Ministry of Labour & Employment

1. Important policy decisions taken and major achievements during the month of
January, 2024.

A. Labour Codes: As a part of legislative reforms, the existing 29 Acts in the central
sphere have been subsumed in the four Codes. All Codes have been passed by the
Parliament and notified. The latest status of each of the Code is as under:

The Code on Wages, 2019 was notified in Gazette of India on 8th August, 2019 and the
Industrial Relations Code, 2020, the code on Social Security, 2020 and the
Occupational Safety, Health & Working Conditions Code, 2020 were notified in Gazette
of India on 29th September, 2020.

The Central Government has pre-published the draft Rules, namely, the Code on
Wages (Central) Rules, 2020 , the Industrial Relation (Central) Rules, 2020, the Code
on Social Security (Central) Rules, 2020 and the Occupational Safety, Health and
Working Conditions (Central) Rules, 2020.

(ii) Governance Reforms: Shram Suvidha Portal: Under the Shram Suvidha Portal,
42,88,556 Labour Identification Number (LIN) have been generated and inspection
report in respect of 8,49,819 cases have been uploaded on the portal.

B. eShram Portal: eSHRAM portal has been developed for creating a National
Database of Unorganized Workers, which is seeded with Aadhaar to extend the benefits
of the social security schemes to them. Any worker, who is working in unorganised
sector and aged between 16-59 years, is eligible to register on the eSHRAM portal. It is
the first-ever national database of unorganised workers including migrant workers,
construction workers, gig and platform workers, etc. As on 31.1.2024, a total of 29.35
crore unorganised workers have registered on the portal.

C. Consumer Price Index: All India Consumer Price Index Number for Industrial
Workers (CPI-IW) with base year 2016=100 for the month of December,
2023 decreased by 0.3 points and stood at 138.8 (One Hundred Thirty-Eight and point
Eight). The inflation based on CPI-IW stood at 4.91 per cent for December, 2023 as
compared to 4.98 per cent for the previous month and 5.50 per cent during the
corresponding month of the previous year.

D. Employees Provident Fund Organization (EPFO):

a) E-Nominations under Azadi Ka Amrit Mahotsav (AKAM)

As a part of AKAM, EPFO has started a special drive to encourage members to


file e-nomination. In the month of January, 2024, 3.18 lakh e-nominations were filed.
Total 2.20 crore e-nominations have been filed till 31.01.2024.

b) Settlement of claims by EPFO offices

Total 373.74 lakhs claim (Final PF Settlements, Death Claims, Insurance Claims
and Partial withdrawals/advances including LIP & Covid-19) have been settled by EPFO
offices from 01.04.2023 to 31.01.2024 disbursing an amount of ₹1,52,979.52 crores to
PF members.

c) Progress on EDLI Scheme

The assurance benefit has been raised from earlier ₹6 Lakh to ₹7 Lakh with
effect from 28.04.2021. Since 15.02.2020, an amount of ₹6,947.65 Crore has been
disbursed to 2,47,526 beneficiaries across 80,709 establishments as assurance benefit
till 31.01.2024. Total of 6,079 beneficiaries have been benefited under this scheme in
the month of January, 2024.
d) KYC updation of subscribers

Since 01.04.2023, field offices have ensured Aadhaar seeding for 1.02
crore subscribers, Bank account seeding for 47.64 lakh subscribers and mobile number
seeding for 83.30 lakh subscribers till 31.01.2024.

e) EPFO Payroll data

The provisional payroll data of EPFO released on 20th January 2024 highlights
that EPFO has added 13.95 lakh net subscribers during the month of November, 2023.
Out of the total 13.95 lakh net subscribers added during the month around 7.36 lakh
new members have enrolled during November, 2023

f) Pension disbursement

Under the ‘Prayaas’ initiative, field offices of EPFO are handing over PPOs to
members of EPS 1995 on the day of their superannuation. Field offices of EPFO
conducted 7,453 webinars on Prayaas initiative till 31.01.2024 and 705 PPOs were
handed over to subscribers under Prayaas initiative in the month of January, 2024.

g) Capacity Building Achievements during January, 2024

• EPFO is ranked amongst top 10 MDOs in completing number of courses on


iGOT and has got an appreciation letter from CEO Karmayogi.
• A presentation was made in a workshop titled “Karmashala” hosted by
Karmayogi Bharat on 31st January 2024 and presented the best practices and
ways that EPFO is using the iGoT platform in capacity building.
• Continuous efforts were made to get all the officials of EPFO registered on iGOT
Karmayogi portal and make use of the platform to improve their knowledge.
More than 10,257 EPFO officials are registered on iGOT Karmayogi.
• EPFO Officials have cumulatively completed more than One Lakh courses till
January, 2024 on iGoT platform.
• During January 2024, a total of 4888 man-days of training was conducted in
different areas.
i. “FRAUD PREVENTION AND AUDIT MECHANISM” from 08th to 10th
Jan 2024.
ii. “BEHAVIOURAL AND EMOTIONAL SKILLS” from 15th to 19th Jan
2024.
iii. “Newly joined Assistant Director (Vigilance) and Vigilance Assistants”
from 22nd to 24th Jan 2024 and one ongoing training i.e. “Monitoring of
Exempted Trusts” from 29th Jan to 02nd Feb 2024 at PDNASS.
h) Nidhi Aapke Nikat (NAN) 2.0: First year Anniversary

As scheduled, monthly ‘Nidhi Aapke Nikat’ programme was conducted on


29.01.2024. Camps were held in 691 districts which was attended by 26,471
participants. Total 10,054 grievances were received and 9,082 were resolved.

E. Employees State Insurance Corporation (ESIC):

a) Performance in Key Areas:

• UAN Seeding of Insured Persons:


Universal Account Number (UAN) provides portability of benefit and enables
introduction of technology. EPFO’s database has already been seeded with
UAN. Seeding of ESIC database is now being undertaken first time.
1,88,07,798 accounts have been assigned UAN till January, 2023. Availability
of common number between the accounts of ESIC and EPFO will help in
comparing beneficiaries between the two organisations.

b) Recruitment:

• Result for the post of Associate Professor (Dental) & Associate Professor
(Medical) was declared on 17.01.2024

c) Extension of ESIC Scheme:

• Total no. of fully notified districts have now risen to 556 out of the total
notified 661 districts in the country.

d) Medical Services:

(i) During the month of January 2024, total Annual Preventive Health Checkup of
405 Insured persons was conducted in hospitals while health check-up of
2552 Insured persons was conducted in various Industrial Clusters.
(ii) Revised guidelines issued related to home sample collection to the IPs, and
beneficiaries as entitled, vide letter no. V-14/11/5/2018/Med-I (Misc) dated
25.01.2024.
(iii) Revised guidelines issued related to home delivery of drugs to the IPs and
beneficiaries as entitled, vide letter no. U-11013/2/2024 Med-I dated
10.01.2024.

F. V. V. Giri National Labour Institute (VVGNLI), Noida :

• The General Council meeting of the V.V. Giri National Labour Institute
(VVGNLI) was held under the Presidentship of Shri Bhupender Yadav,
Hon’ble Minister for Labour & Employment and Environment, Forest and
Climate Change & President, General Council at V.V. Giri National Labour
Institute, Noida on 29th January, 2024. The Hon’ble Minister reviewed
various activities of the Institute and gave directions to take up the
capacity building initiatives for new challenges of the labour due to change
of techniques.

• V. V. Giri National Labour Institute had organized 16 training programmes


during the month of January, 2024 including 03 Industrial Relation
Programmes; 02 Capacity Building Programmes; 01 programme on Child
Labour and Bonded Labour; 04 Thematic training programmes; 01
collaborative training programme with Loyala College, Chennai ; 01
International training programme; 04 In-house training programmes for
officials of Hatsun Agro Product Ltd., ESIC, Navy and DGFASLI and 01
International training programme. These training programmes were
attended by 636 participants.

International Training Programme

• One International training Programme on ‘International Labour Standards


and Promotion of Gender Equality at the Workplace’ is being organized
during January 15- February 02, 2024. The programme was attended by
55 foreign participants representing 21 countries viz. Argentina,
Bangladesh, Belize, Bhutan, Burundi, Combodia, Ghana, Indonesia,
Kazakhstan, Kyrgyzstan, Malawi, Maldives, Mauritius, Mexico, Morocco,
Peru, South Sudan, Sri Lanka, Tajikistan, Tanzania and Uzbekistan.

G. Dattopant Thengadi National Board for Workers Education and


Development (DTNBWED):

The Board has conducted the targeted activities (programmes) in the month of
January, 2024.

H. Atmanirbhar Bharat RozgarYojana (ABRY): To boost employment generation


and to minimize socio-economic compact of Covid-19 pandemic, Ministry of Labour &
Employment on 30.12.2020 notified EPFO-linked Atmanirbhar Bharat Rojgar Yojana
(ABRY) scheme. As on 19th January 2024 total benefits of Rs. 10138.56 crore have
been given to 60.49 lakhs beneficiaries through 1,52,510 Establishments under ABRY.
I. Meetings:

• A meeting of Ms. Arti Ahuja, Secretary(Labour & Employment) with Ms.


Michiko Miyamoto, Director, ILO Decent Work Team for South Asia and
Country Office for India, New Delhi was held on 24.01.2024 in New Delhi.

• A meeting of Ms. Arti Ahuja, Secretary(Labour & Employment) with Ms.


Leonie Gebers, State Secretary, Federal Ministry of Labour and Social
Affairs, Germany was held on 30.01.2024 in New Delhi.

J. National Career Service (NCS):

a) Key activities/achievements of NCS:

• 876 Job fairs were organized in which 3,770 employers participated and
23,679 candidates were provisionally selected for jobs during the month. In
respect of stakeholder registration, 1,61,066 new employers, 8,21,945 new
jobseekers were registered on the NCS portal. Around 8,92,232 vacancies
mobilized on the NCS portal from 01st January 2024 to 31st January

(b) Skilling/Upskilling Initiatives:

• In the month of January 2024, a total of 474 candidates underwent the


training, and 22 courses were completed under “TCS iON” program on NCS
Portal.

K. CLC (C), (IR- Section):

1. Coal and Mines

i) Bihar Colliery Kamgar Union (CITU)

Strike notice dated 29.12.2023 served by by Shri Agam Ram, Secretary, Bihar Colliery
Kamgar Union (CITU) to the Agent, Barakar Engg. & Foundary Works, Eastern
Colafields Ltd, Sanctoria, Nirsha, Dhanbad, has proposed to go on strike from
16.01.2024 for 3 days to press their demands.

Dy. CLC(C), Patna intervened and seized the matter under conciliation on 09.01.2024.
After prolonged discussion and on persuasion of conciliation officer union has agreed to
defer the proposed strike.

ii) Koyla Khadan Shramik Congress

Strike Notice dated 12.12.2023 served by Shri Hareram Singh, General Secretary,
Koyla Khadan Shramik Congress to the Chairman cum Managing Director, Eastern
Coalfields Ltd has proposed to go on Hunger Strike on and from 08.01.2024 to press
their demands.

Dy. CLC(C), Asansol intervened and seized the matter under conciliation on
29.12.2023. The proposed hunger strike has been averted by the active intervention
and constant efforts of Dy. CLC(C), Asansol.

2. Bank

i) Joint Action Committee

Strike Notice dated 22.12.2023 served Joint Action Committee to the Managing Director
Axis Bank, Mumbai has proposed to go on chain agitation and food sacrifice from
01.01.2024 to press their demands. The said strike has averted.

ii) Convener of Joint Forum of Union Bank Union

Notice of Strike dated 15.12.2023 served by Shri Jagannath Chakraborty, Convener of


Joint Forum of Union Bank Union to the Managing Director & CEO, Union Bank of India
has proposed to go on strike on 25.01.2024 to press their demands.

ALC(C), Kolkata-II intervened and seized the matter under conciliation on 22.01.2024
and the conciliation officer advised to the union to defer the strike on 25.01.2024, the
union decided to postpone the strike.

3. PORT

i) Paradip Port Shramik Karmchari Union

Strike Notice dated 25.12.2023 served by Shri Debi Prasad Samantaray, President,
Paradip Port Shramik Karmchari Union to the Head HR & IR, Paradip International
Cargo Terminal Pvt ltd and sub-contractors has proposed to go on strike on 10.01.2024
to press their demands.

Dy.CLC(C), Bhubaneswar intervened and seized the matter under conciliation on


08.1.2024. The strike was postponed by the union

4. Miscellaneous

i) Proof Employees’ Union

Strike Notice dated 02.1.2024 served by Shri Satyajit Sahu, General Secretary, Proof
Employees’ Union to the Director, Proof & Experimental Establishment Chandipur had
been proposed to conduct a relay hunger strike to 08.01.2024 from 11.01.2024.

The matter was already taken in conciliation by the Dy. CLC(C), Bhubaneswar and the
conciliation proceeding has been closed on 22/01/2024.
2. Important Policy Matter held up on account of prolonged inter-ministerial
consultations.

3. No. of cases of ‘sanction for prosecution’ pending for more than three months.

4. Particulars of cases in which there has been a departure from the Transaction of
Business Rules or established policy of the Government.

5. Status of ongoing Swachhta Abhiyan (progress under Special Campaign):

During the month of January, 2024 out of total 19506 PG cases, 15019 (77%)
cases were redressed. As regards case of PG Appeals, out of total 4560 cases, 4265
(93.53%) cases of Public Grievances Appeals have been disposed of.

6. Status of Rationalization of Autonomous Bodies:

7. Information on specific steps taken for utilization of the Space Technology bases
tools and applications in Governance and Development.
