MINUTES OF THE 2023 BUDGET MEETING: WARD 1

1.0 PRELIMINARIES

1.1 The chairman duly constituted the meeting.


1.2 Mrs G Nhongonhema a resident delivered an opening prayer.

2.0 INTRODUCTIONS
2.1 Council officials were introduced to residents by Cllr Mr R Machekera of Ward 2

3.0 BACKGROUND INFORMATION

3.1 Cllr R Machekera went on to present to residents the major projects undertaken in 2023 as
follows.

4.0 2023 ACHIEVEMENTS

4.1 Successfully carried out routine maintenance works on all major roads.
4.2 Successfully reconstructed and surfaced the outstanding 1km of cattle trail road.
4.3 Servicing of Kaguvi phase III 68 stands sewer installation.
4.4 Servicing of Kaguvi phase III 68 stands road construction up to gravel.
4.5 Partial rehabilitation of water treatment plant-installation of 2 new pump sets.
4.6 Rehabilitation of 12km sewer network in ward 4, 5, 6, 7, 8.11 & 12.
4.6 Rehabilitation of 7.3km water network in wards 2, 3,8 & 12.
4.7 Installation of 1,600 post paid domestic water metres.

4.8 Installation of Solar Street lights in CBD.


4.9 Central store rehabilitation and Town House Guard room construction.
4.10 Construction of Kaguvi Phase 4 Primary School superstructure.
4.11 Construction of the first phase (220 metres) Pfupajena Stadium perimeter wall.

4.0 CHALLENGES
4.1 Lack of resources, inadequate funding.
4.2 Late disbursement of devolution and ZINARA funds.
4.3 Materials, equipment, tools shortages affected routine maintenance works.
4.4 Labour turnover of critical staff.
4.5 Late payments of salaries and wages resulting in demotivated personnel.
4.6 Unavailability of PPE ( Personnel Protective Equipment)

6.0 REMARKS FROM THE RESIDENTS

6.1

6.2 Mr Kanyoka of 25577 commented council on the project of sewer upgrading system. However
he said that their area needed refuse collection and a drainage needs to be opened at that side
as well in-order to avoid water from entering into people’s home during rainy seasons.

6.3 Another resident complained about Kaguvi tower-lights which needed to be looked into as
they were requesting for solar tower-lights so as to avoid cases of robbery and theft as they
will be light all over the place.

6.5 Mrs Bere thanked council for the development which was taking place in Chegutu. However he
raised his issue complaining about people digging un authorized wells, and he also complained
saying that since 2000 there is no proper water network in the Kaguvi area therefore those
with water are now selling the water to those that do not have water: he also made a request
for the council to put more boreholes in their area as shortage of water supplies is their biggest
challenge, Moreover they requested punishment for those that dug pipes at their homes as this
also played a major role in cutting the water network for other residence and in response to
this Mr Salima said that the issues will be passed on to the council so as to resolve the issues.

6.6 Residents also requested more open space for parking and also for the council police officers to
have names on their uniforms in-order to avoid chaos and unnecessary fraud in the workplace

7.0 2024 PROPOSED BUDGET TARRIFS


7.1 The Chairman presented a breakdown of the proposed supplementary tariffs for 2024.

Residents agreed that the prosed tarrifs be effected considering that council will improve on service
delivery

Closure

Cllr K. Mukombwe of Ward 1 thanked residents/ ratepayers of ward 1 for coming to the 2024
proposed budget review meeting.

There being no further issues to discuss the meeting ended at 16:50 pm with a closing prayer
from Mr Tembure.
