WHEREAS, the Child and Youth Welfare Code or PD 603 and ILG Memorandum Circular No. 90-
04 and 91-57 enjoined for the organization of a Barangay Council for the protection of Children;
WHEREAS, the Councishall play a vital role in ensuring the full implementation of the rights of
every child to live in a society that offers or guarantees their safety, health, good morale
environment and facilities for their wholesome development;
NOW, THEREFORE, by the power vested in me as the Chief Executive of this Barangay, do
hereby order:
SECTION I. REORGANIZING THE BARANGAY COUNCIL FOR THE PROTECTION
OF CHILDREN AND ITS COMPOSITION. The Barangay Council for the Protection of Children is
hereby organized which shall be composed of the following:

SECTION 2. FUNCTIONS. The Barangay Council for the Protection of Children
shall perform the following functions:
WHEREAS, the Child and Youth Welfare Code or PD 603 and ILG Memorandum Circular No.
90-04 and 91-57 enjoined for the organization of a Barangay Council for the protection of
Children;
WHEREAS, the Council shall play a vital role in ensuring the full implementation of the rights
of every child to live in a society that offers or guarantees their safety, health, good morale
environment and facilities for their wholesome development;
NOW, THEREFORE, by the power vested in me as the Chief Executive of this Barangay, do
hereby order:
(Members of the BCPC shall elect from among themselves the co-chair)
SECTION 2. FUNCTIONS. The Barangay Council for the Protection of Children shall perform
the following functions:
2. Take steps to prevent juvenile delinquency and assist parents of children with
behavioral problems so that they can get expert advice;
5. Encourage the proper performance of the duties and responsibilities of parents, and
provide learning opportunities on the adequate rearing of children and positive
parent-child relationship;
8. Provide Coordinative linkages with other agencies and institutions in the planning,
monitoring and evaluation of plans for children;
10. Advocate for the establishment and maintenance of playgrounds, day care centers
and other facilities necessary for child and youth development;
WHEREAS, in order for this barangay to comply with this mandate. There is a need for
the reactivation and reorganization of the Barangay Development Council to assist the
Sangguniang Barangay in setting the direction of the economic and social and social
development as well as coordinating development efforts within the barangay;
SECTION 3. SECRETARIAT. The Barangay Secretary shall head the secretariat of the
Barangay Development Council.
WHEREAS, Section 10 of the Republic Act 9003 also known as the Ecological Solid Waste
Management Act of 2000 emphasized the vital role of the Barangay in the successful
implementation of the solid Waste Management Program;
WHEREAS, in consonance thereto, the Implementing Rules and Regulations of Republic Act
9003 enjoined the creation of the Barangay Solid Waste Management Committee in every
barangay;
NOW, THEREFORE, by the power vested in me as the Chief Executive of this Barangay, do
hereby order:
2. Be responsible for the segregation and collection of solid waste specifically for
biodegradable, compostable and reusable wastes;
6. Find alternative source of funds other than the regular barangay budgets.
7. Submit a monthly report to the CESWMC and the DILG Office on the progress
of the Program.
WHEREAS, there is a need to reorganize the Barangay Nutrition Committee which shall play
a vital role in advocating, monitoring and implementing food and nutrition program of our
government;
NOW, THEREFORE, by the power vested in me as the Chief Executive of this Barangay, do
hereby order:
SECTION 2. FUNCTIONS
5. Ensure that Nutrition Program are provided with allocation in the Barangay Budget.
6. Perform other related functions as may be directed by the National Nutrition Council,
Provincial and City Nutrition Council.
WHEREAS, Republic Act 8425 of the Social Reform and Poverty Alleviation Act provides for
the State’s Policy to “adopt and area-based, Sectorial and focused intervention to poverty
alleviation wherein every poor Filipino family shall be empowered to meet its minimum basic
needs of health, food and nutrition, water and environment sanitation, income security, shelter
and decent housing, peace and order, education and functional literacy participation in
governance and family care and psycho-social integrity.
WHEREAS, Local Government Code of 1991 provides local government units greater
responsibility to improve the quality of life of people in the people in the communities and
ensure the general welfare of its constituents;
NOW, THEREFORE, in view of the above, I, ANA REA P. ADARO, Punong Barangay, by virtue
of the power in me vested by law, do hereby order:
WHEREAS, Executive Order No. 63 of the President provides for the creation of a Barangay
Physical Fitness and Sports Development Council in every barangay;
NOW, THEREFORE, by the power vested in me as the Chief Executive of this Barangay, do
hereby order:
1. Formulate a blueprint for the sports programs and policies based on National Policy
and Program of “Sports for All” including a well-synchronized year-round calendar
of sports activities and competitions culminating in a national “Palarong Pambansa”.
3. Formulate the BPFSDC Plan and oversee and ensure its implementation.
6. Perform other functions deemed necessary to promote and implement the National
Policy and Program.
WHEREAS, Section 391 of the Local Government Code of 1991 provides for the creation of
1991 provides for the organization of community brigades, barangay tanods or community
service units a may be necessary;
WHEREAS, Executive Order No. 366 of the president mandated the creation in every barangay
a Barangay Peace and Order Committee which shall serve as the implementing arm of the City
Peace and Order Council at the Barangay level;
NOW, THEREFORE, by the power vested in me as the Chief Executive of this Barangay, do
hereby order:
5. Maintain continuing dialogue, close coordinate and rapport with the City
Peace and Order council and the law enforcements units operating in the
Barangay.
9. Perform such other functions which may be assigned by higher level peace
and order councils.
WHEREAS, this Body is aware that one of the challenges that our country faced today is the
increasing drug related heinous crime incidence;
WHEREAS, to address the issue and to prevent the occurrence of such incidence in the
barangay, there is a need to organize a body focused on programs for drug prevention;
NOW, THEREFORE, by the power vested in me as the Chief Executive of this Barangay, do
hereby order:
SECTION 1. FUNCTIONS. The Barangay Anti-Drug Abuse Council shall perform the following
functions.
1. Plan, strategize, implement and evaluate programs and projects on drug abuse
prevention in the barangay;
4. Submit a monthly report to the City Anti-Drug Abuse Council through the DILG City
Officer;
5. Refer users and pushers to the police and other institution for corresponding
sanctions, rehabilitation and/ or counselling; and
6. Perform such other functions that may be delegated to them from time to time.
WHEREAS, Section 1, Rule 5 of the Implementing Rules and Regulations of Republic Act No.
10121 otherwise known as “ An Act Strengthening the Philippine Disaster Risk Reduction and
Management System, Providing for the National Disaster Risk Reduction and Management
Framework and Institutionalizing the National Disaster Risk Reduction Management Plan,
Appropriating Funds therefore and for other Purposes” provides that the Barangay Disaster
Coordinating Councils shall cease to exit its powers and functions shall henceforth be assumed
by the existing Barangay Development Councils which shall serve as the LDRRMC in every
barangay;
WHEREAS, in view of that provision, the BDRRMC shall be regular committee of the existing
Barangay Development Council;
NOW, THEREFORE, by the power vested in me as the Chief Executive of this Barangay, do
hereby order:
SECTION 2. FUNCTIONS. The BDRRMC shall perform the following functions with
impartially, given emerging challenges brought by disaster of our times:
WHEREAS, the state condemns discrimination against women in all form and pursue by all
appropriate means and without delay the policy of eliminating against women;
WHEREAS, Republic Act 9710, otherwise known as the Magna Carta of Women provides for
the establishment of the VAW DESK in every barangay to ensure that violence against women
and their children cases are fully addressed in a gender-responsive manner;
A VIOLENCE AGAINST WOMEN (VAW) DESK shall be establish at the Barangay Hall of
Barangay District I, Hinundayan, Southern Leyte. A table which shall be labelled “VAW DESK”
with chairs and logbook shall be placed in the Barangay Hall and shall be used solely for
entertaining VAW cases.
HON. CECILIA T. GARZON hereby designate as the VAW DESK person of Barangay District I.
