EXECUTIVE SUMMARY
The mega farms initiative is an excellent game changer; however, signs are very visible
that it shall soon collapse because of its poor management and poor decisions as it is
being led by one Dr. Alfred Mwenifumbo, who is too stubborn, very arrogant, and is a
mister knows it all. Dr. Alfred Mwenifumbo has taken the mega the mega farm
initiative as his personal farm, funded by the Malawi Government. He shouts at farmers
as his children, never wants to listen to or engage farmers who are his bosses, and to a
greater extent, he does not even listen to his internal staff. He singlehandedly make
decisions, made sure that farmers were given farm inputs late. Further, farmers were
not given money to meet operational costs despite being well computed in the business
plans and included in budgeted of MK20 billion that was approved in parliament. Dr.
Alfred Mwenifumbo has cheated the nation and the State President by claiming that
mega farmers were fully financed by mega farm finances through MAIIC, while in
essence, no mega farmer was fully financed by mega farm funds. The highly talked-
about mega farmers were already there before mega farm came into existence, and Dr.
Alfred Mwenifumbo is taking advantage of them for publicity. He made sure mega
farmers should not have copies of contracts with off-takers which farmers themselves
signed. As the sole decision maker at Mega Farm Unit, Dr. Alfred Mwenifumbo fell
off with LUANAR professionals on very professional and technical advice stating that
LUANAR knows nothing about mega farming. He singly ignored implementation of
farmers business plans which himself made sure they are developed and, in the end, he
does not want to pay commission to the developers of the very same farmers business
plans he used. He fell off against the LUANAR business development consultants and
their lead consultant Dr. Wesley Chipofya, and has also fallen out with mega farmers.
Until now UNDP has not been provided with expenditures reports. If done, then lies
must have gone to the UNDP Country Office. It is very worrisome that Dr. Alfred
Mwenifumbo openly cheated the UNDP Country director by giving an impression that
all is well at Mega Farm Unit and their funds were put to full use.

PREAMBLE.
This follows various letters that you, the Principal Secretary of Agriculture received
and we the undersigned as Malawians and Tax Payers and bonafide registered mega
farmers indeed, consultants who have worked with the said individual herein present
our petition and grounds of removal from office of one Dr. Alfred Mwenifumbo from
Mega Farm Unit at Kanengo for being arrogant, being single-minded, taking farmers
for granted, not engaging farmers, for bad decision making, for cheating the nation and
the State President and indeed for being the head of the Mega Farm Unit.

The grounds of removal as stated herein arise from physical and current evidence
against the said Dr. Alfred Mwenifumbo for the time period he has been at Mega Farm
Unit, as we state the following genuine reasons for requesting and demanding his
immediate removal. This petition does not need to call on Civil Societies and the
General Public to be involved, as doing so shall mean that you, the principal secretaries
of the Ministry of Agriculture, are happy with what is happening at Mega Farm Unit.
If you did not know of the grounds of removal as below, kindly take them as such and
act immediately without any other undue influences, fear, or favor; otherwise, the Mega
Farm initiative is heading to more disgrace and downfall. We need to stress and state
that if the request is not met within the next 14 days, such non-action by yourself, the
Principal Secretaries of the Ministry of Agriculture shall immediately lead to the
petitioner seeking court relief and obtaining an injunction against further conduct
of government business by the said Dr. Alfred Mwenifumbo at Mega Farm Unit.

We are wholly aware that he is a NEC MCP member and that “MUST" not stop you
from removing him from office and assigning him other such necessary equally
demanding agricultural duties befitting his expertise. His immediate removal does not
require the exigencies of him performing agricultural duties and those that were
delegated to him at Mega Farm Unit, as it is materially and practically not required to
continue to be performed by the same civil servant as he can optionally be sent on
sabbatical leave. In the Civil Service, no office duties have ever suffered due to the
absence of one officer.

We herein present this petition and grounds of removal as in the following gross civil
servant professional misconduct while on duty, the reasons which have the greatest

potential to collapse this best ever mega farm agricultural initiative. Note that the
grounds as presented have evidence as presented to you, and we wish and appeal that
you give Dr. Alfred Mwenifumbo defence against this evidence as he leaves office.

Ground number:
1) While mega farmers were crying for farm mechanizations, Dr. Alfred
Mwenifumbo was busy with other issues and personally took one tractor to do
hallowing, ploughing, and ridging at his farm in Mzimba. The tractor spent three
weeks, which is a total breach of delegated and fiduciary duties by a civil servant
of his caliber. He used mega farm farmer’s fertilizers, seed, and herbicides in
his 100-hectare farmland to the disadvantage of many others.

2) Dr. Alfred Mwenifumbo deliberately planned that farm inputs be given late to
farmers and created a short supply of tractors for farmers with the aim that
farmers seek and hire tractors from private owners and advised farmers to
collect invoices for payment. Until now, some farmers have not yet paid for
tractors and related costs of land preparation, which has burdened them.

3) Dr. Alfred Mwenifumbo planned and deliberately gave each farmer 1 (one) bag
less of fertilizer for basal dressing per hectare, the reason for which farmers do
not understand or were given up to now. When asked why, he responded, “My
decision is final; if they don't, let them not take”.

4) Dr. Alfred Mwenifumbo singlehandedly ignored all the agronomical practices,

including costs for tractor hire that were detailed in every farmer's business
plans and did not give farmers operations costs as per their business plans; in
the end, farmers did not effectively farm.

5) Despite the fact that legume farmers' business plans were extremely thorough,
Dr. Alfred Mwenifumbo did not grant them even a single tambala to cover
operating expenses. Contrary to the president's expectations of a large harvest
of legumes, it is evident that this move negatively harmed farmers and their
yields. In this sense, Dr. Alfred Mwenifumbo deceived the president and the
country.

6) Principal Secretaries, Dr. Alfred Mwenifumbo is planning to give legumes
farmers cost of harvesting legumes, the very crop which he never gave farmers
operational costs, is he being sincere and agricultural?

7) Dr. Alfred Mwenifumbo despite delays in giving operational costs to maize

farmers, he still never gave them enough to cover all the hectares planted, others
were not even given. Farmers up to now are struggling to pay "Katapila,” which
Dr. Alfred Mwenifumbo allowed them to collect from various people in their
areas. Every farmer's full cost of production was well detailed in their business
plans, and why he ignored the cost of production is another professional
question he has to answer, as he has put farmers in bad farming debts.

8) Dr. Alfred Mwenifumbo, because he did not give farmers enough operational
costs, made them to sell fertilizer to cover operational costs that reduced
the hectares and further reduced the total expected yield per farmer. And
here we are, Dr. Alfred Mwenifumbo, who cheated the president by claiming
that Mega Farmers were fully financed. Further, some farmers did not even
plant because they did not have operational costs and could not go to their farms
in fear of being beaten by Aganyu. Unfortunately, some farmers lost their
properties in payment of Aganyu and debts, all caused by Mister I know it all.

9) Dr. Alfred Mwenifumbo, never gave farmers enough fertilizer, farmers reduced
hectares to equal the quantity of fertilizer received and that will reduce the total
expected yield, and Dr. Alfred Mwenifumbo was happy about it and is not
bothered, some farmers are still keeping fertilizer if not keeping they gave to
others to freely use.

10) Dr. Alfred Mwenifumbo singlehandedly increased the number of mega farmer
beneficiaries from the planned 80 (with business plans) to more than 200
(without business plans). This increase in the number of farmers bloated the
budget to the extent that some of the 200+ farmers who registered as mega
farmers had no enough land cleared for cultivation but still received fertilizer as

 per their registered system hierarchy. Farm inputs were given to farmers
whose cleared land size for cultivation was not first verified.

11) By point 9, farmers who registered to have 100 cleared hectares of land ready for
cultivation had actual cleared land of less than 70 hectares for
cultivation but received maize seed, fertilizer, and herbicides for 100
hectares of land. Still, some other farmers registered to have said they had 60
cleared hectares of land ready for cultivation, but in essence, it was 30 acres of
cleared land. They received maize seed, fertilizer, and herbicide for 60 hectares.
A mess that cannot be attributed to any person by the only mega farm specialist,
Dr. Alfred Mwenifumbo.

12) The country and president were duped into believing that mega farms would
have bumper crops while farmers are keeping seed and fertilizer for rain fed in
their homes. Dr. Alfred Mwenifumbo was professionally advised against giving
farmers farm inputs without first verifying land. However, he was too insistent
and said, "I know what am doing, this is my field of expertise".

13) Farmers could not have felt the effect of bad weather had it not been for Dr.
Alfred Mwenifumbo's release of gensets sitting idle at the Mega Farm Unit
office. Those gensets are ready for use, and Dr. Alfred Mwenifumbo
deliberately decided not to give farmers the option to partially irrigate crops.
Instead, he went to China for two weeks to negotiate the procurement of
irrigation equipment, including gensets, while other gensets were gathering dust
within the office compound.

14) Dr. Alfred Mwenifumbo take Mega Farm Unit as his personal property or estate
that he makes decisions singlehandedly, takes farmers as his standard 3 class
pupils, he shouts at farmers as if he is talking to his own son, even a decision to
buy airtime is done by him, he never engages farmers for decision making.

15) Dr. Alfred Mwenifumbo takes Mega Farm Unit as his personal farm funded by
the Malawi Government and tax payers’ money. He is not bothered by farmers
complaints; no farmer has kind words for him; he is a mister who knows it all;

 no farmer can advise him on any farm matters as he takes them as dull,
uneducated, illiterate, and ignorant of how mega farms run, forgetting that
more farmers are bosses, well-educated, and experienced than him in their
respective fields, including his field. Dr. Alfred Mwenifumbo takes the staff at
Mega Farm Unit as useless, and they are voiceless to the extent that they are
passengers and they just see things happening; any decision by his staff has
never been implemented with regard to farmers.

16) Dr. Alfred Mwenifumbo NEVER engaged farmers, even as we write farmers
don’t know who will bear the cost of harvester is it hired or for free, the cost of
taking maize to the nearest ADMARC, the cost of fuel for harvester even cost
of sacks or maize storage, he is not communicating and he thinks farmers will
dream the cost bearer, as we discus for his removal farmers have started
harvesting because of no communication as their farms are invaded by thieves
as they cannot wait for the much talked harvester.

17) Dr. Alfred Mwenifumbo is hiding information; no farmer knows the total cost
of farm input they got from the mega farm unit, an amount that they need to
prepare and repay; the reason for that is unknown to farmers.

18) Dr. Alfred Mwenifumbo has cheated the nation and willingly cheated the
State President by saying that Mega Farmers were fully financed by Mega
Farm Unit through MAIIC. The truth of the matter is that some so-called
mega farmers were already mega farmers before Mega Farm Unit came into
existence, and Dr. Alfred Mwenifumbo is using them for publicity and lying to
the nation. Let Dr. Alfred Mwenifumbo show only 5 Mega Farmers that
Mega Farm Unit is wholly financed except his farm in Mzimba.

19) Dr. Alfred Mwenifumbo has successfully denied all farmers knowledge of
contractual agreements as signed by them. No farmer has a copy of the MAIIC,
National Food Reserve Agency, Mega Farm, or even Paramount
Holdings Limited contracts. The reason for withholding and letting farmers not
have copies of their contracts is well known to Dr. Alfred Mwenifumbo. Hiding

 from farmers. Farmers don’t know whether his decisions to hide
contracts are agricultural decisions.

20) Dr. Alfred Mwenifumbo professionally and tactfully chased LUANAR from the
Mega Farm Unit on highly technical and professional advice because he said
LUANAR knows nothing about mega farms; unfortunately, he got his
degrees from the same institution.

21) Mega Farm Unit partnered with LUANAR to recruited farmers business
development intern consultants. By authority and contractual agreement with
Dr. Alfred Mwenifumbo, he, “Dr. Alfred Mwenifumbo,” then dumped them
with no communication and insulted them as having done nothing worthy of
paying. One wonders why he first recruited them to develop farmer’s business
plans.

22) Dr. Alfred Mwenifumbo has not yet paid these LUANAR-recruited farmers
business plan development intern consultants, and no reason has been given
while the intern consultants know that their crafted farmers business plans are
with MAIIC, and farmers got farm inputs using the same business plans. There
is no information to them if any business plan was or have been rejected, in-fact
no business plan was rejected as they were crafted as per Dr. Alfred
Mwenifumbo and the Lead Consultant guidelines.

23) Dr. Alfred Mwenifumbo takes these LUANAR-recruited farmers business plan
development intern consultants as useless, problematic, and to have done no
good work, all to find reasons not to pay them fully. He takes these LUANAR-
recruited farmers business development intern consultants as being haughty so
that they are not fully paid of their commission, a thing which must be
avoided because come what these LUANAR-recruited farmers business
plan development intern consultants and their Lead Consultant “MUST”
be paid their commission. Dr. Alfred Mwenifumbo never wants to engage the
same interns and the lead consultant, as he is very snobbish, self-centred, and
arrogant.

24) Dr. Alfred Mwenifumbo contractually advised these farmers business plan
development intern consultants that each will get a commission of 1.4% of the
total operational budget per the developed farmers business plan and the lead
consultant shall get 0.6% of the same, totalling to a 2% commission to be levied
on each farmer. It is not known whether farmers are aware of this.

25) Dr. Alfred Mwenifumbo has also greatly fallen off with his own man,
who rescued him from the embarrassment that would have tainted Mega Farm
Unit upon the abrupt disappearance of LUANAR in offering their contractual
service to Mega Farm Unit. He has fallen off systematically with Dr. Wesley
Chipofya (who was the lead consultant and took over all LUANAR contracted
services) purely on nameless and unsubstantiated reasonable grounds. He does
not want to even engage him, and he does not know what went wrong.

26) Dr. Alfred Mwenifumbo wants to avoid paying the LUANAR interns and Dr.
Wesley CHIPOFYA, hence bringing up issues or matters that don’t hold
water even for a Form 1 student. One could suspect that Dr.
Alfred Mwenifumbo has messed up finances at Mega Farm Units and is failing
to find money to pay the interns and the Lead Consultant, Koma Walemba
Mmadzi Chulewafufuta. Dr. Alfred Mwenifumbo will pay them, by all means.

27) Dr. Alfred Mwenifumbo has successfully cheated the nation and the State
President by claiming that livestock mega farming is a reality when in essence
there is nothing like livestock mega farming. Livestock mega farmers are hands-
akimble, not knowing when they will start their livestock mega farming because
apparently the funds for livestock mega farming might have been misallocated
to other activities well known to Dr. Alfred Mwenifumbo, the mega farm
specialist.

28) Dr. Alfred Mwenifumbo successfully cheated and sugar-coated his message to
the UNDP Country Director, the financer of the LUANAR intern’s progress,
during the meeting he, the Lead Consultant, interns, and UNDP Country
Director had at Mega Farm Unit. The Mega Farm Unit cannot continue to have

 such a prayerful cheating man, later alone, will be trusted to engage an
international donor for future funding.

29) Dr. Alfred Mwenifumbo cheated the UNDP Country Director by saying that he
would offer the intern consultant’s an opportunity to open an office at Mega
Farm Unit and continue to assist farmers with developing bankable business
plans and equally told the UNDP Country Director that the lead consultant
would be given a one-year contract as lead consultant as both have done and
were doing a good job. Till now, nothing has happened and UNDP is waiting.

This petition, resting on proved grounds of the removal of Dr. Alfred Mwenifumbo and based
on factual and evidential 29 points, requires no further discussion or negotiations of
whatsoever nature. We are aware that Dr. Alfred Mwenifumbo has left for Kenya and US
following the President.

This petition raises the following demands:

i. Immediate removal of Dr. Alfred Mwenifumbo from Mega Farm Unit.
ii. Immediately engage farmers, Farmers Union Organisation and establish
an excellent rapport before farmers start selling farm produce to vendors.
iii. Immediately pay LUANAR recruited business development intern
consultants and their Lead Consultant.
iv. Carry out a forensic audit at Mega Farm Unit to determine the effects of
bad decisions by Dr. Alfred Mwenifumbo.

Bwana Principal Secretaries, if the above is not done within the next 14 days, an injunction
will follow against you and Dr. Alfred Mwenifumbo. Tax payer’s money and farmers must
not be taken for granted. By no means, Principal Secretaries, it cannot be that all the
complaining parties are at fault, save Mega Farm Unit, remove Dr. Alfred Mwenifumbo.
