Buckingham Buckingham and Safety Standards
OSHA
The Occupational Safety and Health Administration (OSHA) has spelled out certain requirements for equipment used in the
construction (including power line construction) and telecommunications industries. These standards are under Title 29, CFR Chapter
XVII, Parts 1910 and 1926 as detailed below.
• Part 1910.67 (c) (2) (V) apply specifically to extensible and articulation boom platforms — belting requirements.
• Part 1910.268 (g) (2) and (g) (3) applies specifically to telecommunications and personal climbing equipment for use in that industry.
• 1910.269 applies to electric power generation, transmission and distribution, electrical protection equipment.
• Part 1926.104 (e) and (f ) applies to safety belts, lifelines and lanyards used primarily in the construction industry.
• Part 1926.453 (b) (2) (v) apply specifically to aerial lift - belting requirements.
• Part 1926.502 fall protection system criteria and practices
• Part 1926.951b, Tool and Protective Equipment, deal with the care and use of personal climbing equipment. Other requirements
and/or standards may be issued.
• Part 1926.959 applies specifically to linemens’ body belts, pole straps and lanyards. (Other than in telecommunications covered in
1910.268).
ANSI Z359
The American National Standards Institute (ANSI) in Z359 establishes requirements for the performance, design, marking,
qualification, instruction, training, use, maintenance and removal from service of connectors, full body harnesses, lanyards, energy
absorbers, anchorage connectors, fall arresters, vertical lifelines, and self-retracting lanyards comprising personal fall arrest systems. The
ANSI Z359 Fall Protection Code currently includes nine standards:

The American Society for Testing and Materials (ASTM) has revised the Edison Electrical Institute (EEI) “Specifications for Linemen’s
Climbing Equipment” AP-2 1973. The new standard is ASTM F887, “Standard Specifications for Personal Climbing Equipment.”
CSA
CSA International is a provider of third party product testing and certification services for compliance to national and international
standards. The CSA Certification mark, generally required by the Canadian market, indicates that a product has been evaluated by their
process (examination, testing and follow-up inspection) and complies to the requirements of the applicable standard for which the
product is labeled.

How to Perform the Plane Test
This test may be used to determine that the gaff is correctly shaped and sharpened to properly
penetrate the pole. Place the climber on a flat, soft pine or cedar board as shown in Fig. 1.
Holding it upright with the shank parallel to the board, but with no pressure on the stirrup, push
the climber forward along the board. If the gaff is properly shaped and sharpened and if the gaff
angle with the wood is sufficient, the gaff point will dig into the wood and begin to hold within a
distance of approximately 1" (2.54cm). If the climber gaff slides along the wood without digging
in, or merely leaves a mark or groove in the wood as shown in Fig. 2 the gaff is either not properly
sharpened and shaped or the gaff angle is too small. The gaff angle is built into the climber by
the manufacturer and should be between 11 and 17 degrees with the climber placed parallel to
the surface of the wood.

GAFF REMOVAL
1. Secure the climber such that the heads of the gaff attachment
screws are facing you. Buckingham Mfg. recommends using a vise to
secure. (Use protective jaw covers or small wooden blocks to prevent
the climber from being marred).
2. With a 3/16” hex head wrench, loosen and remove the two gaff
attachment screws. Remove the gaff from the opposite direction (see
fig 1).
3. If gaff does not release from the leg iron, gently strike the gaff
ridge approximately ½” from the tip on a soft surface such as a block
of wood and remove. Ensure no damage is done to the leg iron or
gaff dowel hole. Discard the gaff and gaff attachment screws.
GAFF INSTALLATION
1. Press the gaff dowel into the gaff dowel hole of the leg iron, properly orientate the gaff so the tip is facing the
stirrup, and align the screw holes of the gaff to the screw holes of the leg iron.
2. Insert the two included gaff attachment screws. Hand tighten the bottom gaff screw (nearest the gaff tip).
Repeat hand tightening on the top gaff screw. Tighten using a 3/16” x 4” length Allen wrench (with maximum
torque to achieve complete and maximum tightness, this method can yield Buckingham’s 235 inch pound
tightening recommendation for these screws). Note: use of a longer wrench can yield results exceeding the 235
inch pound recommendation and result in stripping and / or fracture of the screw head. Visually inspect to ensure
screw heads are flush with the inside surface of the climber leg iron. Gaff attachment screws should be replaced
after the first time removed, but if re-using, apply a low to medium strength thread sealant (Loctite® or equivalent)
to prevent the screws from loosening. Screws may not be removable if a permanent type thread sealant is used.

GAFF REMOVAL
1. Secure the climber such that the heads of the hex head fasteners are facing you (Buckingham Mfg. recommends using
a vise with protective jaw covers or small wooden blocks to secure the climber).
2. With a 5/32” hex head wrench loosen and remove the two hex head screws. See fig. 1.
3. To remove the gaff from the climber place the gaff on a soft surface such as a block of wood and strike the ridge of the
gaff 5/8” from the tip of the gaff. The gaff will come out of the slot. See fig. 2.
4. Ensure no damage is done to the climber or climber slot.
GAFF INSTALLATION
1. The climber slot and gaff lug are both manufactured for a precision fit. The climbers are then given a protective powder
coat finish that may impede the insertion of gaff into climber slot. The finish may be removed from the boss hole and
the gaff lug with fine emery cloth.
2. Press the front of the gaff lug into the climber leg iron slot. (A light coat of grease will ease insertion). It may be
necessary to drive the gaff in by striking the back ridge of the gaff on a soft surface such as a block of wood. See Fig. 3
3. Insert the two black grade 8 screws and tighten using a 5/32” x 2 ¾” length Allen wrench. Hand tighten with maximum
torque to achieve complete and maximum tightness. This method can yield Buckingham’s 136 inch pound tightening
recommendation for these fasteners. Note: use of a longer wrench can yield results exceeding the 136 inch pound
recommendation and result in stripping of the screw head. Visually inspect to ensure screw heads are flush with the
inside surface of the climber leg iron. See fig. 4.
4. Screw fasteners should be replaced after the first time removed. If re-using, apply a low to medium strength thread
sealant (Loctite® or equivalent) to prevent screws from loosening. Screws may not be removable if a permanent type
thread sealant is used.
Climber pads are a major factor in the user's comfort. At Buckingham we offer more pad options than any manufacturer.
Daily inspection should be done to ensure user's safety.

Positioning straps, commonly referred to as pole straps or safety straps, are one part of a work positioning system
designed to provide the user the ability to work and have free use of both hands. The positioning strap is not intended

Buckingham has developed a bucket restraint system to address the
concern of the OSHA compliance officers allowing a user wearing a
full body harness and 6 foot lanyard to fall from the basket and hit an
object below.
System Concept:
• A 10,000 lb. nylon strap is secured around the basket using a
ratchet strap and secured with a cotter pin.
• The strap that secures the user is independent of the basket strap
and ties back to the anchor
• This system allows users the mobility to do the work and avert
the chance of falling.
System also includes a shock absorber between the anchor attachment and user. This
unique feature will keep the operator, the basket and the boom from hitting the ground in
the event of a catastrophic separation of the bucket from the boom.
Should the webbing around the basket be severed, the attachment back to

To Ascend / Descend
1. The climber attaches one end of the dual lanyard to the anchor step bolt/flange on the
tower or pole and begins stepping up until the waist is even with the connection.
2. The climber would then take the other end of the dual lanyard and connect to the
anchor above approximately three steps up.
3. Once secure, the climber would disconnect the connection at the waist and ascend until
the connection above is at the waist and repeat the process until desired height is reached.
To Descend: Disconnect the upper connection while the connection is maintained at the
waist level.
To Transition Horizontally: Use a temporary anchor strap Model 5009E-36 or 3901 (see pg. Model 3901 Model 5009E-36
122 for details) and wrap around davit arm. Take one leg of the dual lanyard and connect Temporary Rescue Figure 8
to temporary anchor while other leg is still connected to step bolt / flange. Anchor Strap

To Ascend / Descend
1. With sternum attachment on harness, connect short tether to rope
grab using a carabiner.
2. Using the extension pole with Buck Hook and 1/2" non-stretch rope
attached, lift hook up and hook onto lattice making sure the end of the
pole is at foot level to ensure pole does not get caught in a bolt bag
or other equipment allowing the possibility of lifting the hook off the
lattice.
3. Once hook is in place on lattice, climb up near Buck Hook.
4. Secure secondary positioning lanyard (not to exceed a 2' fall) around
lattice. Once secure, move Buck Hook up to next highest point making
sure the end of the pole is below the feet.
5. Once at work site user should secure the climbing line to a suitable
anchorage point. Lifeline can then be attached to anchor strap.
6. Once lifeline is installed to secure anchor, other climbers can connect
their sternum attachment on harness to a rope grab and ascend or
Model 101SRQ38-250 Model 301SR descend.
