REACTION PAPER:

BUILDING BETTER FOR A GREENER FUTURE

It is evident that we are feeling the effects of climate change in our current time. The
extreme heat and calamities are the results of our negligence of our environment. It is true that
our ecosystem is abundant and provides us all the resources we need to survive as a human
being. The deterioration of our environment is evident and calls for a plan to rehabilitate and
develop a technology to help and prevent further damage.

Climate change impacts may be seen in many areas of society, including human health,
agriculture and food security, water supply, transportation, energy, ecosystems, and others, and
they are anticipated to grow more disruptive in the future decades. The opening remarks of Mr.
Ramachandran mentioned that the pandemic made us revert to our unsustainable choices that led
rise to temperature which in my opinion is true. It is further recognized that the Philippines is a
country that acknowledges the need to rethink our options and opportunities to allow us to build
a sustainable future.

In accordance with the Paris Agreement, which has been ratified by 196 nations, the
objective is to keep global warming far below 2 degrees Celsius, preferably 1.5 degrees Celsius,
relative to pre-industrial levels. Countries seek to accomplish global peaking of greenhouse gas
emissions as soon as feasible to establish a climate neutral world by mid-century in order to meet
this long-term temperature objective. The Paris Agreement is based on a five-year cycle of
countries taking progressively aggressive climate action. The Paris Pact is a watershed moment
in the global climate change process because it is the first time that a legally binding agreement
unites all nations together in a common cause to fight climate change and adapt to its
repercussions.

The apparent occurrence of unexplainable calamities and disasters are the consequences
of human negligence. Humans continuously thrive by discovering its nature for advancement. It
is the time to recognize what has to be done to build resilience in the effects of Climate Change.
We have to consider the future of the next generation on what habitat they will encounter in their
lifetime. We must take the initiatives on building a greener future. Partnerships are being made
by different countries to different cities in order to lessen the pollution. There are also
international organizations that are taking the initiatives to organize and start programs in
capacity building and can be achieved through participation and support of Local Government
Units under their respective jurisdictions.

In my experience of public service at Quezon City, the City government aims to achieve
a green and sustainable city. In 2019, the City issued SP-2876, S-2019 otherwise known as
Ordinance Prohibiting the Distribution and/or Use of Single-Use Plastics/Disposable Materials
Including Cutlery for Dine-in Purposes in All Hotels and Restaurants in Quezon City. The said
ordinance bans the use of single-use plastics to prevent further pollution in our environment.
However, the measures and precautions we have to implement with the spread of the COVID-19
virus has made us turn to options that are easy for everyone to cope up with the challenges
brought by the pandemic. People are prevented from going outside and staying at their homes.
This has resulted in a high volume of deliveries and packages ranging from foods to things that
they need.

Quezon City Government, in collaboration with the Department of Energy, distributed E-


trikes to various barangay TODAs through clean transportation - zero emission vehicle
innovation. It will not only give a source of income, but it will also aid in the reduction of
emissions.

As mentioned in the webinar, we have to rethink our options and create green recovery
measures so that we can build a better life for the next generation. It is the time for us to develop
and deploy programs and prioritize investment to clean growth. UK Ambassador Daniel Pruce
said that “it is a race that none of us could win on our own. We have to work as a global
community to realize this important objective”. We have to improve social services addressing
the concerns on climate change and biodiversity conservation.
