Authority (DCAA) and Expo Security team in Dubai for their exceptional work in the

development of drone use case regulations, maintaining global competitiveness and


domestic viability by innovation in drone technology to manage the airspace operations
during Dubai Expo 2020.

4. In August 2022, Redwing consortium kick-started drones service network to deliver


life-saving drugs to Seppa, Arunachal Pradesh in August 2022, funded by United States
Agency for International Development (USAID), the initiative titled 'Medicines From The Sky'
was launched under WEF's authority. The drones have delivered over 150 types of medical
products to the Community Health Centres (CHCs) and Public Health Centres (PHCs) in that
district.

5. Longest BVLOS Flights: Conducted the longest BVLOS flight in India in states including
Arunachal Pradesh and Telangana. Arunachal Pradesh is one of the country’s most
challenging geographies.
6. Collaboration with India’s Apex biomedical body: Delivered Covid and other vaccines in
collaboration with Indian Council of Medical Research (ICMR) in Manipur & Nagaland. ICMR
is India’s apex body for the formulation, coordination and promotion of biomedical research,
and is one of the oldest and largest medical research bodies in the world.

8. In November 2022, The Consortium partner Kookiejar of Sweden (KOS) in collaboration with
Swedish Air Navigation Service providers LFV, Linköping University (LiU) and the
Independent Business Group (IBG) carried out a 50 km flight with a larger drone with 10
kilos of cargo as part of a major European effort to demonstrate the societal benefits of
drone services and to work out future guidelines for these. It was one of the six major
demonstrations in Europe that carried out drone services from Suburb to suburb
environment.

5. TECHNICAL PROPOSAL
MOH under UNOPS has requested for a proposal to assist in the Drone delivery system which is
envisaged to provide an end-to-end digital solution across all phases of flights in Maldives. Team
Redwing will be the first point of contact in case any concerns or issues are raised (Contact
information included at the end). Redwing consortium will work together with Premier International
Pte. Ltd having registration no. C-189/94 as they are on-site in Maldives and will coordinate all local
activities.

Our consortium thereby is pleased to separately provide the following products and services under
Lot-01 and and Item no-01 on a need basis for MOH respectively:

1) Lot-01:

1. Two Medical Delivery Drones equipped with cold chain compartments and/or other
auxiliary compartments retrofitted with 1 year Vendor service warranty - Technical specs
included in Returnable bidding forms

2. Spare parts for each drone (2 Propellers, 2 Wings, 2 Tails and 2 Pitotubes)

3. One base station hub (Solar power optional) serving as Command & Control station for
charging, computing, communications, weather forecasts and two base station nodes at
two Islands

4. Drone pilot type training (3 No’s), Maintenance, repair, and other support services to
ensure the operations remain in optimal condition and address any needs in a timely
manner

5. Preparing Baseline supporting documents and SORA documents in order to get


necessary approvals by Maldives Civil Aviation Authority (MCAA) and any other external
stakeholders to fly the drones before the start of operations

6. In-kind services for establishment of Maldives first Drone management training Institute
initiatives in collaboration with an institution aimed at nurturing local talents and
fostering workforce development. These programs in affiliation with the DGCA (India)
will provide opportunities for skill enhancement and professional growth to individuals
within the local community

Note: Lot-01 shall be delivered within 8 weeks after signature of contract as per the ITB
requirements

2) Item no-01:

1. Operation of drones between two Islands in Maldives for a duration of 12 months

2. Proposal of an OPTIONAL Unmanned Traffic Management (UTM) system for efficient


Airspace management for Maldives Civil Aviation Authority (MCAA) and Maldives
National Defence Force (MNDF) as a complementary service during the test trial of
drone operations for one month (Provided on request)

5.1 MISSION

5.2 SCOPE OF WORK

Based on the requirements laid out in the ITB Section III of the tender, Lot-01 shall be delivered
upon award of the contract within 8 weeks and service flow for the operations being implemented
in different Work Packages (WP). The Work Packages (WP) enables the preparation of baseline
documents and other relevant materials to secure approvals for the operations. This document
contains drone model specifications (attached - ANNEX A), list of deliverables before operations,
technical requirements and supplementary information to UNOPS. Lot-01 shall provide all the
necessary paperworks, deployment of drones, infrastructure requirements, Local workforce Training
and support to ensure the Item no-1, i.e. enabling operations for 12 months.

Questions from UNOPS may lead to better supporting information as we then can include more
information to avoid unclarity. Once the proposal is submitted, should there be queries/questions or
any clarifications, our point of contact will initiate clarification by submitting a written request
through the clarification requests functionality of the UNOPS eSourcing system to ensure UNOPS
can provide input and a formal response in accordance with its procedures as stated in ITB. As
answers to queries form part of the tender it is vital that all information is shared with us to avoid
deviating answers and ensure a fair and transparent procurement process. As our answers may lead
to updating proposals both technically and financially it is important to allow some period of time
between the deadline of questions. This is to avoid receiving unnecessary requests for extension.
Based on the information received, we will provide inputs and recommendations accordingly.

5.3 WORK PACKAGES (WP)

WP 1: Project kick off meeting and General requirements

Redwing consortium will jointly organize a kick off meeting with MOH and the relevant
external stakeholders. The meeting will take place in the appointed facilities, with required
attendees, with the objective of securing and clarifying any doubt on the agreed scope of
work and walking through the project timeline. Our experts will interview key stakeholders,
initiate Service level agreements with relevant stakeholders (SLA), assess the current
airspace masterplan, compile, gather all relevant documents and material required for the
operations and ensure that all relevant information is compiled as a reference base for the
project. These will be documented in a baseline summary and reference document.

The objective of this work package is to ensure that the project meets its objectives within
budget and scheduled timescales as per the requirement laid out in Lot-01. Tasks will include
monitoring project progress, tracking deliverables and reporting back to the relevant
stakeholders. The project coordinator will be responsible for management and progress
reports, costs statements, and the final project report for the success of the operation.

WP 2: Risk assessment

This Work package will focus on developing EASA’s Specific Operations Risk Assessment
(SORA) documents. Establishing a comprehensive risk management framework to identify,
assess, and mitigate potential hazards and risks associated with the operations. Implement
robust maintenance and quality control procedures for the drones and supporting
infrastructure. The documents support the deliverables required to start the actual
operations.

WP 3: Infrastructure, Operations and logistics planning

This Work package focuses on developing the necessary infrastructure including Site
inspection, maintenance facilities, control room, hangar for storage and charging. Conduct
thorough testing and validation of the drone systems and infrastructure to ensure reliability
and safety, and Develop operational procedures for route planning, and delivery scheduling.

WP 4: Training and Education programs, Safety Management system (SMS) programs,


Project report

We offer specialized training programs in drone management for both ground operations
and medical applications. These programs are designed to equip local individuals with the
necessary knowledge and skills to effectively manage drones in industry specific
applications.

Our Safety management system document is maintained as an additional document to


support the above purpose. The methods and procedures described in this SMS manual
have been compiled from experience gained in the successful development and
management of safety programmes by commercial, corporate, cargo operations,
manufacturers, and various other aviation organisations. The aim of this manual is to assist
with an effective programme and allow further refinement and improvement of safety over
the duration of our services. Through our drone safety programs, we actively educate fresh

and experienced drone pilots on airspace regulations, flight planning, emergency


procedures, and safe operating practices to mitigate the potential for accidents or incidents.

5.4 DELIVERABLES (D)

By splitting the Work Packages (WP) into eight deliverables (table below), it becomes easier to track
and measure progress before operations, while ensuring that key aspects of regulatory compliance,
infrastructure setup, and operational safety are addressed. Each deliverable is further broken down
into specific tasks and milestones in the project charter document to facilitate effective project
management and successful implementation of drone delivery operations.

9. CONSORTIUM CHARACTERISTICS
Redwing Labs started operations in 2019 and engages in the business of last-mile automated drone
logistics with expertise in using long-range drones to carry out Beyond Visual Line of Sight (BVLOS)
operations. It operates end-to-end autonomous delivery and robotics systems including in-house
design and manufacturing of drones, setting up delivery hubs, and running operations for
healthcare deliveries. It seeks to serve public health systems by delivering medical products (regular
and cold chain) in the last mile. Redwing setup South Asia’s first healthcare drone network in the
Indian state of Arunachal Pradesh on August 15 2022, in collaboration with the World Economic
Forum (WEF) and USAID. It has been executing aerial healthcare deliveries for over three years in
multiple regions including Papua New Guinea and the states of Arunachal Pradesh, Telangana,
Manipur, Nagaland, Odisha, and Karnataka in India. It has successfully demonstrated deliveries of
cold-chain medical products and diagnostics and has unlocked on-demand health access for over
300,000 beneficiaries. Some of Redwing’s partners include USAID, IPE Global, PATH, the World
Economic Forum (WEF), Government of Telangana, Government of Uttarakhand, Mahindra Logistics,

Kookiejar of Sweden (KOS), a member of EUROCAE(a) and Eurocontrol drone task force, was
established in 2021 with the goal of deploying 100’s of dronehubs and droneports in cities to
address the landing, take-off, storage and charging of cargo and passenger drones at various hubs
and nodes at scale safely and efficiently. It has ongoing projects with Restaurant chains in Sweden to
deliver foods, deliver heavy freights to Ski resorts, and transport cargo from shore to yacht’s in
Monaco using drones. Corporately funded by its sister company Independent Business Group (IBG)
which has delivered more than 80 projects worldwide and the most recent one being the 130m Euro
project in Qatar. Kookiejar aims to democratize air mobility by connecting businesses to the promise
the industry offers by deploying safe, efficient, sustainable, cost effective droneports to enable
drone services. Some of Kookiejar’s strategic partners include Embraer EVE, ADBsafegate, Air
chateau, Terminal Holdings, Ericsson, Astra UTM systems etc to develop droneport technologies.

Wings capital’s conglomerate and its associate Blue Sky Aviation Ltd, currently serves the Maldivian
Twin otter Sea-planes as Maintenance facilities for Airframe maintenance and repair, engine
servicing, avionics diagnostics, and other specialized equipment specific to the Twin Otter model.
The team at Blue Sky Aviation are former Sri Lankan Air force fighter jet and drone pilots,
maintenance officers who are skilled, well experienced and are extremely well aware in
understanding the Maldivian conditions. They likewise have the necessary training experience and
expertise to perform maintenance tasks, troubleshoot issues, and carry out repairs in compliance
with the drone manufacturer's type certifications, guidelines and regulatory requirements.

Premier International PTE. Ltd is a Maldivian entity providing services in logistics and shipping,
managing the movement of goods into Maldives and collaborating with manufacturers, suppliers,
and distributors to ensure the smooth flow of goods into Maldives.
