1. Introduction
1.1 Preparation of Estimates
The capital cost of a project includes all cost associated with surveys and
investigations, design, construction and maintenance during construction period of the
project.
For preparation of cost estimates of civil works, the unit costs of labour, materials and
equipment necessary to perform the work designated in the various pay- items for the
proposed construction shall be determined. Current unit cost shall be used in all estimates
and price level of the project estimate.
The analysis of rates for various items shall be worked out taking into consideration the
cost of materials, carriage-handling-storing, labour and share of machines involved in
executing various items of the work and overhead charges.
The quantitative assessment of material requirement shall be adopted from authentic
books/publications or through independent calculations based on the data available at site or
other projects. The unit cost of various materials may be taken as those prevalent in the
province/ region. The appropriate cost for freight, unloading, cartage, storage, inspection and
testing should also be included.
The wages of workers are periodically revised by the Government under the statutory labour
laws. Daily wage rates, therefore, shall be taken as those prevalent in the province/ region at
the time of formulation of the project.
For working out the use rates of machinery, the norms for life, depreciation, repair provision
etc. shall be adopted or prevailing use rate, hire charges and transfer value of equipment and
spare parts. Price of various equipment should be taken on the basis of recent quotations/
price list of such equipment. All taxes and freight charges should be taken into
consideration while arriving at the cost of equipment at site.
All the criteria and assumptions adopted for cost estimate should be mentioned including following.
Price level i.e. Year and month of cost estimate
Exchange rate applied to calculation of Kips and USD adopted at the time of cost estimation
Identifiable Lao PDR taxes, custom duties, royalties etc. for goods, materials and services, etc.
Any source reference rates or estimation should be mentioned with used escalation factors if
any.

The cost estimation of preparatory works and of the temporary facilities, should take into
consideration all the requirements for proper maintenance during the construction period and also
the operation period of the hydropower plant.
The implementation of a hydropower development project would necessitate the upgrading and
reinforcement of the existing transportation facilities and/or the installation of new ones to facilitate
the mobilization into the project site of materials, equipment, explosives, cement, aggregate,
structural steel, heavy construction machinery, hydro-mechanical works such as gates and steel
conduits, and electrical equipment. The cost of these facilities should be considered taking into
account the available means of transportation, which include trucks, railroads, and inland and marine
transport. In examining their use, cargo types and size, vehicle sizes, road widths and alignments,
tunnel cross-sections, bridge structures and load limitations, and harbor facilities should be studied.
The provision shall be made as per actual requirement.
The provision under this head covers the cost of construction of roads and bridges that are to be
built solely for the purpose of implementing the project, apart from the existing roads and bridges.

Some sections of such construction roads will be used for power plant operation and management
following the completion of construction. These are categorised as:
The cost of these facilities should be considered on actual requirement under this head.
The provision under this head covers the cost of construction buildings for residential (staff
accommodation) and non-residential buildings (office, testing laboratories, workshops, recreation
centre, dispensaries, stores and other buildings). These are split under two heads i.e. temporary and
permanent structure. The provision shall be made as per actual requirement.
The provision under this head covers the works relating to various investigations, consultancy fee
(FS: technical, ESIA and legal), surveys, model tests, ecological studies etc. This should be based
on the actual cost incurred and likely to be incurred and should not exceed 2% of civil works.
The cost of power supply facilities for the construction works shall be candied to provide adequate
and dependable power supply to the power-consuming facilities as required during the construction
period.
The capacity (kVA) of the construction work power facility should be able to fully meet the demand
of the maximum power consumption per month, based on the monthly total power consumption
calculated from the construction schedule. The major power consuming facilities are air supply
equipment, water supply and drainage systems, lighting equipment and other equipment for
construction activities. Where construction sites are scattered, power distribution and
communication facilities are required to connect such locations.
2.1.5 Miscellaneous
The provisions under this head covers the capital cost of Water supply, Sewage disposal and
drainage works, Recreation, Medical, Fire fighting equipments, Inspection vehicles, School bus, Pay
van, Visit of dignitaries, Welfare works etc. This should not exceed the 2% of civil Works.

4. Other costs
The above items should be estimated as per actual based on available social approvals.
This head generally covers the provisions environmental monitoring cost paid to MONRE and
environment mitigation cost for items like, compensatory afforestation, catchment area treatment,
establishment of fuel depot, salvage / rehabilitation of any rare or endangered species of flora and
fauna, control of aquatic weeds, public health measures to control water or soil borne diseases,
Restoration of land, seismological measures etc. incur by project developer. The provisions shall be
as per actual based on the approved environmental requirements by MONRE.
The provisions under this head are intended to cover the costs of the Head works viz. Dam/ pick up
weir/barrage and energy dissipation works, outlets (power, water supply and scour sluices), head
regulators, desilting arrangement etc, Intake structures, Head Race Tunnel/Channel/Pipe,
Forebay/Surge shaft, Pressure shaft/ Penstock, Power House, Tail race tunnel/ channel and
switchyard.
The cost for the civil works is calculated from the quantity of works of civil structures estimated from
design drawings and unit prices. The unit price of each work item is broken down into labour costs,
material cost and equipment cost on the basis of the quantity of works, work conditions,
construction plan and construction schedules.
The provision under this head covers the estimation of the construction costs for hydro-mechanical
(HM) works.

The costs for the above equipment include design, fabrication, transportation and installation work.
The cost for the hydro-mechanical works is calculated from the weight of component/ capacity of
hoisting arrangements design drawings and unit prices.
The provision under this head covers the estimation of costs for electro-mechanical equipment,
switchyard equipment etc.

The costs for the above equipment include design, fabrication, transportation and installation work.
The cost is worked on the quotes received from equipment suppliers.
The provision under this head covers the estimation of costs for transmission and associated works
part of developer’s scope.
The cost for the transmission and associated works is calculated per km rates of transmission line.
References of cost can be taken from current rates used by EDL for same type/ voltage of
transmission lines taking into account different types of towers required, the conductors and types of
terrains being crossed.
The project development cost includes all project development expenses that the implementing agency
may incur during the preparatory phase and construction phase of work. Project development cost
shall be varying from 4 to 8% as under:

The engineering service cost includes the costs for the definite design work, for the preparation of
bidding documents, and for the construction supervision performed by the consultants. The
provision should be limited to 5% of the total cost of preparatory, civil, hydro-mechanical works,
electro-mechanical equipment and transmission line.
The physical contingency is estimated for possible increase in actual quantity of work during the
execution of the project, which might be different from the quantities of work that are estimated on
the basis of the topographic map and geologic survey in the feasibility study. Physical contingencies
are calculated for the following items by applying a certain factors based on past records.

The contingency for possible price increase is calculated on the basis of the price increase indices
published by the authorities of respective countries for local and foreign currency items . The indices
will be used to work out the contingency for price escalation depending on the construction schedule
of the project.
