Project Planning and Management
Module Number: MAPM6103
Module Description

This module focuses on project management tools and techniques that will increase the
ability to initiate, and manage public projects more efficiently and effectively. Thus, it is
structured to equip participants with in-depth knowledge on the growing importance of
effective project identification, planning and management in the public sector. It focuses on
critical knowledge and application areas which are often neglected and which indeed
contribute most for many project failures in the public sector. The module seeks to emphasize
the application of the knowledge, tools and techniques for project identification, appraisal,
initiation, planning, and implementation, monitoring & controlling as well as closing of
projects.

After the completion of this module, students will be able to:


 Understand the concepts, principles, tools and techniques of project management
 Identify potential development projects
 Prepare project proposals for appropriate development projects
 Appraise public projects using financial and economic cost benefit analysis
techniques.
 Prepare project implementation plan
 Create project risk management tools and techniques
 Design tools and methods for successful implementation of public projects
 Design schemes to monitor and evaluate the effectiveness of public projects

Learning & Teaching Methods


A combination of lectures, guided readings, group discussion, skill based group/individual
exercises, and case analysis will be used. In addition to lecturing and presentations,
participants will be taken through new techniques of applying different tools in project
identification, preparation, implementation and evaluation. Participants will be required to
carry out individual and group practical assignments to demonstrate their understanding of
the concepts and to be able to apply them in their proposal writing as well as in diagnosing
and offering solution to public sector management related problems.

Directions and guidelines for the two assignments


Assessment item 1: Journal Article review (individual assignment) …………. ………….10%
For this assignment, you have to undertake a review of one journal article on any project
management topics. As an advice, let you use ‘Google Scholar’ to get journal articles. In
general terms, a review analyses, comments on and evaluates the work. As a course
assignment, it situates the work in the light of specific issues and theoretical concerns being
discussed in the course. Your review should show that you can recognize arguments and
engage in critical thinking about the course content.
Outline of your Article Review
1. Full Bibliographic Reference
 State the full bibliographic reference for the article you are reviewing (authors, title,
journal name, volume, issue, year, page numbers, etc.) Important: this is the citation
of the article itself!

separate paragraph of 5-10 sentences. Each issue's paragraph should take the following

addition to the authors', then precede each with "I would propose ..." If it has been
resolved since the article was written, then state how it was resolved.
