SUBJECT: CREATION OF BARANGAY DEVELOPMENT COUNCIL (BDC) FOR BARANGAY

RAWIS MUNICIPALIY OF ARTECHE, EASTERN SAMAR
WHEREAS, Role of the Barangay, is to serve primarily as a general purpose
government for the coordination and delivery of basic, regular and direct services
and effective governance of the inhabitants within its territorial jurisdiction. (Sec.
440. LGC).
WHEREAS, the Barangay Local Government of Rawis, Arteche, Eastern Samar, has its
duty and obligation to provide direction for the development of the Barangay and its
constituents.
WHEREFORE, thru the mandate of RA 7160 also known as Local Government Code of
1991 and in compliance to Sec. 106, of RA 7160, which mandated the creation of
Local Development Council (LGC), to initiate a comprehensive multi-sectoral
development plan to assist its sanggunian in setting the direction of economic and
social development and coordinating development efforts within its territorial
jurisdiction.
FURTHERMORE, by virtue of the power vested upon me as Barangay Chairman, I
have the power to execute his Executive Order as follows:
Section 1. TITLE – this E.O shall be known as Creation of the Barangay Development
Council (BDC) of the Barangay Rawis, Municipality of Arteche, Eastern Samar.
Section 2. SCOPE AND COVERAGE – the BDC of the Barangay Rawis, Municipality of
Arteche shall initiate a comprehensive multi-sectoral development fund and assist its
sangguniang in setting the direction of
economic and social development and coordinating development efforts within its
territorial jurisdiction.
Section 3. THE COMPOSITION – BDC of the Barangay Rawis, Municipality of Arteche
shall be composed of, but not limited to the following; SEC 107, (b) LGC.

Section 4. POWER AND FUNCTIONS OF THE COUNCIL

The BDC shall have the following functions
1. Formulate long-term, medium term and socio economic development
plans and policy
 2. Formulate the medium and annual public investment program.
3. Appraise and prioritize socioeconomic development programs and
projects.
4. Formulate local investment incentives to promote the inflows of the
direction of private investment capital.

5. Coordinate, monitor and evaluate the implementation of development

programs and projects.
6. Submit the Barangay Development Plan of Sangguniang Barangay for
appropriate action; and
7. Perform such other functions as may be provided by law or competent
authority.

Section 5. REPRESENTATION OF NON-GOVERNMENTAL ORGANIZATION – the

council should be represented by not less than ¼ from non-government organization.
Organization shall choose from among themselves their representatives to the
council. Sangguniang Bayan shall accredited non-government organizations subject
to such criteria as provided by law.

Section 6. MEETINGS AND QUORUM – the MDC shall meet at least once every six (6)
months or as often as may be necessary. (perfect timing is before conducting the
annual public hearing)

Section 7. EXECUTIVE COMMITTEE – the BDC of Arteche shall create an Executive

Committee to represent it and act on its behalf when it is not in session, with the
following composition:

(a) The Executive Committee shall exercise the following powers and functions;
1) Ensure the decision of the council are faithfully carried out and
implemented
2) Act on matters requiring immediate attention or action by the council
 3) Formulate policies, plans and programs based on the general principles
laid down by the council; and
4) Act on matters that may be authorized by the council
Section 6. SECRETARIAT
Office of the Municipal Planning and Development (MPDO) will serve as the
secretariat to the council they will provide technical assistance, documentation of
the proceedings and preparation reports.

Section 7. REPEALING CLAUSE – all ordinances, executive orders and rules and
regulations inconsistent or in conflict with this Executive Order are hereby repealed,
amended or modified.

Section 8. SEPARABILITY CLUASE – if in case, member of the council is relieve from

his/her respective office, his or her successor shall immediately take his/her post as
member of the council.

Section 9. EFFECTIVITY - this Executive Order shall take effect upon its approval.

BARANGAY RESOLUTION NO: 01

Series of 2018

A resolution Adopting the Barangay Development Plan to achieve the kind and level
of Development though which the Barangay and the local Government unit (LGU)
Aim to achieve.

WHEREAS, it is a continuous effort of the Barangay Development council to Speed up

the process growth and Development in the areas;

WHEREAS, the barangay Development plan contains Specific programs and activities
to be developed and implemented in the locality.

NOWTHERFORE, on motion duly Seconded, be it resolved as it hereby resolved by

the Sangguniang barangay in a session duly assembled.

To adopt the Barangay Development plan to achieve the kind and level of
development the barangay and the local Government unit (LGU) Aim to achieve.

RESOLVED THEREFORE, that copy of this resolution be furnished to the office of the
mayor and the DILG office for their information and Guidance.
